Due to numerous traffic and safety concerns, the City of Manitowoc enacted an ordinance in November 2025 prohibiting the operation of mini-bikes on roadways, bike paths, sidewalks, and other public property within the city.

City Ordinance 10.830(1) defines a mini-bike as any two-wheeled motorized vehicle primarily used for transportation or sport, including gas or electric-powered vehicles that are either not powerful enough or too powerful to meet the definition of a motorcycle, e-bike, or electric bicycle.

In simple terms, if it does not have bicycle pedals, it is considered a mini-bike.

The Manitowoc Police Department is committed to educating the public on what is legal and illegal to operate within the City of Manitowoc. Repeated violations of this ordinance may result in a citation of $83.60 per violation.
