Have you noticed construction beginning on our new Maverik on South Main Street?! Tanks are being placed! This will be the "big" Maverik style. City, County, PCEDA, LMWD and other entities have been working with Maverik for a couple years now to get to this point. Construction is estimated to be complete in December 2024.

Ground has broken at Amherst Park for the fitness court. Watch for concrete to be poured there, and on our 2 new pickleball courts!

This will be the 6th court in Northern Nevada, and there are 6 courts in Southern Nevada. The equipment is grant funded and a collaboration of several local entities with ReNown being the State Sponsor. (Photo is of the court in Sparks.)

There is an app for your phone (FREE) that will show you how to use the equipment, where to locate other fitness courts, and full of other useful information. See the link below.

There will also be an Ambassador Program launched in the community when we have our ribbon cutting later this late summer/early fall. The Ambassador Program will help coordinate fitness challenges, encourage use and more.

Here's the update for the G-29 bridge: The bridge is close to being complete and we are hoping it will be reopened around the 4th of July. This is the bridge that is located on Upper Valley Road, north of US Silica, that crosses over the railroad tracks.

Originally, NDOT had intended on tearing the bridge down due to it's age. Our city and county elected officials and economic development office have worked with NDOT for close to a decade to have this bridge replaced instead of demolished. (Before photos were taken April 2020.)

It was great to take PCHS students on this field trip!

Last week, Humboldt Development Authority and Pershing County Economic Development Authorityhad the privilege of taking a group of sophomores from both Albert M Lowry High School and Pershing County High School to the University of Nevada, Reno for the Explore Your Futures program. This is an opportunity for these students to have direct access to the UNR staff and a tour of the campus to explore the possibilities and resources available for attending college. This opportunity was made possible by our volunteers and sponsors as an extension of the Nevada 95-80 Regional Development Authority Futures Forum.

It’s back!

The Reno-Tahoe International Airport (RNO) appreciated the corporate travel information that they received in 2023 and used it in their many airline discussions to work towards generating additional routes and increasing air service. In fact, it was so helpful that the airport is continuing this effort in 2024. They hope that those companies that filled out the survey last year will do so again, but they are also hoping to engage with new companies to learn even more about the Reno-Tahoe corporate travel patterns and travel needs. As an expression of appreciation, those with completed surveys prior to April 15, will be entered into a random drawing to win one of two $250 Southwest Airline gift cards!

In Memoriam: Kurt Englehart

A message from WNDD President Dian VanderWell on the passing of Kurt Englehart, State Senior Adviser to US Sen. Catherine Cortez Masto
I first met Kurt via Zoom, in late 2020 when we served on a WNDD sub-committee for local governments to discuss the impacts of COVID. We explored what government overlooked, and what we could improve, and plan for if a worldwide pandemic ever happened again.

Kurt was a fierce advocate for Rural and Tribal communities in the State of Nevada. His input was invaluable to our organization in assisting communities he represented for Senator Cortez-Masto for the past eight years. I learned a lot from Kurt, and his passion and tireless advocacy for these and all our communities will not be forgotten. As the current president of WNDD, my focus has been and will be on getting out into our Rural and Tribal communities to ensure they are fully represented, and have all the opportunities that are available to help them succeed.

I personally will miss Kurt’s frankness, passion, laughter, and love for Nevada, and all who live here.

Kurt will be remembered and missed.

How is economic development in Pershing County funded?

The City and County, in 2011, had an opportunity to reorganize economic development and create an office for those activities. At that time (and up till about end of 2018 or 2019), the position of PCEDA Executive Director was combined with the PC Community Center Coordinator (20 hours for each position per week). The county provided a salary for each position (ec dev/com ctr), and a budget for each department (ec dev/com ctr).

Around 2018 or 2019, the combined position was dissolved and Economic Development Executive Director became a full-time position. The salary comes from the county (Heidi is a county employee), the city provides office space and utilities, plus they earmark a portion of their general funds (less than $8000 per year) towards the salary.

The PCEDA Office budget is through the county and has historically been less than $5000 a year. The line items in this budget include travel, phone, small equipment, office supplies (not enough funding for ink in the printer each year), vehicle expense (when the county car is used), training, and print/advertisement.

The county is required to participate as a Regional Development Authority (RDA), per the Governor's Office of Economic Development (GOED). This is how/why the Nevada 95-80 Regional Development Authority (NV 95-80 RDA) was created as a collaboration between Humboldt and Pershing Counties, and the cities of Winnemucca and Lovelock. NV 95-80 RDA has a co-director from each county. As an RDA, NV 95-80 RDA has a contract with GOED to perform economic development activities. A quarterly report to GOED of those activities (which are specified in the contract) is required. The RDA is paid, by GOED, based upon the contract and performance for the quarter that was reported on. The portion that is allotted to the Pershing/Lovelock side of the RDA is about $67,000 a year.

In year's past, PCEDA has used the GOED/NV 95-80 RDA funds for travel to conferences/training, community development activities, grant match, office supplies, studies, marketing, and more.

At the end of each fiscal year, if there are any RDA funds left in the PCEDA account, those funds are absorbed by the county and applied towards the Director's wages. This is a huge cost savings to the county! Since 2012, there has only been one year that the county did not have those funds to use as a savings for the wages.

It should also be noted that way back in the day (not sure of when) there was 2.5% of city/county room taxes earmarked for economic development.

The workings of PCEDA are varied and depend on the task at hand as to if PCEDA can/will "tell the public" what is going on.

With a community project, yes, the community leaders are involved and know about the project. And most of the community projects have been discussed, at some point, identified on strategic plans and/or in community workshops over the past 20 years as a project to pursue when the opportunity arises.

But, for a business that is considering locating, expanding, or pursuing other opportunities, telling the public what is gong on gets a bit tricky. In most cases, PCEDA Director, Board Members and local leaders have signed non-disclosure agreements with the businesses, which means that "No," we cannot/will not divulge what is occurring. This is to protect the interests of the businesses and is common practice.

Is Heidi the grant writer for the county? Short answer is "No." However, since 2011, Heidi has been involved in numerous grants, either through collaboration with other entities, writing support letters, editing others' grants, writing/co-writing grants, etc. Some successful grants Heidi has been involved in include: Lovelock/Pershing/WNDD Brownfields Grant $600,000, USDA ReConnect Grant $36 Million, Lovelock Police Department JAG $7800, Lovelock Water Tank Resurface Community Development Block Grant over $100,000, Humboldt/Pershing Brownfields Grant $500,000, 2015 Museum Grant for the Oxen at exit 105, numerous Tourism grants for advertising, Imlay Water System grant, and more.

Did you know that a lot with a home on it produces more tax dollars than a lot that is undeveloped? In the past 3 years, PCEDA has been directly responsible for a minimum of 20 homes that have been developed, or are in the process of being developed now (both in Lovelock and in the County). When on the PC Assessor's website, a quick look at the taxes on a vacant city lot are less than $200 a year, but with a new home the taxes are over $2000 a year. New taxes help our City and County with services.

What does PCEDA do? Is this a necessary organization of the County and City, or is it Non-Essential?

PCEDA is a public entity that through community collaborative efforts develops, retains, expands, and attracts businesses that will strengthen and maintain the rural Nevada lifestyle.

On November 21st, 2023, we celebrated the groundbreaking of UpRise Fiber and their $36M internet investment in Lovelock, Pershing County, NV using the USDA ReConnect Program.

UpRise Fiber will utilize the funding to deploy a Fiber-to-the-Home network that will offer economical and dependable internet to Lovelock residents nearly thousands for times faster that their current internet.

Town Hall meetings will occur as the build out continues so that residents can learn more and know what to expect.
