In most Illinois villages, property owners are generally responsible for maintaining their driveway aprons (the section that meets the road) and any other part of the driveway located within the public right-of-way. However, the village or a public utility is obligated to repair any damage to the apron caused by their work.
Here's a more detailed explanation:
Property Owner Responsibility:
Driveway Aprons: The property owner is responsible for the maintenance and cost of the driveway apron, even though it technically sits within the municipality's property (the right-of-way).
General Maintenance: This includes keeping the apron and any other part of the driveway within the right-of-way in good repair and free from hazardous conditions.
Permitting: Construction, replacement, or extension of driveways or aprons usually requires a permit.
Village/Utility Responsibility:
Damage Repair: If the village or a public utility damages the driveway apron during their work, they are responsible for the repair.
Road Improvements: Driveways may need to be adjusted during major road improvements to meet the new grade of the roadway.
Parkway/Boulevard Maintenance:
Property owners are also typically responsible for maintaining vegetation (mowing, trimming w**ds, etc.) on the public parkway (the area between the curb and sidewalk) adjacent to their properties.

In Illinois villages, property owners are typically responsible for maintaining driveway culverts and driveways within their property, including those that cross public or private drainage ditches or swales.
Here's a more detailed explanation:
Property Owner Responsibility:
The property owner is responsible for ensuring that driveway culverts are in good condition, properly functioning, and cleared of any obstructions.
Culverts and Drainage:
Driveway culverts are pipes that carry drainage or streams under driveways, often found in areas with roadside swales.
Maintenance and Repair:
Property owners are responsible for maintaining and repairing any damage to their driveway culverts, including replacing them if necessary.
Permits:
In some villages, permits may be required for the construction, replacement, or maintenance of driveways and culverts within the village's right-of-way.
Public vs Private:
Culverts crossing public roads or ditches are the responsibility of the public entity (city or county).

We need to take cleaning up our community more seriously.

Reduced Pollution:
Cleanups help remove litter and debris, preventing pollution of soil, water, and air, and protecting wildlife and ecosystems.
Preservation of Natural Beauty:
By removing trash and debris, cleanups help restore and maintain the natural beauty of parks, green spaces, and waterways.
Protection of Wildlife:
Litter can be harmful to wildlife, so cleanups help protect animals by removing hazards and ensuring a cleaner environment.
Reduced Risk of Diseases:
Cleaning up areas reduces the risk of diseases spread by rodents, insects, and other vectors.
Proper Waste Disposal:
Cleanups ensure that waste is disposed of properly, preventing the spread of pollution and protecting the environment.
Community Benefits:
Improved Appearance and Safety:
Clean, well-maintained areas are more attractive and can lead to a sense of safety and belonging among residents.
Increased Property Values:
A clean and well-maintained community can lead to higher property values, benefiting residents and businesses.
Stronger Community Ties:
Participating in cleanups can foster a sense of community pride and build stronger relationships between neighbors.
Reduced Crime:
Studies show that clean communities can experience less crime, as litter and debris can attract criminals.
Increased Social Engagement:
Cleanups can bring people together, promoting social interaction and a sense of shared responsibility.

On March 11th, during the Village of Lomax monthly board meeting, and after a lengthy discussion, due to issues with damage and lack of cleaning that have arose with different community building rentals; the board unanimously voted to increase the rental fee from $75 to $100.00. Also, a rental agreement will now be required.
Sincerely,
Village Trustee
