The EPA’s CAWAG (Closing America’s Wastewater Access Gap) has been around for years now. It provides precisely the technical (engineering & grant/funding identification) expertise this tiny community needs. The LOCSD board says it is out of money. Why didn’t they ever avail themselves of this *free* program that could help deliver precisely the LOCAL solution the LOCSD board members promised until just last year?

If you live on -- or anywhere near -- Alamo Pintado Road between LO and Sunnyfields, . . . heads up! You do NOT get a vote on the Los Olivos CSD's big plan to run a pressurized sewer main along AP Road in order to address a problem that is demonstrably confined to the LO's downtown core. Talk about "externalizing" your problems rather than providing a local solution to a hyper-local problem!

A failed pressurized sewer main caused an estimated 500-gallon sewage spill near the Santa Barbara Airport last week, according to incident reports.

Ummm. I'm not aware of anybody being worried about whether the LOCSD Board can be "forced" to allow the town of Ballard, the Buttonwood winery, etc. to connect into a 5-mile sewage pipeline down AP Road. Instead, the much more realistic concern that I'm hearing from a lot of people is whether a future iteration of the LOCSD Board could ALLOW other communities and projects to connect into the sewage pipeline. For example, if the LOCSD's effort to put the entire town on a sewage collection system were to go over budget (ahem), wouldn't there be a strong *incentive* to allow others to connect into the pipeline in an effort to spread the ballooning costs to more taxpayers?
As a result, I think the real questions is: Is it legally and technically possible to permit people and projects to connect into the pipeline once it is constructed? (Hint: I think the answer is "yes!").

6 pm Weds., May 28, at Los Olivos Grange Hall: LOCSD Board will be considering a NEW "Project Description," and many of the Board members strongly favor a 5-mile sewage pipeline down Alamo Pintado Road. It is unclear why they will not acknowledge that this option would open the door to development and sprawl along the AP Corridor.
