SEXUALLY ORIENTED BUSINESSES ORDINANCE

In an effort to minimize the adverse secondary effects produced by sexually oriented businesses on public health, safety and welfare, the City of Manitou Springs has produced a draft Ordinance to regulate such uses. The City has also drafted a Summary of the Ordinance and Adoption Timeline and a map depicting Commercial areas subject to the 500’ separation from high risk land use types. The Ordinance, Summary and Timeline, and Map are posted to the home page of the City of Manitou Springs website under News & Announcements at: http://www.manitouspringsgov.com/

FEATURED MUNICIPAL PROJECT - this is one of five projects that will be the topic of the public open house on Tuesday, July 11 from 6:00 to 8:00pm:

Fire Department Training Facility/Document Storage
This is a new building planned at the Public Services Facility (at the end of Plainview Place) to address the Manitou Springs Volunteer Fire Department’s training needs. The building will also provide for some City records storage and serve as an emergency operations center in times of flood or other disaster situations. The preliminary opinion of costs for this project are $2.4-3.75 million based on a conceptual design project completed by CU students.

Dear Incliners,

If you plan on hiking the Incline, please ensure you are physically capable and prepared to do so. This means keeping yourself well-hydrated and dressing appropriately for the weather. The Incline is a strenuous hike, and is not appropriate for everyone.

Crews from MSFD and our friends at El Paso County Search and Rescue are on their 5th response of the weekend. We have been experiencing a high volume of calls on the trail lately, which ties up resources for a few hours each time. Each rescue takes often 3-8 hours to complete, depending on the injury and location.

We're proud to have this beautiful and challenging hike in our district, and hope that a little preparation will make it a safe and pleasant experience for the hikers.

So help us out and give this a share. And please comment with your advice for newbie Incline hikers.

Construction Impacts for Week of Oct. 24

Lane Closure on Westbound Manitou Avenue
• Motorists will experience a right lane closure on westbound Manitou Avenue at Garden of the Gods Place for drainage work.
o Wednesday, Oct. 26 through Friday, Oct. 28 from 7 a.m. to 5 p.m.
Temporary No Parking Zones on Manitou Avenue
• Motorists will experience intermittent no parking zones on Manitou Avenue between Old Mans Trail and Mayfair Avenue for sidewalk and pedestrian ramp work.
o Monday, Oct. 24 through Friday, Oct. 28 from 7 a.m. to 5 p.m.


Ongoing Closures

Site B Closure
Motorists will experience a full closure at Garden of Gods Place between El Paso Boulevard and Manitou Avenue from late Sept. through late Nov. This closure allows for bridge, barrier and drainage work to happen concurrently, reducing the duration of disturbance on the road and bike path.

Working hours are from 7 a.m. to 5 p.m., Monday through Friday.
Lane closures and restrictions can be expected. Construction schedules are subject to change based on weather/unforeseen circumstances and schedule changes.

The project entails milling, paving, ADA ramps (approximately 30), drainage inlet and pipes, adjustments to manholes and water valves, bridge deck repairs and pavement striping. Completion is planned for late 2016.

Manitou Avenue Road Improvements Underway -­
Scheduled Completion December 2016

Work on a three-month Manitou Avenue Road Improvements project has started at US 24 - Manitou Avenue, the intersection of Garden of the Gods Place and CO 24 East. The work includes an asphalt overlay on Manitou Avenue along with drainage, guardrail, bridge deck work and
Americans with Disabilities Act (ADA) ramp work . The $2.4 million Colorado Department of Transportation (CDOT) project will be constructed by Kiewit Infrastructure Group. Project completion is expected at the end of 2016.

"There is never an ideal time to impact traffic. However, CDOT and the overlay project team did an excellent job identifying a time period that is least impactful, after the tourism season and before winter weather," said Manitou Springs Mayor Nichole Nicoletta. "The team met with stakeholders and continues to work collaboratively to make the community aware of traffic
impacts related to the project."

Construction will take place from 7 a.m. to 5 p.m., Monday through Friday with a possibility of Saturday work with the approval of CDOT.
Intermittent lane closures and temporary short-term full closures will occur. The project work is split between two sites:

Site A Closure
Manitou Avenue between Serpentine Drive to US 24 Access Ramp at the Rainbow Falls Bridge area will remain closed. This closure will continue through Oct. 14, 2016. When permanently reopened, this portion will have a new pavement, new guardrail, and new striping.
Drivers wanting to access Manitou Springs from US 24 will need to use Serpentine Drive, Washington Avenue, or preferably, the Manitou Avenue interchange.

Site B Closure
