Californians United for a Responsible Budget (CURB) is a statewide coalition of over 70 grassroots organizations, founded in 2003. CURB works to reduce the number of people in prisons and jails, the number of prisons and jails in the state, and shift state and local spending priorities from corrections and policing to human services. 📋Each year CURB produces an overview of the Proposed, May Revised, and Enacted California State Corrections Budgets, breaking down the good, the bad, and the ugly. 

We support investments from this year’s enacted budget that keep communities safe and resourced. ‼️However, sustaining them requires addressing California’s structural deficit, which demands reducing its massive $19.33 BILLION Corrections budget.

🚩Recent budgets have maintained thousands of empty prison beds, increased spending on incarceration, and falsely justified reactivating prison space, adding staff, and preserving institutional capacity, even as the prison population declines. 

❤️‍🔥Join us as we continue to fight back against prison expansion and advocate to bring our loved ones home.

Check out this new, incredibly powerful op-ed in Truthout by Mathew Witecki and Ryan Brennan, two imprisoned advocates who CURB connected prior to and during the closure of the California Rehabiliation Center (CRC), in Norco CA.

This piece recounts both of their experiences during the closure process of CRC, which as of today is empty, sitting in “warm shutdown” mode costing the state millions.

This op-ed threads the needle between the urgent need for prison closure and concrete ways the state can take action to prevent punishment in the process by prioritizing releases.

‼️Reducing reliance on a toxic prison system and preventing harm are not at odds; in fact, they must go hand in hand.

While CDCr uses transfers, overcrowding and long program waitlists to justify its massive budgets & attempt expansion— Mathew and Ryan make it clear that these CDCr-manufactured issues are preventable and that more prisons can never be the antidote to the devastation they cause in the first place.

🎙️Powerful words from an imprisoned comrade, Troy T Thomas in the California Health Care Facility on the harms of reforms that legitimize and expand the power of the prison industrial complex.

This analysis serves as an important reminder as we continue to witness attempts from the California state prison system to rebrand itself under the banner of perceived “kinder, gentler” cages as a means to justify maintenance of massive budgets and expansion, when all signs are pointing to the need to downsize.

The prison system does not need more $$ or more buildings to stop the state violence that the system itself manufactures in the first place. The fight continues until our folks come home.⛓️‍💥

✊🏾 Conducted 11 outreach days at the California Rehabilitation Center (CRC) prison, connecting with roughly 200 loved ones and bringing 93 into ongoing communication and organizing.

✊🏾 Helped win the announced closure of CRC—the fourth California prison closed or slated for closure since 2020! As of July 29th, CRC has officially been emptied.

✊🏾 Secured the passage of AB 137, preventing closed California state prisons from being reused for incarceration or immigration detention.

✊🏾 Grew the Budget Advocacy Rolodex to more than 50 advocates from 40 organizations, helping more than 800 people send over 9,300 letters advocating for care not cages throughout the budget season.

✊🏾 Expanded our work across migrant justice, racial justice, decarceration, and LA County, including supporting the fight against jail expansion and defending Care First investments.

✊🏾This month we honor Black August, uplifting its origins and the ongoing organizing against oppressive prison conditions led by imprisoned people that its legacy has inspired— from the Attica Prison Rebellion, the Pelican Bay Hunger Strikes, fights to shut down ICE detention centers, to resistance today.

To stand in solidarity with current hunger strikers in detention centers follow BAJI, Detention Watch Network, Inland Coalition 4 Imm Justice & Immigrant Legal Resource Center for critical updates and actions!

As the prison industrial complex (PIC) continually tries to expand in response to pressure from our movements, Black August serves as a compass reminding us not to settle for anything less than liberation. 

Tracing the legacy of Black August is helpful to understanding how the prison system continues to attempt expansion, often under the banner of reforms masked as progress. These attempts are designed to justify power-grabs, while co-opting, de-radicalizing, and quelling resistance efforts. The origins of Black August reground us in the system we are fighting against and insights from imprisoned-led movements over time guide our efforts today. 

The foundations of Black August rest in the legacy of Black Radical Tradition, since the moment enslaved Africans were forced to what is now the US. The term, Black August, itself originated in 1979, to honor fallen political prisoners and decades of struggle within the prison system and by Black people over time.

We honor political prisoners and freedom fighters like George & Jonathan Jackson, W.L. Nolen, Fleeta Drumgo, John Clutchette, Ruchell Magee, Safiya Bukhari, Assata Shakur, and so many more, including those still in cages today. This month, we renew our commitment to political struggle toward liberation. ❤️
