CPC Malden

CPC Malden Malden's Community Preservation Committee Malden voters adopted the CPA in November 2015, with a 1% local surcharge. (Up to 5% may be spent on administration.)

With the passage of the Community Preservation Act (CPA) in November 2015, the City of Malden established a steady funding source dedicated to preserving and improving the city and quality of life. The CPA is a Massachusetts state law (MGL Ch. 44B) that enables adopting communities to create a dedicated fund for four focus areas: (1) preserving open space; (2) enhancing and expanding outdoor recre

ation opportunities; (3) preserving historic resources; and (4) preserving and expanding community/affordable housing. CPA allows local communities to adopt a surcharge on property taxes and receive state matching funds for affordable housing, historic resources, open space and recreation land. CPA funds may be spent on capital projects pertaining to Historic Preservation, Affordable Housing, and Open Space/Outdoor Recreation. A minimum of 10% of funds each year must be spent or reserved for each of the three program areas, and the remaining funds may be spent in any of these eligible activities. The funds are managed by the Community Preservation Committee (CPC), created under a City of Malden Ordinance. The CPC has the responsibility to undertake an analysis of community needs and to conduct application process to determine how the funds will be used. All CPA expenditures must first be recommended by the CPC and then approved by City Council. Malden's Community Preservation Committee meets the third Wednesday of every month. Agendas and minutes and further information about the CPC can be found on the City's CPA web page: https://www.cityofmalden.org/313/Community-Preservation-Committee-CPC
