Safety Alert for Residents!!
This week, one of our residents came home to discover an unknown male subject sleeping inside their house in their sunroom. The police were called but, since entry was made with no damage, the subject was released with only a warning for trespassing.

While this is not a common event in our Town, residents should pay particular attention to locking doors, windows, car doors, and outside structure entrances to prevent illegal entry or vandalism.

If you see any activity that looks suspicious, call 911 or contact Troop 3.

To residents of Main Street, Walnut Street, Thorn Street, and Jado Terrace:

By now you may have received a 1-page survey from SERCAP Inc in Frankford DE. They are acting on behalf of the Town of Magnolia and we would appreciate you responding to them. NOTE: None of the information you provide will be seen by Town officials, Town staff, or anyone else except for the staff of SERCAP. The Town will receive back only numbers and statistics.

Quick background: The Town is convinced that Federal and State agencies are using incorrect median household income (MHI) data when judging our eligibility for grant funding and forgiven-loan funding to use on upgrades to our water system (e.g. North Main Street water mains, a new water tower, etc.). Current figures that are being utilized would suggest that all of us live in $500,000 homes. Our position is that the incorrect data of Fed/State adds in all homes in the entire 19962 zip code, which of course skews our income average much higher due to the many surrounding high-dollar housing developments. This higher figure then subjects us to traditional long-term (20-year) loan rates, which our Town budget cannot absorb alone without imposing outrageous water rate increases on residents.

Our water tower will be 100 years old in 2028. We need your information. Without it, we cannot make our case that grants and forgiven loans are the most affordable funding source for us.

WATER SERVICE INTERRUPTION - NORTH MAIN STREET ONLY!! 2/2/2026

Repairs have been completed. Water service should be returning to normal.

Consider boil water notice to be in place for 2-3 days per your individual situation.

Notices have been distributed.

You may want to let the water run for a few minutes to clear it, and all faucets may not be affected.

To: Jonathan’s Landing Residents and Neighbors

The Town of Magnolia has been made aware of some possible changes in the future of Jonathan’s Landing Golf Course. However, please be aware that neither Jonathan’s Landing nor any of its surrounding developments lie within the corporate boundary of the Town of Magnolia. They lie within unincorporated areas of Kent County. As such, the Town has no jurisdiction over this area and it comes under the purview of Kent County government. Comments should be directed to your Kent County Levy Court Commissioner or the Kent County Regional Planning Commission whenever public meetings are held.

Many area residents who consider Magnolia their home due to a Magnolia-19962 mailing address should review the map on our main website page at magnolia.delaware.gov. If your address is not Main Street, Walnut Street, Thorn Street, Jado Terrace or East Drive, you do not live in the Town of Magnolia.

Effective May 1, 2025, Laura Connor will be assuming the position of Town Clerk, replacing Diane Cahall, who held the position for 44 years. Laura has a great deal of experience in business and local government, having served as Town Clerk in the Town of Wyoming for a number of years. Welcome Laura, and a huge debt of gratitude to Diane for her decades of faithful service.

Also, the Town's Water Department welcomed a new employee last fall - Donald Woikoski. He replaced the late Ralph Satterfield, who passed away earlier this year. Welcome to Donald as well.

The Town of Magnolia joins the Magnolia Volunteer Fire Company in mourning the passing of Ralph Satterfield, long-time employee of the Town. Ralph was the go-to resource for Town history and helping us to address infrastructure issues. He will be sorely missed. Please keep his family in your prayers.

This week all current water customers will receive in their USPS mail a one-page survey related to the Town of Magnolia water delivery system. It asks a few simple questions about the water service connections at the point of entry to your business or residence. [Note: A number of other municipal water systems like Dover are using this same survey.] The findings will increase our knowledge of our entire water system from the well to your tap.

The deadline to return these surveys is Sept 1, 2024 and everyone who returns their completed survey to the Town by then (as noted on the survey) will be entered in a drawing for a $100 Amazon gift card. Thank you for your assistance with this EPA-mandated project.

The Town currently has two ongoing projects and one completed project, all focused on improvements to the water system:
1. Water Pumps Rehab Project - Beginning the week of January 15, 2024, our water contractor (A.C. Schultes) will be running a battery of tests on Pump #2 and the following week on Pump #3. These tests will assess the capability and condition of each pump, determine what cleaning and/or parts replacement is needed and perform said maintenance to the pumps. The project is being overseen by engineers from Verdantas. The funding for this project is the ARPA federal funding we received in CY 2021.
2. Water Storage Tank Planning Project - Our current water storage tank is approaching 100 years of age and needs to be replaced by a newer, larger and taller version. Since last fall the large lot on East Main Street that contains Pump House #2 has been extensively surveyed and investigated by engineers with Verdantas. This site has been deemed appropriate for the new tower and, although we do not yet have funding for a new tower, we are using Capital Improvement Funding provided by the State of Delaware to support this planning piece of the larger project. Discussions are ongoing as to available funding to cover the cost of the new tower itself which would likely run over $2,000,000.
3. Regular scheduled cleaning and maintenance of the existing water tower was just completed by our vendor Southern Corrosion. It involved emptying and cleaning of the tank, which holds approx 50,000 gallons of water for the use of residents and the fire service.

HAPPY BIRTHDAY, TOWN OF MAGNOLIA !!
Although our area had residents and structures established much earlier, today is the official birthday of the Town of Magnolia. The State of Delaware officially recognized the Town by an Act of the General Assembly on this date - April 3, 1885, thus making this our 138th birthday.

After further discussions with State of Delaware, Division of Public Health officials, the Town has opted to apply for:

> Funding to redevelop our two primary wells and enhance water pump performance.

> The amount of funding requested would be roughly $750,000.

Our application for this grant opportunity was submitted in December and we hope to receive confirmation from the State this spring.
