After a full five-day no-swimming closure, the Westchester County Department of Health has authorized Harbor Island Beach to reopen for swimming.

While I appreciate the passion, anyone who thinks the Mayor is in charge of all salaries and just doesn't care about our staff, does not understand how our Village government operates.

The employees are represented by a union that negotiates with the Village Manager every few years. The Mayor has neither the authority nor the desire to interfere with a unions' right to negotiate on behalf of it's members. In my full time job, I negotiate with 5 unions and I have a very good relationship with all of them, because I respect their rights and their cbas.

A few years ago our prior VM negotiated a contract that removed "steps" for employees. Steps put into place a pre-negotiated raise over the term of the contract. This was in exchange for different concessions to a small group of employees. That removal stifled newer employees ability to move up the salary ladder and in my opinion was a short-sighted changed that hurt us as a Village. We lost good people.

Over the last few months our VM and the union have been negotiating a new contract. I am happy to share that in August the union signed the contract which PUT STEPS BACK IN! This allows employees to get raises on a regular basis - something that has been missing.

The lack of raises meant losing good people who left to make more money somewhere else. Both Parks and DPW staffing have struggled with hiring and retention due to salary concerns. Last I checked there were 5-6 vacancies in DPW. I expect that we will be more able to fill those vacancies one the Board approves the contract on 9/8.

Thank you to all of our concerned residents who brought this to my attention two years ago. The VM knew about the steps and negotiated to bring them back. This is what an experienced, reasonable VM brings to staff. Thank you to CSEA reps for working together to address this issue. I look forward to voting on this in September.
