Remember, when you enter a No Wake Zone:
✅ Slow to idle speed
✅ Minimize your wake
✅ Stay alert for others on the water
✅ Take precautions to avoid carbon monoxide poisoning

On July 31, 2026, the U.S. Army Corps of Engineers Los Angeles District held a change of command ceremony in the Fort MacArthur Community Center at San Pedro, California. In a traditional U.S. Army ceremony hosted by Brig. Gen. John Lloyd, U.S. Army Corps of Engineers South Pacific Division commander and division engineer, Col. Andrew Baker relinquished command of the LA District to Col. Joshua Bost, the now 65th commander of the LA District.

The LA District is a world-class organization providing engineering solutions that responds to the needs of the nation, our environment and the communities we serve. Established in 1898, the district oversees a 226,000-square-mile area and encompasses about 700 civilian and military personnel to provide planning, engineering, construction, real estate, regulatory emergency management and environmental services.

The U.S. Army Corps of Engineers Los Angeles District hosted a site visit July 27 alongside the City of Pico Rivera to apprise congressional office representatives on the upcomming construction for the Whittier Narrows Dam Safety Modification Project throughout the 3-mile span of the earthen dam. The visit underscored the challenges dam construction brings to downstream communities as impacts will include changes to traffic patterns, trail and park availability and mitigation efforts taken by USACE during the construction period.

Dam features are being improved to prevent catastrophic failure in the event of an unprecedented rainstorm event. As one of the most urban dams in USACE's portfolio, safety is a paramount priority as construction aims to upgrade the functional dam to handle unlikely—but not impossible, rainstorm events. USACE is leading forward and futureproofing the Whittier Narrows Dam to protect over 1 million people and $200 billion in property between the dam and the Pacific Ocean.

The U.S. Army Corps of Engineers Los Angeles District was proud to join its partners at the Tibor Rubin Veterans Affairs Medical Center Community Living Center ribbon-cutting ceremony July 24 in Long Beach, California. The 120-bed, state-of-the-art facility supports the VA Long Beach Healthcare System mission to provide world-class care for veterans.

The three-story, 181,000-square-foot center is designed to support veterans requiring additional medical and long-term care. The Los Angeles District continues on-site work across the Tibor Rubin Veterans Affairs Medical Center campus in partnership with the Department of Veterans Affairs to modernize existing infrastructure and construct new facilities that enhance health care and improve outcomes for veterans.

Did you know drowning is a silent killer? Most people expect a drowning victim to wave, yell, or call for help, but drowning is often quiet and difficult to recognize. It’s estimated that around 60% of drowning incidents are witnessed. Bystanders don’t realize someone is in distress because they do not know the warning signs.

Common signs of a drowning person include:
• Head tilted back, bobbing up and down
• Mouth open, gasping for air
• Not yelling, can’t call for help
• Arms extended to the sides, pressing down on the water to keep the head above the surface
