🏠 New HUD Report Highlights Growing Housing Challenges Across America

HUD has released its 2025 Annual Homeless Assessment Report (AHAR), which provides a nationwide snapshot of homelessness based on the January 2025 Point-in-Time (PIT) Count.

The report serves as an important reminder that homelessness is not just a challenge in large cities—it is a growing concern in communities of every size, including here in Kansas. The Kansas Balance of State Continuum of Care, which includes Riley County and most of rural Kansas, continues to see housing pressures driven by rising rents, limited housing inventory, and increasing numbers of households struggling to find affordable places to live. At Manhattan Housing Authority, we see this reality every day. While annual PIT counts provide an important snapshot, they do not capture the full extent of housing need. Families living doubled-up with relatives, individuals staying temporarily with friends, households on the brink of eviction, and many people on affordable housing waiting lists are often not reflected in these numbers.

Our mission remains focused on expanding housing opportunities and helping local families maintain stable housing through:
• Public Housing
• Housing Choice Vouchers
• HUD-VASH for Veterans
• Family Unification Program (FUP)
• Tenant-Based Rental Assistance (TBRA)
• Development of new affordable housing, including Sunflower Flats and Sunflower Crossing

Housing stability strengthens families, supports workforce participation, improves educational outcomes, and contributes to healthier communities.

Big news out of Washington that could have major implications for affordable housing development in communities like Manhattan.

Congress has advanced one of the most significant housing reform packages in years, aimed at increasing housing supply, expanding affordable housing development, and making it easier to finance workforce and low income housing projects across America.

For communities like ours, some of the most important proposals include:

• Expanding the Low Income Housing Tax Credit program that helps finance affordable housing developments
• Reducing financing barriers for 4% LIHTC projects by lowering the bond financing threshold from 50% to 25%
• Increasing flexibility for federal housing and community development funds
• Supporting new multifamily housing construction and rehabilitation
• Encouraging more housing production nationwide amid ongoing shortages

Why does this matter?

Housing development has become increasingly difficult due to rising construction costs, interest rates, insurance, and financing gaps. Many projects that communities desperately need simply do not financially work under current rules.

These proposed federal changes could help make more affordable housing developments feasible in Kansas and across the country — including workforce housing, senior housing, and redevelopment projects that otherwise struggle to move forward.

At the Manhattan Housing Authority, we are watching these developments closely because federal housing policy directly impacts what local communities are able to build, preserve, and improve.

Affordable housing is not just a Manhattan issue or a Kansas issue. It is a national challenge requiring serious long term solutions.

We will continue advocating for policies that help communities create safe, stable, and attainable housing for working families, seniors, veterans, and residents across the Flint Hills.

🌊 Flash Flood Warning 🌊

A Flash Flood Warning is in effect until 11:15 p.m. for northwestern Geary County, southwestern Pottawatomie County and southern Riley County.

Communities impacted include Manhattan, Junction City, Ogden, Grandview Plaza, Keats and Tuttle Creek Lake.

Heavy rainfall is causing flash flooding across the area, with another 1 to 2 inches of rain possible tonight. Flooding of roads, low-lying areas, creeks and underpasses is expected.

This includes Interstate 70 between mile markers 290 and 308. Turn around, don’t drown when encountering flooded roadways.
