Information Regarding Town of Lyman Security Cameras
Recent discussions regarding Flock cameras and License Plate Reader (LPR) cameras have generated significant attention at the local, state, and national levels. The Town of Lyman recently received a citizen request for information concerning the location of Town-owned or leased cameras and whether any of those cameras are used to read license plates. In the interest of transparency and public awareness, the Town would like to provide information about the locations of its cameras, their purpose, and their capabilities.
Camera Locations
The Town of Lyman currently operates security cameras at the following locations:
1. Lyman Town Hall
Most cameras at Town Hall are located within the building, with several positioned on the exterior. Exterior cameras are generally directed toward parking areas and green spaces surrounding the facility.
2. Lyman Cemetery
Cameras at the cemetery are mounted on poles and monitor vehicle access routes as well as cemetery grounds and headstones.
3. Heritage Park and Barn
Security cameras are located within the Heritage Park building, the barn, pavilion areas, and parking lot.
4. Lyman Rodeo Grounds
Cameras are installed on the Racquetball Courts building, pavilion, east restroom building, and throughout the grounds on poles. These cameras monitor buildings, common-use areas, green spaces, parking lots, and vehicle access routes.
Camera Capabilities
The cameras owned and operated by the Town of Lyman are not License Plate Reader (LPR) cameras. They are standard security cameras similar to those commonly used by homeowners and businesses, including systems such as Ring and other comparable surveillance products.
These cameras are not designed or utilized for the purpose of automatically reading, scanning, or collecting license plate information.
Purpose of the Camera System
The Town maintains these cameras for several important reasons:
• To enhance the safety and security of Town employees, residents, and visitors who use Town facilities and properties.
• To deter and investigate vandalism, property damage, theft, and other criminal activity involving Town-owned buildings and public property.
• To assist in protecting public assets and maintaining safe community spaces.
Use of Video Footage
Town-owned cameras are not specifically used to monitor or identify vehicle license plates. However, if a crime or incident is reported within an area monitored by these cameras, the Lyman Police Department may review available footage as part of its investigation.
In many cases, video footage may only capture a person, vehicle, or general activity associated with the reported incident. While the cameras are not designed as license plate readers, there may be instances where an officer reviewing footage is able to identify a license plate if it is clearly visible in the recording.
Conclusion
The Town of Lyman is committed to maintaining transparency regarding the use of its security camera systems. These cameras are installed to promote public safety, protect Town property, and assist in the investigation of incidents when necessary. They are not License Plate Reader cameras and are not used for the routine collection or tracking of license plate information.
