Continuity of Operations Planning (COOP)

Continuity of operations is a skill set we plan for and exercise on almost every SAR operation, and we recommend COOP planning and practice for all as part of your personal, family, and business preparedness. Survival may depend on it.

Yesterday, Veterans Day, once again Los Alamos County residents and businesses experienced a cell phone and internet outage. This one lasted about 16 hours.

So what worked?

* CenturyLink landlines still worked (although unlike in past outages DSL did not).
* Normal internet access was available outside some County buildings that provide public WiFi hotspots and a redundant internet connection.
* At some locations in White Rock cell service including data was available via cell towers across the valley in the Sangres.
* Some residents and businesses had satellite internet, and there are reports of a brief surge in sales of satellite modems at shops in Santa Fe.
* Some local businesses use Square point of sale (POS) credit card readers; Square supports completely offline POS for 24 hours, so those business can continue to accept credit card payments as usual.
* Some local businesses that accept personal checks or cash could still operate. (But only if their POS did not require an internet connection; a surprising number have POS systems that do not work offline.)
* Amateur radio operators with WinLink were able to send emails by radio; many others were able to send brief text messages by APRS; and of course most can talk and some can operate remote phone patches to make phone calls. Almost 400 Los Alamos County residents are licensed amateur radio operators, so get to know the capabilities of the operators among your friends and neighbors. Or get your own license; license exams are held regularly in Los Alamos.

Your home internet is out AGAIN?! Your cell phone too? What to do?

In Los Alamos County, head over to any county building 24/7 and use public wifi hotspot from the parking lot, street, sidewalk. Our public libraries, located in both townsite and White Rock, are good choices. Usually county wifi hotspots will get you at least texting, email, and voice calling.

Please don't misuse this wifi for video streaming or video calls. In an emergency the county has resilient backup connectivity, but the bandwidth is limited.

Did you used to know, then forgot, about these emergency wifi hotspots? Put a note in your family emergency plan right now.
