Commissioner Ochoa joined Council Member Althea Stevens, Bronx Community Board 4, and our partners at NYC DOT at 161st Street where we are working to improve Bronx crosstown bus service and street safety near Yankee Stadium, as well as improve drainage with upgraded water mains, sewers, and catch basins.

The teams discussed ways to mitigate construction impacts on an already busy and vital corridor while work is underway.

This year, DDC is celebrating 30 years of delivering world-class infrastructure and public buildings for New York City.

One of the ways we’re celebrating is by showcasing 30 of our most emblematic projects in one illustrated City map. The map was created by our own in-house Graphic Designer, David Akey, whose unique, colorful illustrations breathe life into the city.

His favorite project? The High Bridge, as he contributed to the illustrations you can see on the bronze medallions there today!

Utility markings are part of what we call “the work before the work” – a critical step that helps us identify the utilities located below ground to protect them before any work is started. We use Ground Penetrating Radar to detect where they’re located, then mark them accordingly.

This is how you identify them:
🔵Blue means potable water
🟢Green means sewer and drain lines
🔴Red means electricity
🟡Yellow means gas, oil, and steam
🟠Orange means telecom

Alongside color-coded lines, there are letters, measurements, and arrows. The letter E identifies the location of electric power lines, CTV stands for cable television, and W marks water mains. Arrows indicate the direction of flow.

We also conduct soil testing and identification, which helps to ensure the safety and stability of our infrastructure and public buildings projects.

They say one man’s trash is another man’s treasure, and in this case this award-winning DSNY garage is a treasure all on its own!

We are proud to join the New York City Department of Sanitation to cut the ribbon on two new Sanitation garages on a 13.55-acre site at Fresh Kills. The $230 million project modernizes essential City services supporting trash collection, street cleaning, emergency snow response and day-to-day operations for Staten Island residents.

By combining two Sanitation districts into one modern facility, we’re creating a more efficient workplace for DSNY crews, with capacity for up to 2,000 tons of road salt storage, a fueling station, rooftop solar panels, skylights, upgraded underground infrastructure and modern work areas for 24/7 staff.

It’s hard to miss this nine-story historic building on Grand Concourse with Yankee Stadium just a few blocks away. The Bronx County Courthouse is where many Bronxites have exchanged vows; where the community gathers for town halls; where the Bronx Borough President’s offices are located; as well as the borough’s courthouses, including housing court.

We are partnering with NYC Citywide Administrative Services and the NYC Landmarks Preservation Commission to restore the façade of this building as well as roof reinstallation work so that it can continue to serve the community for decades to come.

The scope of the project includes limestone restoration; parapet reconstruction at the main and penthouse roofs; reinstallation of the existing green roof; courtyard brick restoration; and more. As an NYC Individual Landmark and a contributing property within the Grand Concourse Historic District, the work is being performed in accordance with Landmarks Preservation Commission requirements to preserve and enhance the building’s historic character.

Flushing Town Hall is an historic landmark building that has been transformed into a cultural center, featuring performing arts events, family and education programs, senior programs, exhibitions, and free community events.

DDC has partnered with the New York City Department of Cultural Affairs and Flushing Town Hall for three decades on capital improvement projects, including a building gut renovation, HVAC system replacement, elevator modernization, and more. In 2026, DDC is working on a project that will improve the portico and fire alarm system.

This week, Commissioner Ochoa joined Flushing Town Hall Deputy Director Sami Abu Shumays to learn more about the cultural significance of the town hall, its history, and the current work.

Commissioner Ochoa joined Council Member Alexa Avilés (NYC Council District 38) in Red Hook this week to listen to the concerns of business owners and the community while work is underway on the Red Hook Coastal Resiliency Project. DDC will continue to make every effort to address issues and lessen the impact of ongoing construction work as the vital flood protection is implemented.

DDC is calling for a long-term extension of Joint Bidding. This issue is too important for the sake of our infrastructure projects and our city.

The Joint Bidding program has been a success. Over the past few years, the three parties – DDC, utility companies and our contracting community, mainly via the General Contractors Association and the Road Contractors Association – have worked together to ensure the contracting terms have the right checks and balances for all parties to help deliver infrastructure projects faster and on budget.

DDC is finding new ways to improve the program. One of our most recent updates is now known as “Joint Bidding-Open Competitive,” or “JB-OC.” JB-OC's new contract terms award projects to the contractors who bid the lowest combined total for the public and private work. DDC intends to continue with the JB-OC framework over the next three years while tweaking the contract terms as needed in coordination with our partners.

DDC will continue strengthening coordination between DDC, utilities and our contractors to meet the demands of a growing city and the delivery timelines and cost efficiencies New Yorkers expect.
