The Quality of Life Program assists in facilitating services, resources and protection for the homeless in Long Beach. The program was founded in 2007 by the Long Beach Police Department in an effort to impact vagrancy related crimes, reduce the number of calls for service related to the homeless population, and to seek long term solutions for these issues. The Quality of Life Unit consists of a p

olice officer and a mental health clinician that work to reduce crime in and around the homeless community through street outreach. With resources provided by the Long Beach Police Foundation and other community partners, the team serves as a liaison to connect homeless individuals to non-government agency services, community support groups, housing resources, transportation and mental health services. The Quality of Life Team also provide training to police officers and outside agencies on alternative methods for addressing homeless related issues. The program is primarily funded through grants and individual contributions.

Just over 3 weeks ago, Melissa, who had been struggling with addiction and homelessness along the San Gabriel River for over a year, graduated from a 90-day drug rehabilitation program that Quality of Life Officers R. Armond and B. Dapello were able to connect her with. By accepting services, Melissa was able to receive assistance with her addiction and is currently residing in a sober living facility. We are proud of Melissa for making the decision to get sober and begin the process of regaining control of her life; we wish her continued success in her endeavor.

The LBPD Quality of Life Unit along with LBFD Homeless Education And Response Team (HEART) assisted a gentleman to get off the streets and back on his feet.

This gentleman moved to Long Beach for work. He had a dream of owning a boat and living in a marina. Unfortunately, he soon learned that the job was only temporary and eventually became homeless with no income.

With the help of the Long Beach Police Foundation, HEART and the Quality of Life Unit were able to assist him to go back to Arizona to live with his brother.

Quality of Life Officer Futak reached out to Tambra two years ago. After several outreach contacts by Police Department and Fire Department, she got sober and was able to get her own apartment.

LBPD Quality of Life Officer Futak and Clinician Tom Kirk reached out to Susana who was homeless and hasn’t talked to her son for more than a decade.
Years ago, Susana’s son moved from Buena Park to Washington State. When he came back home to visit, Susana was not living in her house and was missing. Fortunately, Officer Futak was able to track down Susana’s son through social media and was able to contact him.

For the first time in many years, Susana talked to her son.

Thanks to Lucinda Hayes and Shannon Parker from the Long Beach Multi-Service Center, Susana is temporarily staying at a motel before heading out to Washington to be with her son.
We also want to thank MHA E6 and the new Arch Team for their help. The Quality of Life Unit is happy to work with them and be part of the outreach team.

QoL officers Rich Armond and Johnny Dodson have often called upon a rehab company that has 14 different facilities throughout the LA area; this company has opened their doors and assisted the officers in placing several Long Beach residents into their rehab centers. The relationship recently switched roles with the rehab company calling the officers to ask for assistance in finding a detox facility for a client, Matthew, who needed to be placed into a detox prior to being able to go into a rehab facility. Officers Dodson and Armond didn’t hesitate to take on the challenge and found a detox facility in Long Beach that they had never worked with in the past, but were greeted with help in facilitating a detox bed for Matthew. Matthew was advised to meet the officers near the East Division station where the officers greeted him, provided him transportation to the detox facility, and stayed with him throughout the completion of the intake process. 10 days later, at the completion of the detox period, Matthew was again greeted by the officers who then provided him transportation to the rehab company and stayed with him throughout the intake and placement process.
Communication and collaboration was key in the facilitation of getting Matthew into rehabilitation. We are grateful for the partnerships that are forged with the common goal of helping people change their lives.

For 22 years, Gilbert has struggled with homelessness and addiction. Many efforts had been made to assist Gilbert in getting help, but he didn’t feel he was ready. Several weeks ago, Gilbert finally conceded and the entire Long Beach Outreach Team chipped in with every resource available to connect him to a treatment program that would lead into 90-day rehabilitation services. Once the program is successfully completed, Gilbert will receive connection services to housing to assist him in staying off the streets permanently.

Gilbert is thankful to the Long Beach Multi-Disciplinary team for their continued support in helping him to make positive changes in his life. 💙🚔🤝🏠

Darrell contacted officers R. Armond and J. Dodson on his own, after hearing about the officers from someone they had previously helped get into a treatment program. Darrell shared that he was tired of existing on the streets for the last two years while struggling with addiction and asked for help in getting into a treatment program. Darrell entered a 90-day rehabilitation program on July 20th, and is just over 1/2 way through. He is hopeful that once he has completed the program, he will be able to receive assistance with housing. We are proud of Darrell for reaching out, and we are hopeful that he’ll be successful in achieving a better quality of life! 💙🚔🤝

John and Jackie had been surviving on the streets together for almost four years. Not only were the pair struggling with homelessness, but they both struggled with addiction. On several occasions, during QoL outreach attempts, the pair was receptive to receiving services, but their dependency on each other and for Jackie, her connection to her pet companion, complicated the matter. Officers Dodson and Armond knew that to help the pair, they would need to find a facility/ facilities that would allow John and Jackie to enter on the same date for the same length of time, and possibly allow Jackie to bring her pet companion along. Luckily for the pair and pup, officers Dodson and Armond made it their quest to find them help.

On August 8th, the QoL officers dropped off John and Jackie, along with her pet companion, to a facility that graciously provided them both a scholarship for 90 days of rehab services.

John and Jackie have expressed gratitude for the Long Beach Multi-Disciplinary team’s continued support and efforts in getting them the help needed to make positive changes in their lives.

We wish John and Jackie much success and continued determination in obtaining a better quality of life, not only for themselves, but also for their little pet companion! 💙🚔🤝

Brett has been homeless for many years and has been existing day to day by living at the park. Recently, during outreach attempts, Brett accepted help from the QoL officers in fighting his ongoing battle with drug addiction. The officers connected him with services that will allow Brett to participate in a 90-day program where he will learn to take the steps to begin to change his life.

Steven was approached by QoL officers in a park, struggling with homelessness. He said he’d been living on the streets for approximately three years and admitted he struggled with alcohol addiction. When Steven expressed a desire to achieve a better quality of life, the officers called around and helped him make the connection to services. Steven was accepted into a treatment program and will be eligible for a 90-day rehabilitation program. Steven hopes to qualify for housing after he completes the program and is very gracious and thankful to everyone who is helping him to stay off the streets. We wish Steven perseverance and ultimate success in getting well. 💙🚔🤝
