On February 25th, 2026 the Lawrence County Attorney's Office secured a referral to the Lawrence County Grand Jury for Mr. Cory M. Vasquez aka Cody Hughes, and Mr. Kaysaun M. Madden

Following an extensive investigation by Chief Steven Wilburn and officers of the Louisa Police Department a scheme was uncovered involving US Treasury checks meant to defraud local banks and United States’ taxpayers. The investigation was sparked by the vigilant observations of Louisa city employees.

Mr. Vasquez and Mr. Madden were both charged with the following:

(1) Engaging in Organized Crime - Criminal Syndicate

(2) Criminal Possession of a Forged Instrument - 1st Degree

We’re proud to be able to work with our partners in law enforcement to stop some of the rampant fraud that has been occurring across the country.

On October 1, 2025, the Lawrence County Attorney’s Office secured a referral to the Lawrence County Grand Jury for Mr. Kevin M. Stiltner of Fort Gay, West Virginia.

Following a traffic stop and investigation by Trooper Wright of the Kentucky State Police and a search incident to a valid arrest, which ultimately led to the discovery and seizure of fentanyl, Mr. Stiltner was charged with the following:

(1) RECKLESS DRIVING - 189.290;

(2) OPER MV U/INFL CONT SUB (189A.010(1D) - 1ST - 189A.010(5A);

(3) POSS CONT SUB 1ST DEGREE FENTANYL - 218A.1415;

(4) POSS OF MA*****NA - 218A.1422;

(5) CONTROLLED SUBSTANCE PRESCRIPTION NOT IN ORIG CONTAINER 1ST - 218A.210;

(6) POSS CONT SUB, 1ST DEGREE, 1ST OFFENSE - DRUG UNSPECIFIED - 218A.1415;

(7) FAILURE TO WEAR SEAT BELTS - 189.125(6);

(8) DRUG PARAPHERNALIA - BUY/POSSESS - 218A.500(2); and

(9) DRIVING MOTOR VEHICLE USING HAND-HELD MOBILE TELEPHONE - 281.600.

(All defendants are presumed innocent until proven guilty.)

On August 13th, 2025, the Lawrence County Attorney’s Office secured a referral to the Lawrence County Grand Jury for Mr. Jeffery Ball of Perry, Ohio.

Following a traffic stop and investigation by the Lawrence County Sherrif’s Office that uncovered approximately 50 grams of methamphetamine Mr. Ball was charged with the following:

(1) Trafficking in a Controlled Substance 1st degree, 1st offense; and

(2) Rear License Not Illuminated

As a result of the same incident, our office was also able to secure a referral to the Lawrence County Grand Jury for Mr. Christopher Cox of Huntington, WV.

Mr. Cox was charged with the following:

(1) Complicity Trafficking in a Controlled Substance in 1st degree, 1st offense; and

(2) Rear License Not Illuminated

As always our office is dedicated to keeping harmful narcotics out of our community. If criminals think they can bring these substances from out of state to our region and get away with it, they’re sorely mistaken.

(All defendants are presumed innocent until proven guilty.)
