Purpose of Position
This position is responsible for the day-to-day operations, provides strategic leadership and direction of the operations of a 911 Communication Center. They should ensure the development, promulgation, and enforcement of rules and regulations of the district, by managing personnel, technology, and the establishment of additional administrative policies and procedures. The Director is responsible for the budgetary process, Louisiana budget laws and current knowledge of the Louisiana Legislative Auditor’s best practices in government necessary for the efficient operation of the workforce.
Essential Duties and Responsibilities
• Manages the daily Operations of the 911 Center, including resource allocation and ensuring uninterrupted service.
• Oversees all aspects of staff, including recruitment, hiring, training, supervision, performance evaluation, and professional development.
• Establishes and enforces departmental policies and procedures to ensure compliance with federal, state, and Parish mandates and to promote best practices.
• Manages the budget for the communication District.
• Manages the communication infrastructure, including computers, software, phones, and radio systems, and oversees the maintenance, repair, and acquisition of new equipment.
• Acts as a liaison and coordinates with other public safety and public service agencies, including law enforcement, fire departments, and emergency medical services.
• Provides vision and long-term planning for the department, including capital improvements and staying abreast of new technologies and trends.
• Responds to complaints and suggestions from citizens, external agencies, and center personnel, fostering community awareness of emergency services.
• 911 addressing to include issuing 911 permits.
• Coordinate GIS Base Map.
• Ensures the 911 Center complies with all applicable federal and state regulations, including certification requirements for personnel.
• The 911 Director reports directly to the Beauregard Parish 911 Communication District board.
• The Director will serve under the governance of the Board, providing regular written and oral reports on operations, financial status, technology, staffing, strategic initiatives, and policy compliance.
• The Director is responsible for executing strategies approved by the Board, implementing its policies, and ensuring that the 911 Communication Center functions efficiently and in accordance with all applicable regulations and mandates.
Mandatory Qualifications and Experience:
• High School Diploma or GED
• Valid Driver License
• Minimum of five (5) years of experience in Emergency Communication Dispatch, or in related field, to include experience in personnel management. Five (5) years must have been at a level of responsibility at least to an administrative position.
SKILLS, EXPERIENCE, AND SPECIAL REQUIREMENTS
• Working knowledge of modern computer software, business calculations, and techniques as applied to a variety of activities.
• Ability to communicate both orally and in writing.
• Ability to organize and to prioritize work assignments.
• Delegation skills.
• Ability to present ideas clearly, concisely, effectively, and to interpret written and oral instructions accurately.
• Ability to develop and present concepts, proposals and recommendations in electronic format.
• Skill in performing project research work and in writing technical reports.
• Willingness to teach and provide support to all staff.
• Ability to plan and organize work under minimal supervision.
Additional Knowledge, abilities and skills
• Knowledge of the principles of Governmental Accounting (GASB) and Budgeting, as well as public finance and economics.
• Ability to interpret and analyze technical and statistical information and prepare oral and written reports or presentations.
• Thorough knowledge of modern office practices, procedures, and equipment, and standard clerical techniques as applied to the maintenance of the accounting system.
• Working knowledge of the data processing procedures relating to accounting records. Working knowledge using QuickBooks desktop software.
• Ability to perform detailed work involving written and numerical data, and to make arithmetic calculations rapidly and accurately.
• Responsible for maintaining all payroll related records for the Beauregard Parish Communication District employees.
• Track and account for all investments of the organization.
• Coordinate group insurance and retirement program with all employees.
• Working knowledge of all HIPPA and Employee Records.
• Thorough knowledge of all federal and state reports which deal with payroll and retirement.
