Today, we pause to remember and honor Officer Dominic “Nick” Winum on his birthday.

Nick’s service, character, and dedication left a lasting impact on the Stanley Police Department and throughout Page County. His life was defined by far more than the uniform he wore. It was defined by the people he served, the relationships he built, and the difference he made in our community.

Though years continue to pass, Nick is not forgotten. His legacy remains part of who we are, and we remain grateful for his service, his friendship, and the sacrifices made by Nick and his family.

Today, we remember his life and celebrate the person behind the badge.

Happy Birthday, Nick. We will never forget you. 💙

The Town of Luray has extended an offer to serve as our next Chief of Police, effective September 1, 2026, to Lonnie W. Foster Jr.

Lonnie has been with the Luray Police Department for 21 years and is currently the Lieutenant, and has been serving as Interim Chief as well since July 1, 2026.

He steps into this role with the full support of our Mayor, Town Council, Town staff, and especially the men and women of the Luray Police Department who have had the opportunity to serve alongside him.

Join us in congratulating Chief Foster and wishing him well in this new position!

It’s National Dog Day! 🐾 K-9 Summer and K-9 Skye may be sisters, but they each have a personality all their own and keep their handlers smiling and on their toes! These sweet girls specialize in narcotics detection and article searches and are important officers in our Luray PD family. We hope they celebrate with plenty of playtime and well-earned treats! 💙🐶🐶

Rocky Branch Incident 8/16/2026

On Sunday, August 16, 2026, at approximately 22:15, the Page County Emergency Communications Center received a call about a Flock camera on fire near the Page Co-Op in Luray. Luray Police Officers and PCSO Deputies responded to find the Flock camera vandalized and on fire. At approximately 22:27, an additional call reported that there was a Flock camera on fire near 340 & Mechanic Street. Deputies and Officers arrived to find the Flock camera vandalized. Deputies and Luray Police Officers began searching the area to find that the Flock camera near the intersection of Mechanic Street and Bixler’s Ferry Road had also been vandalized.

A deputy stationery near 211 E. BSN and Dry Run Road observed a subject allegedly vandalizing the Flock camera near that intersection. The deputy attempted to initiate a traffic stop on the vehicle. The driver failed to stop. The suspect led officers to the area of Kimball/Rocky Branch. While on Lyn-Mar Road, the suspect vehicle stopped, a white male exited the driver’s side, and with a rifle, opened fire on the deputy who was pursuing. Multiple rounds were discharged by the suspect into the deputy’s patrol car. The deputy was able to take cover and return fire, striking the suspect vehicle multiple times. The suspect re-entered his vehicle and fled the scene. The deputy was not injured.

Additional PCSO and Luray units continued to pursue the suspect vehicle farther east into Rocky Branch, where the suspect allegedly continued to fire shots at pursuing officers. Officers lost sight of the suspect at Rocky Branch and Shenk Hollow Road. At approximately 23:03, the suspect dialed 911 and spoke with the communications officer on duty and advised that he wanted to surrender peacefully. The suspect was found on Batman Hill Road. Warren County TAC Team assisted with their “Bearcat” armored vehicle, and once on scene they approached the suspect and took him into custody without further incident.

The suspect is identified as Alexander Michael Morgan, 31, of Lodi, New York. Morgan has been charged by Page County Sheriff’s Office, Criminal Investigations Division with the following;

§18.2-31 - Attempted Aggravated Murder
§18.2-53.1 - Use of a Firearm in commission of a felony
§18.2- 162 – Damage or trespass to public services or utilities or critical infrastructure.

Morgan was held without bond.

The Page County Sheriff’s Office was assisted by the Luray Police Department, Stanley Police Department, Shenandoah Police Department, Warren County Sheriff’s Office, Rockingham County Sheriff’s Office, and the Virginia State Police, Division II Bureau of Criminal Investigations, and the Page County Commonwealth’s Attorney’s Office.

Drug Interdiction Unit

On July 31, 2026, Sergeant Debellaistre of the Page County Sheriff’s Office Drug Interdiction Unit was conducting proactive patrols on U.S. Highway 211 West when he observed a traffic violation and initiated a traffic stop.

During the course of the investigation, Officer Vickers and K9 Summer of the Luray Police Department were requested to assist. K9 Summer conducted a free-air sniff of the vehicle and gave a positive alert for the odor of narcotics. A subsequent search of the vehicle resulted in the seizure of approximately 16 grams of suspected methamphetamine, a digital scale, and packaging materials commonly associated with the distribution of illegal narcotics.

This investigation remains active and ongoing. No further information will be released at this time.

The Page County Sheriff’s Office would like to extend its appreciation to the Luray Police Department, Officer Vickers, and K9 Summer for their assistance and continued partnership in combating illegal narcotics and helping keep our community safe.
