Introducing Malvern Borough 101

Ever wonder how local government works or what terms like zoning and SALDO actually mean?

We're launching Malvern Borough 101, a new educational series designed to explain local government topics in simple, easy-to-understand language.

Our first topic: What's the difference between Zoning and SALDO?

Zoning determines what can be built and where.
For example:
• Where homes, businesses, and offices can be located
• Building heights
• Parking requirements
• Property uses

SALDO (Subdivision and Land Development Ordinance) determines how development is designed and built.
For example:
• Sidewalks and streets
• Landscaping and trees
• Stormwater management
• Site design and layout

Think of it this way:

🏠 Zoning = What can be built
🛣️ SALDO = How it gets built

These regulations help guide growth, protect neighborhoods, support businesses, and maintain the character of Malvern.

: Did you know Malvern has a sweet connection to root beer history?

In 1899, Charles E. Hires opened a condensed milk plant right here in Malvern. Hires was a Philadelphia pharmacist who helped make root beer a household name. His root beer product gained national attention after being introduced at the 1876 Centennial Exhibition in Philadelphia.

The Malvern plant was located along King Street at Bridge Street, close to local farms and railroad access. At its height, the plant processed thousands of quarts of milk each day and became an important part of Malvern’s early industrial history.

While the site was best known for condensed milk, it also had a fun root beer connection. From about 1900 to 1904, root beer was bottled seasonally in Malvern. The company produced both root beer extract and ready-to-drink root beer during this time.

The Hires plant also played a role in Malvern’s early infrastructure. In 1902, the Borough’s first sewage disposal plant was built to serve the Hires root beer and condensed milk operation.

Today, this history gives us one more reason to celebrate Malvern’s unique past.

Malvern Borough Offices are closed today.

Although the Emancipation Proclamation took effect on January 1, 1863, more than 250,000 enslaved Black people in Texas did not learn of their freedom until June 19, 1865 when Union troops arrived in Galveston and announced their emancipation. This historic day became known as Juneteenth.

In recognition, the Chester County Historic Courtouse will be lit in red this evening.

Chester County offices and courts are closed today in observance.

Fireflies are back, bringing their familiar summer glow to our yards, parks, and open spaces.

Also called lightning bugs, fireflies are actually beetles. Their flashing lights help them communicate and find mates—but outdoor lighting, pesticides, and loss of natural habitat can make it harder for them to thrive.

The EAC would like to ask residents to help by:
• Turning off outdoor lights when not needed
• Avoiding pesticides when possible
• Leaving some leaves, taller grass, or native plants in the yard
• Protecting damp areas, streams, and natural spaces

Small changes can help keep summer nights glowing for years to come.

🐾💙 Borough Bestie of the Month: Sonny! 💙🐾

Meet Sonny, a corgi with big ears, a huge heart, and a smile that makes friends wherever he goes.

His family says it's impossible to walk through town without someone stopping to say hello. Sonny loves attention, loves meeting people, and is always ready to brighten someone's day.

When he's not exploring Malvern, he's hanging out with his best friend Edgar the cat. Whether Edgar thinks he's a dog or Sonny thinks he's a cat is still up for debate—but their matching short legs make them quite the duo.

A recent Malvern resident, Sonny and his family have quickly fallen in love with the borough. He's also a proud Philly sports fan and, in his words, was born to bleed green. 🦅

You might even spot him at the Flying Pig from time to time—but don't worry, Sonny will make sure you stop and say hello.

Congratulations to Sonny, our newest Borough Bestie! 🐶
