Lucas Village Residents,
I have been informed the Monroe Twp Fire Dept. will be conducting an exercise tomorrow June 9 as part of the Safety Town program. This entails opening a hydrant. As a reminder please be aware that an open hydrant can cause discolored water for a time as it stirs up any sediment that may be present in the line. If you experience discolored water, leave the faucet open for a short time. You should see clarity in the water fairly quickly. We apologize for any inconvenience, but wanted to give you as much advance notice as possible.

Village Utility Customers,
We were just informed by another utility customer that earlier this morning they were contacted by a lady by the name of Jennifer who said she was calling regarding their past due balance with the Village of Lucas. The call came from a private number. Everyone, please be advised there is no one by the name of Jennifer employed by the village. This was a scam where someone was trying to steal money from one of our customers. Should you receive one of these calls, please do not give them any information. Kindly tell them you will stop down to the office and speak to village personnel and then hang up. Should any of you receive one of these calls, please let us know immediately.

Dear Lucas Residents,
I come to you today with an important announcement regarding our village. On Monday June 1st the meeting of Lucas Village Council will be held at the Lucas Community Center. The main purpose of the meeting will be a presentation regarding the establishment of a 1% income tax in the Village of Lucas for anyone that lives and/or works in the village. Legislation is being considered where if passed by council a tax would be implemented for the purpose of creating an additional revenue stream for the village as we are currently faced with some serious financial challenges regarding village infrastructure, and would impact earned income only. Meaning it won’t impact Social Security benefits, 401k retirement plans, military pay or allowances, child support or spousal support, SNAP or TANF benefits, and it will not impact anyone under 18 years of age. The village is being mandated by the EPA to construct a new water treatment facility at the cost of $3 million, our streets need to be cared for with a more regular paving schedule, and updates to aging electrical, and waste-water systems are also necessary in the near future. Mayor, Council, and Village Administration are doing everything possible to minimize spending as we are in the process of switching our street lights from what we currently use to LED lighting. By doing this, we will be able to reduce the number of operational lights we are currently utilizing which will save the village approximately $30,000 a year in electrical costs. We have eliminated nearly all overtime worked by our hourly employees, and recently back filled an employee vacancy with a part time laborer as opposed to hiring a full time person. We are also looking at a rate study that would eliminate the cost adjuster on our electric bills and base your electrical costs solely on kilowatt usage. The village currently operates on minimal revenue streams with the largest being what we get from utility payments, and we have continued to operate under the same electric rates since the last increase being in 1998. We also receive a little over $7,400 annually from the county for our share of permissive sales tax which is based on road mileage within the village, small distributions of state highway and gasoline tax, royalties twice a year as the new communication tower on Union St. is on village property, a very small percentage of money from property tax, as well as a small amount of money generated from local traffic tickets/code infractions, and municipal permits. We have also applied for grant dollars to assist with the cost of making improvements, but as of now have not been awarded any grant money. Based on income projections, the tax will generate an additional $60,000 - $70,000 annually for the village. It will also be managed “in house” which will also be a savings to the village rather than going through RITA (Regional Income Tax Agency). And I can assure each of you that we have not only become more frugal with necessary spending, but money spent for improvements has been, and will continue to be spent wisely. Our new administration has done a great job thus far managing our budget and will continue to do so, as well as continuing to run our day to day operations with complete and total transparency. Lucas is one of only two municipalities in Richland County that does not have an income tax. The other being Shiloh. It is also one of approximately 30 in the entire State of Ohio without a tax. We realize that a tax is not something anyone wants to be faced with, but we haven’t taken this consideration lightly. It has been in discussion over the course of the last several years. We see this as a critical component to the future of our village. It will help us make necessary improvements to the place we call home, and is a long term investment in our community. Lucas Village Residents,

Over the course of the last few weeks there have been concerns expressed regarding brown or discolored water, and I agree it has happened more frequently here of late compared to times passed. There are several contributing factors for this. We have experienced several water main breaks, specifically in the area of Bond St. and as I’ve stated previously, water main breaks, in addition to the opening of fire hydrants can stir up sediment in the lines which causes discoloration. Keep in mind, the water in our pipes has already passed through our water treatment system so while it is discolored it’s not harmful to you the residents. But, I understand it does cause an inconvenience as it relates to laundry and other household duties. I’ve been asked why hydrants are being opened more often than previously. It is important to the safety of the village that hydrants are exercised, as well as other fire related equipment utilized in practice situations so that when a real need arises, we know they will work properly. We have new village administration in place that makes these things a priority, and a township fire chief that stresses the importance of training of his staff. Those are good things for all of us! I do my very best to always make you aware of when there is a water main break,or if we are going to flush hydrants when I know about it. This past Thursday, the township fire department conducted practice and a hydrant was opened for training. I had no previous knowledge of this, otherwise you would have been notified. The Lucas Monroe Twp. Fire Department conducts training on Thursday evenings. While they may not open hydrants every Thursday, and I’m certainly not telling any of you what to do within your homes, but it may be best try and adjust your laundry schedule ever so slightly so that if a hydrant is opened during training, sediment does not get passed on to whatever you may be washing. We are all working diligently to make our village better for everyone, and we apologize for the inconvenience.

Lucas Residents,
Some of you are asking what the black strips are for that have been placed on State Route 39, and Mansfield Lucas Rd. While nothing has been formally communicated to myself or anyone else at the village, it is our belief they are gathering data regarding car counts and traffic patterns in an effort to determine detour routes for the upcoming bridge replacement on State Route 39 here in Lucas that is supposed to begin sometime later this year. Once we are provided specific dates as to when the project is scheduled to begin, I will be sure to communicate that information to you as quickly as possible.

It’s time to get vigilant. This past weekend, some immature individuals with nothing better to do thought it would be a good idea to spray paint road signs, as well as personal property. If you utilize cameras at your home, you may be asked to check them. For those that are doing this, STOP IT NOW! If you don’t it’s only a matter of time before you’re caught. I don’t give a rip who you are, or what your last name is. But I do see fines and public service in your future. Thank you for your attention to this matter.
