The Planning Department enforces Zoning, Subdivision, Sign, and Historic Preservation regulations. Most property repairs and improvements in Manitou Springs require a Building Permit Application (BPA) and payment of the City’s Use Tax. Many repairs/improvements also require a Building Permit from the Pikes Peak Regional Building Department (PPRBD). A permit is not always the first step in a constr

uction project. Frequently encountered issues are unplatted property or development incorporating more than one lot. Also, zoning concerns such as setbacks, property use, or off-street parking may need to be addressed. Some requests require Historic Preservation Commission, Planning Commission, and City Council approval prior to construction. Exterior work on existing structures, including the replacement of windows or other work that may not need a PPRBD permit, and construction of new buildings within the Historic Preservation District requires advance approval by either the Planning Staff or Historic Preservation Commission. The Planning Department can provide more detailed information. The Zoning, Subdivision, Sign, and Historic Preservation Codes and Guidelines, as well as submittal instructions and application forms, are on the City’s website and at the Planning Department.

SEXUALLY ORIENTED BUSINESSES ORDINANCE

In an effort to minimize the adverse secondary effects produced by sexually oriented businesses on public health, safety and welfare, the City of Manitou Springs has produced a draft Ordinance to regulate such uses. The City has also drafted a Summary of the Ordinance and Adoption Timeline and a map depicting Commercial areas subject to the 500’ separation from high risk land use types. The Ordinance, Summary and Timeline, and Map are posted to the home page of the City of Manitou Springs website under News & Announcements at: http://www.manitouspringsgov.com/
