Q: Why is a road closure and detour required on Route 33?
A: To minimize long-term disruption to the community, multiple infrastructure upgrades are being executed concurrently during this single closure window. Consolidating this work prevents the need for repeated, separate closures in the future. The combined initiatives include:
- Domestic Water Line Replacement: Upgrading and replacing the local domestic water main to ensure long-term utility reliability and service continuity for the community. This waterline will connect to the new Louisa County Water Authority pump station located off of Route 33.
- Stormwater Infrastructure: Excavation and culvert installation near the Louisa County Water Authority to mitigate historical flooding. This new culvert is an upgrade over the existing structure, allowing more permeable flow from the Northeast Creek Reservoir to Northeast Creek.
- Highway Safety Enhancements: Installing a new, modern guardrail safety system alongside the highway to improve motorist protection and reduce the severity of potential off-road incidents.

Q: What are the dates of the Route 33 road closures/detours?
A: June 15 - July 31, 2026

Q: Will this impact my ability to access my home on Route 33?
A: Local access for all residents will be maintained throughout the duration of the project. While Route 33 will be closed to general through-traffic, homeowners will have continuous access to their properties.

Q: Why was this specific timeline and duration selected for the project?
A: This schedule was chosen to minimize overall community disruption with a completion date prior to the start of the new school year. The project plan balances ex*****on speed with public safety to minimize impact on local traffic, schools, and residents.

Q: How much time will this add to my commute?
A: Please allow an additional 10 minutes of travel time through the work zone.

Q: Is Louisa County Fire and EMS aware of the road closures?
A: Yes. VDOT protocol requires direct coordination with Louisa County Fire and EMS prior to any road closure to ensure emergency personnel are fully informed of active detour routes.

Q: What is the timeline for public notification?
A: VDOT assists in providing a weekly travel alert with a list of scheduled lane closures, which includes work under permit, which can be found on their website: https://www.vdot.virginia.gov/news-events/news/.

Q: Why will it take six weeks to complete the project?
A: The project involves the complex relocation of a stream, existing and new utilities. This will require pre-diversion prep work in the area of the reservoir to protect the overflow stream from the reservoir. The depth and size of the work prevent the use of single lane closures; therefore, the goal is to perform as much work in this six-week period as possible, ensuring we eliminate the need for any future full road closure.

Q: Why was the community not notified sooner?
A: It is important that this work is completed outside of the school year. Though we aim to provide as much advance notice as possible for all community projects, in this case, notification was provided once all required permits and project components were finalized, meeting VDOT requirements and allowing for work to be completed during the summer.

Q: Is there a way to have a side road around or alongside the construction work area?
A: Unfortunately, no. Due to the existing stream and temporary redirection plan, a side road or bypass is not possible. Additionally, providing a bypass would extend the overall duration of the work, which we are actively trying to reduce the duration of the outage. Further, there are streams on either side that prohibit this, as it would destabilize the area, leading to longer outage and noise.

The County shares the community's concerns regarding the recently announced road closure on Route 33, intended to add a larger culvert which will support turn lanes. Details on road projects in the County are primarily finalized between applicants and the Virginia Department of Transportation (VDOT), and the County only recently became aware of the length of the proposed road closure. Residents should know that the County is actively working with the project applicant and VDOT to minimize impacts. Further, the County's public safety functions are experienced in adjusting procedures due to road closures in order to mitigate impacts on service call response times. Nearby roads available during the project are slated to include Willis Proffitt Rd, School Bus Rd, and Davis Hwy. VDOT is finalizing additional detail regarding detours, and we will share information as soon as it is available.

MANDATORY WATER RESTRICTIONS
DROUGHT COMPELS THE NEED FOR ZION CROSSROADS AND LAKE ANNA CUSTOMERS OF LOUISA COUNTY WATER AUTHORITY TO RESTRICT WATER USE

Louisa County Water Authority Board of Directors voted to issue a Declaration of a Water Watch. On Tuesday, June 9, 2026, the Louisa County Water Authority Executive Director, Pam Baughman, made the decision to request mandatory water restrictions due to the decline in water supply and limited precipitation in the forecast.

Months of dry conditions, with very little rainfall, have caused the Green Springs / Zion Crossroads and New Bridge / Lake Anna Well levels to drop below normal levels for this time of year. Water conservation is always a preferred practice, but the continued dry weather requires mandatory restrictions be enacted. Mandating restrictions is intended to prevent shortages of safe potable drinking water for the County citizens connected to these public water systems.

Widespread drought across the Commonwealth has been monitored throughout the Spring of 2026. The Department of Environmental Quality has issued a drought watch advisory to prepare Virginians that the “onset of a significant drought event is imminent”. Rains in late May to early June helped “improve streamflow and upper soil moisture” but did little to improve “deeper soil moisture and groundwater” levels. Twenty of the twenty-four monitoring wells across the Commonwealth “are still below the 10th percentile for this time of year.”

Louisa County Water Authority is mandating the following restrictions for all customers on Green Springs / Zion Crossroads and New Bridge / Lake Anna Well Systems:

1) NO WATERING of outside shrubbery, trees, lawns, grass, plants, home vegetable gardens, or any other vegetation, except from a watering can or other container not exceeding three (3) gallons in capacity. No sprinklers, irrigation systems or any other method of outside watering. The only exception is for commercial greenhouses or nursery stocks, which may be watered to preserve plant life before 7:00 am or after 8:00 pm.

2) NO WASHING of automobiles, trucks, trailers, or any other type of mobile equipment, except at a licensed commercial car wash facility.

3) NO WASHING of sidewalks, streets, driveways, parking lots, service station aprons, exteriors of homes or apartments, commercial or industrial buildings or any other outdoor surface except where mandated by federal, state, or local law.

4) NO OPERATING of an ornamental fountain or other structure making a similar use of water.

5) NO FILLING of swimming or wading pools requiring more than five (5) gallons of water, or the refilling of swimming or wading pools which were drained after the effective date of the declaration of emergency. There are some exceptions to prevent structural damage. Please contact the LCWA business office for additional information.

6) NO FIRE HYDRANT USE for any purpose other than County related business and suppression of fires.

7) NO SERVING of water in restaurants, unless requested.

8) NO OPERATION of water-cooled comfort air conditioning that does not have water-conservation equipment in operation.

9) ANY ADDITIONAL water use restrictions as deemed necessary.

Any violation of the mandatory restrictions during this emergency declaration will be enforced as a Class 3 Misdemeanor.

If conditions continue to deteriorate, emergency measures would be applied to include rationing, suspension of new connections, and the application of emergency rates.

“Water is a precious commodity and should always be treated as such, but especially during drought conditions. Please do your part to ensure water resources are available for years to come,” Judson Foster, LCWA Chairman.

What Is Unclaimed Property?
Unclaimed property pertains to accounts held with a financial institution or company that have experienced no activity or contact with the owner for a designated period.

Types of Unclaimed Property
Unclaimed property is typically intangible in nature. The most frequent examples include uncashed paychecks and dormant bank accounts. However, it can also sometimes be tangible items such as the contents of safe deposit boxes. It’s important to note that unclaimed property does not include houses or cars. Some common forms of unclaimed property include:
- Inactive checking or savings accounts
- Stocks
- Uncashed dividend or payroll checks
- Refunds
- Certificates of deposit
- Customer overpayments
- Utility security deposits
- Contents of safe deposit boxes
- Insurance payments for claim or life insurance policies

Why Does the Virginia Treasury Hold My Accounts?
The financial institution or company that managed your transaction or account attempted to reach you through various means—such as online logins, written correspondence, withdrawals, deposits, or updates to personal information. If these efforts do not result in any activity, the account or asset will be reported or transferred to the state corresponding to the owner's last known address.

Many citizens frequently lose track of their accounts, resulting in these accounts becoming inactive and eventually transferred to us. The Virginia Treasury has launched several outreach initiatives aimed at informing, educating, and assisting citizens in locating and claiming their unclaimed funds. Some of these initiatives include:
