Memorial Day originated as Decoration Day in 1868 to honor soldiers who died in the Civil War, evolving into a national day of remembrance for all U.S. military personnel who have died while serving.

**PUBLIC SERVICE ANNOUNCEMENT**

Happy Friday Manchester. We've been getting tons of calls about various things, especially scooters, E-Bikes, and grass clippings.

We really don't want to be the scooter police. We enjoy catching pedofiles online, homegrown mechanics stealing car parts, and curbing drug problems. We actually enjoy doing the parts of this job that lets us catch real criminals and make Manchester a safer community.

If you have a scooter or e-bike, reduce your speeds on sidewalks and share with your neighbor. Nobody wants to be hit by anything walking their dog. Stay off the busy areas of downtown where there is heavy foot traffic, traditional bikes aren't allowed there anyway. Oh, and before we forget, WEAR YOUR HELMET.

The other burden is mowing and blowing that grass into the street. Not only does it not look good, but it creates various issues for motorcycles and our drain systems.

Be good members of the community and do your part. We would rather be going after more severe problems, but answering these calls takes officers away from proactively patrolling and catching up on the other fun things that come with our career.

Officers are required to certify and show proficiency on various fi****ms and tactics throughout the year. This year, we did something a little different.

Strawberry Point Police Department hosted on their brand new range and training area. Joined by members of the Manchester Police, Monona Iowa Police Department, Guttenberg Police Department, Elkader Police Department, officers, supervisors, and chiefs were able to train, run drills, offer guidance, trade intelligence, and gain comradery.

Trainings such as this build rapport among the areas law enforcement, making connections, bestowing knowledge, and connecting dots to criminal enterprise. Not to mention having a little fun.

Thank you to all the agencies listed above for a great day of qualifications, learning, and joint training.

On May 6th, 2026, Officer Nick Hall attended the award ceremony for the Foundation for the Future of Delaware County. Officer Hall recently applied for a grant to bring ballistic shields to MPD Squad Cars for officer safety and various other uses. MPD was awarded this grant of $5,000.00 to complete this project in the near future.

If you've been seeing MPD pop up on your feed often lately, it's because officers are continually working to provide a safer community for Manchester. On duty or off duty, Manchester Police Officers are going above and beyond to fight crime, deter crime, work with the community, and be present.

We don't need fancy gimmicks to show we care, they do it every day and show up ready to make our community a better, safer place.

Great work to Officer Hall for securing these funds and thank you to the Foundation for the Future of Delaware County for considering our application to make this project a reality.

Officer Allen and other officers continue various ways to engage with youth in Manchester and Delaware County. This has become a yearly event Officer Allen looks forward to, although he celebrated the letter "P" for Police Officer, he also enjoys "D" for Donut and "H" for Hero.

** PUBLIC RELEASE **

At 12:03 Hours on May 5th, 2026, Manchester Police were contacted about a suspicious pair near a commercial vehicle near Corcoran Furniture. Officers responded and found a catalytic converter missing off a vehicle. A BOLO was issued and Delaware County Sheriff's Office assisted finding the vehicle attempting to leave town. The pair photographed below, Chelsey Schmidt (36) and Jeffrey Schmidt (50) of Savanna Illinois, were found with the stolen converter in their vehicle. Both were arrested and transported to the Delaware County Sheriff's Office for booking.

Bonnie and Clydes are not welcome in Manchester. Our officers and deputies responded swiftly and effectively to void any other thefts from the less than dynamic duo photographed below.

An investigation is ongoing, and more charges may result at the conclusion of the full investigation.

*All defendants listed in this release are presumed innocent until proven guilty in a court of law. A charge is merely that; the department has sufficient evidence to support a violation of the listed statutes.*
