South Main Street
Starting on Sunday, April 19, the contractor, Glenn O. Hawbaker, will begin drainage work along South Main Street between Spenser Road (T-493) and the Route 15 interchange. Additional work includes roadway widening and base repairs.

Traffic Impacts
Daylight Hours
• Drivers can expect one lane of traffic in each direction between the hours of 6:00 AM and 7:00 PM.

Overnight Hours
• Drivers can expect single lane conditions with flagging between the hours of 7:00 PM and 6:00 AM Sundays through Thursdays.

Canoe Camp Creek Road
Starting on Monday, April 20, the contractor will install sheet piles to stabilize the embankment. Drivers can expect single lane conditions with flagging between South Main Street and West Gate Road during daylight hours.

Glenn O. Hawbaker is the prime contractor for this $6.2 million safety improvement project on South Main Street and Canoe Camp Creek Road in Richmond Township. Work on South Main Street includes drainage improvement, placing curb, roadway widening and construction of a two-way left turn lane, rehabilitation of the bridge over Canoe Camp Creek, widening of the structure over an unnamed tributary to the Tioga River, milling and paving the roadway, and guide rail upgrades. Additional work on this project includes placement of the sheet pile along Canoe Camp Creek Road. Work on this project is anticipated to be completed in the fall 2026, weather permitting.

We have a bridge replacement project on SR 2027 (Canoe Camp Creek Road) in Richmond Township, Tioga County which is scheduled to start between May and October 2027 and take approximately 90 days to complete. We will be rehabilitating the structure crossing Canoe Camp Creek. SR 2027 will be closed to through traffic during construction and will be detoured along the route indicated in the attached document. Also the intersection of Pitts Road and SR 2027 will be closed for the duration of the project.

Yesterday, the House Environmental and Natural Resource Protection Committee held a hearing on “stream impairment,” with testimony blaming agricultural runoff as one of the main contributors to impairment.

First and foremost, our farmers here in the Northern Tier and across the Commonwealth have gone above and beyond to significantly reduce runoff.

Now our farmers need this committee to step up and move forward legislation that would allow our communities to clear debris from our streams to prevent the kind of catastrophic flooding that has washed countless acres of farmland into our streams!

An important notice regarding Richmond Township's recycling program: adherence to guidelines is essential. Unfortunately, cardboard has been incorrectly placed in plastic containers. Residents bringing items after hours are asked to deposit them loose in the containers. Regrettably, our team had to remove contaminated items today. Plastic bags left in the shed are not collected. Continued disregard may necessitate changes to our program due to NTSWA compliance requirements.
