Summer is here and we’re seeing an increase of e-bikes on the roads in Manitou Springs. We want everyone, especially parents of our younger riders, to be aware of the laws and safety regulations for these bikes.

E-bikes rated at 750 watts or higher, or capable of speeds over 28mph MUST be registered and insured. Riders of these bikes MUST be at least 16 years old and possess a valid driver’s license with the proper endorsements.

Riders under 16 years old, or anyone without a valid driver's license, may only operate Class 1 or Class 2 e-bikes.

Helmets are REQUIRED for all juvenile riders. While helmets are optional for legal adults, we strongly encourage their use for everyone.

E-bikes should be operated in bike lanes or on the roadway if bike lanes are unavailable. Riding e-bikes on sidewalks is not permitted.

PARENTS:
If your child rides an e-bike, ensure that they understand and follow all traffic laws including:
- Obeying traffic lights and posted speed signs
- Riding with the flow of traffic
- Using proper hand signals
- Staying out of the center lane unless they are legally turning

We have recently seen an increase in unsafe riding behaviors involving younger riders such as
- Performing wheelies in the roadway
- Traveling in the center lane
- Riding in oncoming traffic lanes
- Cutting through intersections against traffic lights

These behaviors are extremely dangerous and put both the riders and public at risk. Performing tricks such as wheelies may be considered reckless driving and is not permitted on public roadways (C.R.S. 42-4-1401).

Please speak with your children, familiarize yourself with Colorado’s e-bike laws if it’s your preferred mode of transportation, and stay safe.

If you have questions regarding e-bike laws, contact dispatch at 719-390-5555 and request to speak with an MSPD officer.

For Immediate Release: Manitou Springs Police Department Seeking Public's Assistance in Jewelry Store Burglary

MANITOU SPRINGS, CO - The Manitou Springs Police Department (MSPD) is requesting the public’s assistance in identifying a suspect involved in a late-night burglary that occurred on March 4, 2026, at Lane Mitchell Jewelers.

The store estimates total losses of approximately $15,000, including both stolen merchandise and damage to the property. A co-owner of Lane Mitchell Jeweler co-owner commented on the crime, stating, “Fortunately, Lane Mitchell Jewelers follows safety protocols and takes precaution so everything of value goes in a safe at night, so nothing valuable was stolen.”

Security cameras captured images of the suspect as well as the vehicle believed to be involved. MSPD is releasing these images to the public in hopes that someone may recognize the individual or the vehicle.

The suspect is described as a white male, about 6’2-6’4 tall, with a thin build. The vehicle involved is believed to be a white or silver hatchback or small SUV. At the time of the incident, the suspect was wearing eyeglasses, black gloves, a black face mask, and a black hoodie-style jacket. He was wearing a lighter colored undershirt and dark colored, tapered pants with a belt. His shoes were possibly brown, lace-up ankle boots with a pointed cap toe. Based on video footage, he appears to be right-handed. Photos are available for reference.

Anyone who recognizes the suspect or vehicle, or who has any information related to this incident, is urged to contact Detective Strider at the Manitou Springs Police Department at 719-685-2542 referencing case #2500167.

MSPD thanks the community for its cooperation and assistance in helping resolve this
case.

MSPD NEIGHBORHOOD AMBASSADOR PROGRAM

The Manitou Springs Police Department (MSPD) has updated the ambassador officers assigned to each neighborhood. The purpose of this program is to build consistency and strengthen relationships between officers and residents throughout Manitou Springs. It is designed so residents can contact their Neighborhood Ambassador Officers directly with questions or concerns about their area or general community matters.

Each neighborhood is supported by a dedicated two-officer team available to answer questions or address concerns about the area or general community matters.

Please note that assigned officers cannot take crime reports directly. To report a non-emergency crime, residents must contact El Paso County Dispatch at 719-390-5555 so that all incidents are properly documented. Emergencies should always be reported by calling 911.

If you are unsure whether something constitutes a crime, you may consult your Neighborhood Ambassador Officer. However, if you decide to file a report, you must contact El Paso County Dispatch at 719-390-5555 to officially document the incident.
