Lower Columbia Community Action Program (CAP) was formed in 1964, as part of President Johnson's War on Poverty. Today there are over 1,100 community action programs across the nation, including 31 in Washington State, who carry on the legacy by helping people achieve their dreams for a better life. Basic to the philosophy of community action is that community identify and work together to solve t

heir most pressing problems. Over the years, in response to needs in our community, Lower Columbia CAP has started a number of programs that grew into important, vital organizations themselves; including the Family Health Center, the Emergency Support Shelter, Ethnic Support Council, Head Start, and the Saturday Farmers Market. For over 50 years, Lower Columbia CAP has worked to realize it's mission of "building healthy communities, one family at a time."

Thank you, for standing by the seniors we serve year after year! Your partnership fuels our mission and helps to deliver so much more than a meal. Lower Columbia CAP Senior Nutrition is receiving $4,163.68 from the Share the Love event that ran November 2025-January 2026.

Senior Farmers Market Benefit Applications are available in our lobby at 1526 Commerce Ave, Longview. You must be 60 or older (55+ if Native American/Alaskan Native), a resident of Cowlitz County and Income must be below $2,461 a month for a single person, $3,337 for 2 people. The benefit for 2026 is $80 in the form of a card you can use at approved vendors at Farmers Markets & Farm Stores (list provided) to purchase fresh fruit, vegetables, fresh cut herbs & honey. Benefits can be used June through October. Cards will be issued in Late May/Early June. If you apply and are approved, you will get a call to pick up your card when it is available. The CAP lobby is open Mon-Thurs 8am-5:30pm.
