This VA Education Benefit Pays More Than the GI Bill. Many Veterans Have Never Heard of It
VR&E covers full tuition at any approved school, provides a subsistence allowance, and does not touch your GI Bill entitlement.
Most veterans with a service-connected disability who are thinking about education automatically reach for the Post-9/11 GI Bill. That instinct is understandable. The GI Bill is well known, well marketed and genuinely valuable. But for veterans who qualify for Chapter 31, Veteran Readiness and Employment — still widely called Voc Rehab — the GI Bill is often the lesser option and the one that leaves money on the table.
Here is the core difference:
The Post-9/11 GI Bill caps private school tuition at $29,920.95 per academic year for 2025-2026 and provides 36 months of entitlement. Chapter 31 has no tuition cap. If your vocational rehabilitation counselor approves your program, VA pays 100 percent of tuition and fees at any approved institution — public or private — regardless of cost. It also provides up to 48 months of entitlement, 12 months more than the GI Bill. And using Chapter 31 does not reduce your GI Bill entitlement at all. It is a separate program.
What It Covers
Beyond tuition, Chapter 31 covers books and supplies, a monthly subsistence allowance, and a range of support services most veterans do not realize exist. Depending on the rehabilitation track, VR&E can pay for tools and equipment for a trade, licensing and certification exam fees, tutoring, employment coaching, resume development, job placement assistance and, in some cases, transportation to training. For severely disabled veterans who cannot pursue employment, an independent living track provides services to support daily functioning at home.
The subsistence allowance in 2026 runs from $812.84 per month with no dependents to $1,188.15 with two dependents for full-time institutional training. Veterans who qualify for the Post-9/11 GI Bill can elect to receive the GI Bill's location-based housing allowance instead of the standard subsistence rate — in higher-cost cities this can be significantly more than the standard Chapter 31 rate. Your Vocational Rehabilitation Counselor can show you both figures in writing before you choose. Ask for that comparison before making any election.
Who Qualifies
To qualify for Chapter 31, you must have a service-connected disability rated at 20 percent or higher with an employment handicap; or 10 percent or higher with a serious employment handicap — meaning your disability significantly limits your ability to prepare for, find or keep suitable work. Veterans discharged on or after Jan. 1, 2013, have no time limit on eligibility. Veterans discharged before that date generally have a 12-year window from separation or the date of their first disability rating, though serious employment handicap cases can extend beyond it.
The program is managed through an Individualized Written Rehabilitation Plan built with a vocational rehabilitation counselor at your VA regional office. The counselor has real authority over which school and program are approved, and they also work as your advocate — paying for things a GI Bill voucher will not cover. The application is VA Form 28-1900, available online at VA.gov or in person at any VA regional office.
For veterans with a service-connected disability who have been defaulting to the GI Bill without ever asking whether they qualify for Chapter 31, the question is worth asking before the next enrollment deadline. The answer could determine whether tuition is capped at roughly $30,000 per year or covered in full.
