Meet SRO Jon Shaffer!

With more than 25 years of law enforcement experience, Deputy Shaffer brings a lifetime of service, leadership, and dedication to the students and staff of Burlingame School District.

Jon began his law enforcement career in 1996 and graduated from the Topeka Police Academy in 1997. He started with the Burlingame Police Department, where he served the community for 18 years and was promoted to Chief of Police in 2002. In 2021, he joined the Osage County Sheriff’s Office as the School Resource Officer for Burlingame Schools.

Beyond his role as an SRO, Jon leads the school district’s Power of One group, oversees the Osage County Sheriff’s Office Project Lifesaver Program as an Electronic Search Team Specialist and Instructor, and teaches Emergency Response to Autism training. He also serves as a certified Emergency Response Diver with the Osage County Sheriff’s Office Dive Team.

His commitment to serving others extends far beyond law enforcement. Jon has proudly served with the Burlingame Fire Department for 33 years as a firefighter and Advanced Emergency Medical Technician.

As a lifelong Burlingame resident and Burlingame High School graduate, serving the community that helped shape him is deeply personal. What once was his favorite time of year, summer break, has now been replaced by the school year, where building relationships with students and becoming part of their daily lives has become one of the most rewarding parts of his career.

Deputy Shaffer’s passion for investing in others, giving back, and serving his hometown shines through every day. We are proud to have him serving the students, staff, and community of Burlingame!

Meet Deputy Jacob Burrell!

Deputy Jacob Burrell proudly serves as the School Resource Officer for Overbrook Attendance Center! Since joining the Osage County Sheriff’s Office in 2019, he has built a strong foundation of service, starting as a dispatcher and later being promoted to Dispatch Corporal in 2022.

In 2023, Deputy Burrell transitioned into his role as an SRO after attending the Kansas Law Enforcement Training Center. In addition to his duties as an SRO, he continues to serve the community as a part-time dispatcher and a part-time officer with the Overbrook Police Department since 2022, demonstrating his ongoing commitment to public safety in multiple roles.

Deputy Burrell’s dedication has not gone unnoticed. In 2024, he was honored with the Kansas Traffic Safety Resource Office’s Transportation Safety Recognition Award. In 2025, he was named a recipient of the NextGen Under 30 Kansas Award, recognizing young professionals who are making a meaningful impact in their communities.

What he enjoys most about being an SRO is the opportunity to build relationships with students and the incredible staff at OAC while helping create a safe, positive environment where students can learn and grow. He takes pride in mentoring youth and watching them succeed not only academically, but socially and emotionally as well.

Meet Deputy Phillip Shepard, our SRO for Carbondale Attendance Center!

With a career rooted in service, he began as a dispatcher in 2002 for the Osage County Sheriff’s Office answering 911 calls and coordinating emergency responses, where he developed the calm, clear communication skills essential in critical moments. He then spent nearly two decades as a corrections officer, demonstrating a strong commitment to safety and professionalism. During that time, he also served the community as a reserve and part-time officer for the City of Lyndon Police Department from 2009-2012.

In 2021, his journey continued at the Osage County Courthouse as Courthouse Security before taking the next step in his career by attending the Kansas Law Enforcement Training Center. While at the academy, he was selected to serve as the School Resource Officer at the Carbondale Attendance Center, a role he embraced wholeheartedly.

As an SRO, he is passionate about building trust, mentoring students, and creating a safe, supportive school environment. Through daily interactions, he works to foster positive relationships, encourage understanding, and help guide students toward becoming respectful, confident members of the community.

You’ll see him around the school, always approachable and ready to connect—helping ensure every student feels safe, supported, and heard.

Meet our SRO Corporal Leo Lovely!

With 22 years of law enforcement experience, Corporal Leo Lovely brings a wealth of knowledge and dedication from Colorado to the heart of Kansas, where he proudly serves Osage County!

After relocating, he chose to become a School Resource Officer to make a more personal impact by building strong relationships with students and creating opportunities for meaningful, one-on-one conversations that go beyond the typical patrol shift.

Now serving Santa Fe Trail High School, Corporal Lovely enjoys sharing his experience through school programs while also learning from the diverse backgrounds of the students he serves.

"I started my law enforcement career in Colorado, but when I moved to Kansas, I knew I wanted to serve as a School Resource Officer. In this role, I’m not just responding to calls; I’m building relationships. It gives me the setting to have meaningful conversations with our youth and really get involved. My favorite part of being an SRO is learning about so many diverse backgrounds and teaching students about law enforcement. 🚨 Operation Safe Arrival 🚨

On April 24th, the Osage County Sheriff's Office conducted our 3rd selective traffic enforcement initiative known to us as Operation Safe Arrival, this time with the Osage City Schools District!

As initially shared on the Osage County, KS Sheriff's Office’s page as well as this page, This operation brings together resources from our Road Patrol Division, our School Resource Officers, and our state-of-the-art drone technology. During the operation, a deputy is embedded on school buses to monitor and document stop-arm violations from the inside, while drones provide additional aerial observation. When a violation occurs, it is immediately relayed to patrol deputies who would then conduct a traffic stop.

As a reminder, failing to stop for a school bus with its stop arm deployed carries a $315 fine, plus $108 in court costs. If this program causes drivers to slow down, pay attention, and stop when required — then it is working. Ensuring the safety of all children riding a bus is not optional. It is a responsibility we all share. 🚌🚸 The safety of our children will always remain a top priority. Thank you Osage City for helping to ensure children continue to make it to school safely!

🚨 Operation Safe Arrival 🚨

On April 1st, the Osage County Sheriff's Office conducted another selective traffic enforcement initiative known to us as Operation Safe Arrival with the Marais des Cygnes Valley School District!

As initially shared on the Osage County, KS Sheriff's Office page, This operation brings together resources from our Road Patrol Division, our School Resource Officers, and our state-of-the-art drone technology.
