While I am no longer in Public Service, as a career prosecutor and former elected official, I believe it is important to share this post. Today, a jury in Minnesota followed the evidence and did the right thing. But trials necessarily decide only a single issue related to a single incident. President Obama is right - this verdict is a first step toward the real reform that needs to take place. Let’s use today’s decision as a stepping stone in the work still to be done to bring justice back to the criminal justice system.

Hello Los Gatos.

While I am no longer Mayor, nor involved in Town government, I could not let today pass without comment. Today, in Washington DC, citizens of the United States, misled by the unrelenting falsehoods of a man who cannot accept that he lost a free and fair election, violently breached the chambers of our Congress. There is no justification for such actions. Our democracy is a sacred trust. Our children and grandchildren deserve a chance to live in the freedom that so many have worked so hard to preserve and sustain. Ultimately, the viability of our government and our Republic depend on the good will of the people who have been entrusted with sustaining it - who are expected - and privileged, to "do the business of the people." Please support those people. Please make it known that you support democracy and the peaceful and orderly transfer of power. Please don't let Los Gatos be a symbol of division, but rather a place where differing voices are raised, respected, and resound with generations that come after us. We are, and have always been, unique. Let's continue to show the way.

As I write to you amid the gloomy pall cast by our smoke-filled, otherworldly skies, I have to wonder what comes next. Though Los Gatos was fortunate enough to escape the direct ravages of the CZU Lightning Complex fire, its effects linger, and the need for the Town to do everything possible to prepare for wildfire becomes more evident. This year, the Council has already taken a number of affirmative steps to promote fire safety, including incorporating County Fire recommendations pertaining to Wildland-Urban Interface fire zones - such as the new requirement for 100 feet of defensible space around residences - into our Ordinances, and by identifying and enhancing evacuation routes - as by eliminating street parking where it could interfere with emergency vehicle access. Please join the effort by doing what you can to keep our Town fire-safe. Most importantly, please stay informed. Safety alerts, maps, and current information can all be found at losgatosca.gov. Look for the banner headline on Fire Safety.

With fire season also comes the renewed possibility of PGE Public Safety Power Shutoffs (PSPS). Though PGE has upgraded its system to allow for more discrete coverage and placement of shutoffs, PSPS could still be the source of power outages in Town. In our new work-at-home/school-at-home virtual world, these are far more than an inconvenience. The Town is in close contact with PGE to monitor any rolling blackouts or PSPS plans in an effort if not to avoid them altogther, at leaast to minimize their length and geographic coverage.

Still, there are two encouraging pieces of news I can share. First, as part of its Becoming a More Inclusive Community initiative, the Town hosted the first of three community listening events on September 8th. The session, focused on policing, featured a presentation and responses to questions by Police Chief Pete Decena about training, practices, demographics and statistics relating to our Police Department. Suggested changes to the Town's policing structure which came out of the session will be discussed at tomorrow's (Sept. 15) Town Council meeting beginning at 7 p.m. Two additional sessions, on Affordable Housing and Community Culture, will be convened on September 29 and in early October. Please check the Town website for updates.

Secondly, as you may have read, California has moved to a color-coded tier system in determining which businesses and activities may or may not open under COVID-19 health Orders. Santa Clara County has recently moved into the "Red" Zone (the second least restrictive) which has allowed some expanded opportunities for retail and restaurants, while also allowing salons and exercise facilities to open on a limited basis. Outdoor dining, curbside pick-up and other now-familiar amenities will continue as Los Gatos looks toward economic recovery. Hopefully, if we can all keep up the good heath habits that have become second nature to us now, we can move toward fewer restrictions as winter arrives and the ability to do business inside becomes more important.

Finally, ballots will arrive in the next few weeks for the November election. This year, 3 Council seats and 2 local initiatives are at issue. I urge each of you to learn all you can about the candidates, and about the pros and cons of the proposed ballot measures - read Candidate statements and go to websites, read arguments for and against the initiatives, look for virtual debates, information sessions and Q and As, rather than relying solely on social media and word of mouth. Your vote can shape Los Gatos for years to come, so please make it an informed and independent one. Though no one will knock on your door this year, campaigning will still occur - as only 2020 can bring it to you.

On Friday, August 7, the list of candidates running for a seat on the Town Council will be complete. My name will not be among them. This is a decision made long ago when I entered the Sol Price School of Public Policy at USC in January 2019 to work toward a Masters Degree in Urban Planning, a goal I reached in May of this year. My plan at the time - and now - was to put that degree, along with my legal training and experience in local government, to work in helping to shape public policy on a regional level.
I am proud of the work I have done for the Town during my 8 years on the Council - streamlining and eliminating outdated policies, working toward sustainability through the construction of Green Bike Lanes and implementation of a Bicycle and Pedestrian Master Plan, and working to resolve long-standing issues so that our community can move forward. More particularly, I am proud to have guided the town through this most extraordinary of years, as we've led by example in being among the first to adopt an eviction moratorium, to donate funds to non-profits serving our most vulnerable residents, to innovate and adapt to allow our businesses to expand outside onto Town properties, and to stand with voices raised in peaceful and powerful advocacy for social change.
I don't pretend that every decision or action I have taken during my time on the Council has been correct, but each has been the product of thoughtful consideration and a good faith belief that it was best for the community as a whole. There is nothing easier than to sit behind a keyboard and complain, just as there is little more difficult than to engage in proactive leadership that seeks to create solutions - I hope I have done the latter. As I leave the Council, I am confident that I have worked hard to put the tools in place that will allow others to take up the mantle of leadership - our business community to take charge of its own interests by forming a Business Improvement District, climate and alternative transportation advocates to build on policies in place to create opportunities for multi-modal transportation, and tomorrow's leaders to begin a town-wide conversation on the need for racial, social, and environmental justice.
Though I am not seeking re-election, I will continue to do my absolute best to lead the Town as it meets the challenges directly ahead and to prepare for what is to come - always putting community first. I trust that those elected to lead in the future will do the same. I wish them all the best.

Good afternoon Los Gatos. Today, June 19, 2020, we celebrate and commemorate Juneteenth - the day 155 years ago that Union soldiers marched into Galveston, Texas with the news that the Civil War had ended and slavery was over - more than two years after President Lincoln signed the Emancipation Proclamation in 1863. Then, as now, America moved slowly to recognize and implement the ideal of equal rights for all. Now, with racial justice issues at the forefront of our nation and local debate, it is appropriate that on this day Los Gatos launch a dedicated webpage outlining our shared values of diversity and inclusivity.

At "Becoming an Inclusive Community," you will find a sample of actions Los Gatos has already taken to realize these values - from the Town's 2017 Resolution committing to diversity, to its recent Proclamation not only reaffirming that commitment, but taking a strong stand against racial inequality and injustice. You will also find information about training, standards, and expectations for our police department - including a commitment to review those standards going forward and report back to the community as outlined in the Mayor's Pledge to Commit to Action. You will also find a link to a dedicated email through which information, requests, reports, complaints, and simple observations may be shared with the Town. Finally, you will find information about upcoming Town listening events and workshops where we can all come together to listen, learn, and go forward together.

In naming the new webpage "Becoming an Inclusive Community," Los Gatos recognizes there is work to do - but in clearly stating our commitment to inclusivity and diversity - the Town is striving to take the steps needed to reach that goal, and we look forward to your participation and guidance in helping us get there.

Good morning Los Gatos. This Saturday will mark the official start of summer. The new season will bring with it some slow, but welcome changes to our daily routines. Retailers and restaurants have already opened for indoor shopping and outdoor dining, and our downtown streets have taken on a new look. Pop-up parklets are filled with cafe chairs, tables, umbrellas, and most refreshingly, people. As tempting as it is to discard masks and social distancing in this new environment, the last thing anyone wants to do is move backward, so let's please enjoy these spaces responsibly.

Summer also brings with it a traditional break for the Town Council in July. Since March 17th, when the Shelter in Place Order was first imposed, we've been busy. In addition to our regular schedule, the Council has met 3 times in Special Session to get ahead of issues arising from the pandemic and to address them proactively. As a result, we've

adopted a moratorium on residential evictions

donated $10,000 each to four community partners helping to provide meals and needed services to our vulnerable populations

forgiven rents for Town tenants struggling due to the shutdown

adopted a balanced budget without cutting services or laying off personnel

streamlined permitting processes and set aside Town properties to allow retailers and restaurants to expand quickly into outdoor spaces as they work toward economic recovery

More important perhaps, are those things that have been accomplished outside of a formal Council setting. While we have been sheltering in place, members of the Town staff have been working hard to get those things done that have kept Los Gatos functioning as near to normal as possible - on behalf of the community - thank you. Throughout, they've adopted a can-do attitude while being innovative (Facebook story time), responsive (online building permitting and inspections), adaptive (online service delivery and Zoom town meetings), and tireless (acquiring and installing street barriers downtown so that businesses could get up and running within days of the Council go-ahead), all while repaving streets.

Now as we all take a much-deserved break to enjoy the summer ahead, take the time to reconnect with family and friends - and remember what it's like to eat out - these messages will also take a break from their weekly appearance. But please keep checking in, as I will share with you any new issue or information as it appears.

Thank you for reading along with me as I've tried to chronicle this rather extraordinary time in the life of Los Gatos. Stay safe, stay healthy, and take a moment to enjoy this remarkable place we are all so fortunate to call home.

Good morning Los Gatos. It has been an eventful week, but one that has left us more aware of our strengths and weaknesses and hopefully, more aware of what should change in our community and what we can do to implement change. This week's demonstrations were publicized, organized, and led by extraordinary young women. We should applaud their courage and their ability to speak forcefully, yet peacefully in support of a cause they believe in. It is my hope that we can come together as a town to recognize them as important leaders of not only today, but of tomorrow as well.

Throughout these messages, I have spoken of our Town's resiliency and innovative spirit. Those characteristics were on display this weekend as our restaurants and retailers began to open, taking advantage of patios, sidewalks, and soon town streets and parking lots, in order to welcome shoppers and diners back safely. The Town Council will hold another Special Meeting tonight at 7 to discuss exactly how the new streetscape will take shape over the summer, as we look forward to still more easing of the Shelter in Place Order given the success of our collective effort to slow the spread of COVID-19.

Summer is just around the corner. Let's make it a time of renewal and reinvention as we begin to open not just our businesses, but all of our community to new ideas, new people, and a new commitment to diversity.

Strong voices calmly and powerfully raised this morning at the Civic Center asking for change. Congratulations to the Los Gatos High School student organizers and the Town of Los Gatos for creating a safe space for all voices to be heard. Good Afternoon Los Gatos.

This past Friday, during a time set aside to remember and honor those who died defending the rights and freedoms of all Americans, a man's life was taken under the knee of another man sworn to protect those rights. What happened in Minneapolis is unconscionable by any measure, and cannot be tolerated or condoned by the Town of Los Gatos, nor by any responsible and just society.

Because the misconduct of police officers in Minnesota has shone a spotlight on the conduct of police officers everywhere, it is important that the citizens of Los Gatos know that all Los Gatos-Monte Sereno Police Officers

wear Body Cameras, and every police vehicle is equipped with an in-car camera system. Internal Police regulations require that all law enforcement interactions be recorded.

participate in state-mandated anti-racism and anti-profiling training. In addition, each Officer is strongly encouraged to complete additional training targeting implicit bias and providing tools for the implementation of fair and impartial policing, with emphasis on an understanding and respect for cultural diversity.

participate in de-escalation and crisis intervention training.

undergo complete background checks prior to hiring, including an "open source" review of social media posts.

are held accountable through a thorough investigation process for any complaints received regarding any alleged misconduct.

Los Gatos is rightly proud of its Police Department, yet always stands ready to implement changes to policies and procedures where appropriate.

That said, ultimately it is the job of any effective Police Department to keep the public safe and maintain the public peace. In order to do that, there must be trust among and between our police officers and all persons who live in or visit our town. Maintenance of that trust is even more important now as Los Gatos, like so many communities around the Bay Area and the nation, face potential unrest. I want to assure residents, businesses, and visitors that our Police Department is prepared - both to support First Amendment rights to peaceful assembly and protest, but also to respond to and suppress criminal behavior - which will not be tolerated.

These are extraordinary, and uncertain, times. As I have throughout the COVID-19 crisis, I ask once again for your help in supporting and protecting each other as we continue to move Los Gatos forward.

Good morning Los Gatos. It is difficult to know what to write. We are living through an extraordinary time. As June begins, and almost half a year has been lost to a virulent and relentless pandemic, we now face an even greater challenge as the nation is rocked by economic and racial divides that have long been with us, but too often ignored. Further divisiveness will not serve us now.

I have often observed in this space that our Town is unique - that it is innovative, resilient, and possessed of a cohesive community spirit. It is more important now than ever that we demonstrate those qualities to support, respect, and appreciate all that we are privileged to enjoy. Please support local retailers and restaurants by taking advantage of curbside pickup; please respect your neighbors by wearing a mask and keeping your distance to protect not only their health and safety, but yours; please appreciate that through forward-thinking and conservative fiscal stewardship, the Town was able to keep all of its workers employed and providing essential services, while at the same time passing a balanced budget; and finally, please support the collaborative leadership that allowed the Town Council to set aside funds and public property to help our local businesses bridge the gap to a better time - which may begin to arrive as soon as this week with further gradual easing of the County Health Order.

The true essence of Los Gatos is founded in community and in the values that community adopts and practices. The Town does not succeed or fail on its own, but rather through our collective action. It is my hope that over the next few weeks, Los Gatos will come together to support, respect, and appreciate the contributions each one of us makes to our extraordinary town, and in so doing, move us forward toward a common goal of not only sustaining our community as we know it, but creating a better one.

Good morning Los Gatos - with my apologies for the delayed message this week as we celebrated Memorial Day weekend and the Town Council held a special meeting last night to consider ideas and develop strategies to allow our Town to emerge from the current shutdown with feet on the ground and ready to recover. Once again, I am proud to say that our community and Council came together to meet the challenge. As a result, you can expect to see some changes around town this summer as we do what we can to support our small businesses. Last night, the Council unanimously voted to:

Allow street parking along North Santa Cruz Avenue and Main Street to be used by restaurants and retailers to expand their space into "pop-up parklets" to provide the additional square footage needed for safe, socially distanced commercial activity

Create dedicated pull-in parking for curbside pick-up

Work with the business community to implement ideas, adapt, and innovate as we work through "what comes next," by streamlining permit processing to provide opportunities for new retail and dining experiences that will require more space

Re-purpose $1.9 million in Town funds previously set aside for downtown infrastructure to support recovery efforts

Of course, before all of these measures can be meaningfully implemented, there must be a corresponding meaningful change to the current Santa Clara County Shelter in Place Order. While the Town cannot lawfully or responsibly "go it alone," Town leaders both can, and have, lobbied our County and State representatives to push for reasonable changes to local rules which not only reflect rule changes occurring around the Bay Area and state-wide, but also reflect the results of all that we have done together to flatten the curve, reduce hospitalization rates, and to protect our healthcare workers and vulnerable community members during the COVID-19 pandemic.

As always, thank you to everyone in this extraordinary Town for your ideas, creativity, innovative spirit, and leadership. These are the qualities that continue to make our town unique, both as we have understood it in the past, and as we will come to understand it as we adapt into the future.
