On Thursday, May 21, 2026, at approximately 11:05 a.m., officers from the Manchester Township Police Department responded to the area of State Highway 70 and Green Acres Road to investigate a motor vehicle crash involving an overturned garbage truck and a Ford F-150.

Upon arrival, officers observed a grey 2004 Mack garbage truck overturned on its driver’s side and impacting a Ford F-150 that was stopped at the traffic light. The investigation revealed that the operator of the garbage truck was traveling east on State Highway 70 at a high rate of speed. Due to the unsafe speed, the operator applied the brakes as he attempted to turn into the entrance of the Ocean County Landfill located at 2498 State Highway 70. While making the turn, the operator lost control of the vehicle, causing it to overturn and impact the Ford F-150. The Ford F-150 was stopped at the traffic signal awaiting to exit the landfill.

The garbage truck was operated by 28-year-old Marquis Dove from Plainsboro, NJ. Mr. Dove sustained non-life-threatening injuries as a result of the crash and did not request transport to the hospital for treatment. The passenger of the garbage truck was identified as 58-year-old Harrie Garris from Toms River, NJ. Mr. Garris sustained non-life-threatening injuries as a result of the crash and was transported to Community Medical Center for treatment and evaluation of his injuries.

The Ford was operated by 30-year-old Bryan Bollhardt from Forked River, NJ. Bryan sustained non-life-threatening injuries as a result of the crash and did not request transport to the hospital for treatment. The passenger of the Ford was identified as 65-year-old Richard Bollhardt from Forked River, NJ, who was uninjured in the crash. The roadway was partially closed during the investigation and cleanup.

Assisting at the scene were Emergency Medical Technicians and firefighters from the Manchester Township Division of Emergency Services, Robert Wood Johnson Paramedics, Hatzolah, Taylor’s Towing, and Priced Rite Towing. The investigation into the crash is ongoing, but at this point, unsafe speed appears to be the primary contributing factor. This crash is being investigated by Ptl. Brendan Brush of the department’s Traffic Safety Unit.

Robert T. Tobias served with the Manchester Township Police Department for just over one year before making the ultimate sacrifice in the line of duty on May 17, 1975. At approximately 5:45 p.m., Patrolman Tobias was conducting a motor vehicle stop on the westbound shoulder of State Highway 70 near mile marker 35.8 in Manchester Township when he was struck by a passing vehicle while standing at the driver’s side door of the stopped car.

Patrolman Tobias was only 23 years old and was the first local police officer from Manchester Township to be killed in the line of duty. Reports indicate the driver who struck him was later charged with death by auto, possession of a controlled dangerous substance, and operating an unsafe vehicle.

He was laid to rest on May 21, 1975, leaving behind his parents, John and Eleanor Tobias, his brother John, and sisters Donna and Denise. More than five decades later, his sacrifice continues to be honored by the Manchester Township Police Department and the law enforcement community throughout Ocean County.

On Sunday, May 17, between the hours of 3 PM and 7 PM. There will be a statewide goal zero campaign in honor of patrolman Robert Tobias.

Members of the Manchester Township Police Department proudly joined with law enforcement agencies from throughout Ocean County on Friday, May 15, 2026, to honor those who made the ultimate sacrifice while serving in the line of duty at the 35th Annual Ocean County Law Enforcement Memorial Day Observance.

Today, we honored and remembered members of our department, Ptl. Robert Tobias, End of Watch May 17, 1975, and Cpl. Scott Thompson, End of Watch April 10, 2015. We also joined with Ptl.
