John "Bart" Simpson
John "Bart" Simpson began his fire service career in 1980 with the Peters Township Fire Department (Pa), where he held the rank of Captain. John then moved to Florida where he has worked for Palm Bay Fire Department, Titusville Fire Department and is recently retired from Osceola County Fire Rescue and was assigned to Tower Ladder 72. John is currently a member of the Malabar Fire Rescue. He has held the position of Training Officer with all the departments he has worked for. John currently teaches at The Eastern Florida State College Fire Academy as well as Gaston College and On Scene Training Associates, LLC. He has been an Instructor at FDIC, FDIC East, Firehouse Expo, Firehouse World as well as teaching nationally and internationally. John has been featured on Fire Engineering’s “Training Minutes”. He has been published in Fire Engineering magazine and was a contributing author for 30 Fires You Must Know and 9/11 A Time To Remember. He is one of the founding members of the Fraternal Order Of Leatherheads Society (F.O.O.L.S. International).

2025 Flowin on the River Training Weekend

Donovan Carrasco

Donovan began his full-time career 2015 at a small suburban fire department in Austin, Texas. In 2018, he accepted a position with the Hutto Fire Department, where he worked his way up through the ranks and was eventually promoted to Lieutenant.

In 2024, Donovan accepted a job offer from the Cedar Park Fire Department, starting fresh as a firefighter. Throughout his career, he has pursued continued education, learning various techniques and skills. His passion lies in truck operations, and he is currently assigned to the SPEC OPS station at Cedar Park Fire Department. He is a member and a lead of the truck cadre at Cedar Park Fire Department.

In addition, Donovan is a member of Affordable Drill Towers and serves as an instructor at the Austin Community College Fire Academy in his spare time. He has had the privilege of learning from exceptional instructors, including the OSTA cadre, and he credits them for shaping his career. Donovan strives to teach firefighters in a manner that effectively aligns with their ability to grasp new skills. He is supported along the way by his wife and daughter that he cherishes more than anything.
