The Delaware County Sheriff's Office has been made aware of a phone scam targeting area residents.

The caller is falsely identifying himself as "Deputy Hart" with the Delaware County Sheriff's Office and is attempting to obtain personal information while threatening residents with alleged federal arrest warrants.

THIS IS A SCAM.

The Delaware County Sheriff's Office will not call you demanding money, gift cards, wire transfers, or immediate payment to avoid arrest. We will also not threaten you over the phone with arrest warrants or request personal financial information.

If you have questions about the legitimacy of a call claiming to be from law enforcement, contact the Delaware County Sheriff's Office directly before responding or sending money to anyone.

On Sunday, May 10, 2026, at approximately 8:50 PM, Delaware County Sheriff’s Office Deputies charged Richard Francis Cooksley, 47, of Strawberry Point, with Possession of Contraband in a Correctional Institution (Class D Felony). This arrest was made after finding contraband on Cooksley after he arrived at the Sheriff’s Office to serve a jail sentence.

MEDIA RELEASE:
On Tuesday, May 12, 2026, at approximately 11:00 AM, the Manchester Police Department arrested Russell Lee Wickman, 47, on an active Delaware County Sheriff’s Office Warrant for Burglary 3rd Degree (Class D Felony) and Theft 5th Degree (Simple Misdemeanor). He was additionally charged by the Manchester Police Department with False Report – 911 Call (Simple Misdemeanor). On Friday, May 15, 2026, Wickman was served at the Delaware County Jail with an arrest warrant for Violation of Probation.

On Thursday, May 14, 2026, at approximately 12:00 PM, Kyle James Sherman, 18, of Cedar Rapids, turned himself into the Delaware County Sheriff’s Office on an active arrest warrant for Failure to Appear.

MEDIA RELEASE:
On Friday, May 15, 2026, at approximately 9:00 PM, Delaware County Sheriff’s Office Deputies assisted the Manchester Police Department in the arrest of Rhonda Dee Mensen, 65, of Manchester. Mensen was charged with Criminal Mischief 2nd Degree (Class D Felony), Operating While Under the Influence 1st Offense (Serious Misdemeanor), Interference with Official Acts (Simple Misdemeanor), and Reckless Driving (Simple Misdemeanor). This arrest had been made near the intersection of East Acers Street and Stiles Street after a report of a reckless driver near the intersection of Buchanan Street and Anderson Street in Manchester.

MEDIA RELEASE:
On Saturday, May 16, 2026, at approximately 10:20 AM, Andrew Jason Rhoades, 30, of Strawberry Point, turned himself into the Delaware County Sheriff’s Office on an active arrest warrant for Burglary 1st Degree (Class B Felony). This warrant was filed after a report of a disturbance on Tuesday, May 12, 2026, on Country Club Boulevard in Colesburg.

MEDIA RELEASE:
On Saturday, May 16, 2026, at approximately 6:00 PM, Delaware County Sheriff’s Office Deputies arrested Thomas Gerald Dague, 46, of Cedar Rapids. Dague was charged with Domestic Abuse Assault with Intent to Inflict Serious Injury 1st Offense (Aggravated Misdemeanor) and Operating a Boat While Intoxicated 1st Offense (Serious Misdemeanor). This arrest was made following a report of an assault on Lake Delhi.

On Wednesday, April 22, 2026, at approximately 11:45 AM, Delaware County Sheriff’s Office Deputies arrested Edward Lawrence Riddle, 51, of Manchester, on an active arrest warrant for Violation of Pretrial Release. Riddle was taken into custody from the Buchanan County Sheriff’s Office.

MEDIA RELEASE:
On Thursday, April 23, 2026, at approximately 6:55 PM, Delaware County Sheriff’s Office Deputies arrested Dairion Zerrell Bolden, 37, of Ryan. Bolden was charged with Public Intoxication (Simple Misdemeanor). This arrest was made following a report of a disturbance in Ryan.

On Thursday, April 30, 2026, at approximately 7:40 PM, Delaware County Sheriff’s Office Deputies arrested Anamari Flores, 25, of Waterloo. Flores was charged with Assault (Simple Misdemeanor). This arrest was made following a report of an assault on 245th Street near Delhi.

On Friday, May 1, 2026, at approximately 12:10 AM, Delaware County Sheriff’s Office Deputies arrested Justin Daniel Bond, 32, of Ryan. Bond was charged with Eluding (Serious Misdemeanor), while also receiving citations for Failure to Provide Proof of Financial Liability, Speeding, and Driving Under Suspension. This arrest was made following a traffic stop near the intersection of Belknap Street and Howard Street in Ryan.

On Saturday, May 9, 2026, at approximately 3:45 AM, Delaware County Sheriff’s Office Deputies arrested Gage Adam Ridenour, 18, of Manchester. Ridenour was charged with Operating While Under the Influence 1st Offense (Serious Misdemeanor), Driving While License Denied or Revoked- OWI (Serious Misdemeanor), and Operating Without Ignition Interlock (Simple Misdemeanor). Ridenour also received Citations for Possession of Alcohol Underage 1st Offense and Minor Use of To***co or V***r Product. This arrest was made following a traffic stop near the intersection of Honey Creek Road and East Honey Creek Drive.
