Cobb District Attorney’s Office's Social Media User Policy

1. PURPOSE
The purpose of this policy is to establish terms of use with regard to Cobb District Attorney’s Office (DAO) social media sites and to advise the public of the procedures governing public comment on DAO’s social media sites.
2. DEFINITIONS
Social Media – Social media refers to any Internet-based software or service that allows users to interact with others via the posting of messages, files, or other content. Currently, the DAO maintains social media sites on Facebook, Instagram, NextDoor, Twitter/X, and Tik Tok. The absence of or lack of explicit reference to a site does not limit the extent or the application of this policy. Social Media Account – A personalized presence inside a social networking channel, initiated at will by an individual. YouTube, Twitter/X, Facebook and other social networking channels allow users to sign-up for their own social media account, which they can use to collaborate, interact and share content and status updates. When a user communicates through a social media account, the user’s disclosures are attributed to his or her User Profile.
3. POLICY
3.1 The DAO supports the use of social media to communicate directly with the public, stakeholders, partners, and the media about matters of public interest.
3.2 Official DAO use of social media is intended to broaden the reach of communication and engagement with the community.
3.3 The DAO uses social media as a form of public communication designed to:
• 3.3.1 Educate the public regarding Cobb DA’s services, programs, meetings, and events;
• 3.3.2 Respond to inquiries regarding Cobb DA’s services and government in a timely manner;
• 3.3.3 Share posts from Cobb County social media sites to help promote county programs, events, and services;
• 3.3.4 Expand participation through online services and resources.
4. COMMENTS FROM THE PUBLIC ON OFFICIAL COBB DISTRICT ATTORNEY’S SOCIAL MEDIA SITES
4.1 The purpose of maintaining a presence on social media platforms is to present matters of public interest to Cobb County residents, businesses, and visitors. The DAO encourages members of the public to submit questions and concerns via direct messages on DAO’s social media sites, but please note that these sites are moderated sites, and not public forums. Questions and inquiries are generally monitored only during business hours, and, therefore, questions that are made after business hours may not be seen by DAO’s Social Media Administrators until the following business day. Users should be aware that questions and inquiries are subject to public disclosure as required by law, including, but not limited to, the Georgia Open Records Act, O.C.G.A. § 50-18-70, et seq.
4.2 All social media platforms used by the DAO are designated as Public Service Announcements.

5. APPLICABLE LAWS AND POLICIES
5.1 All DAO social media sites shall adhere to applicable federal and state laws and regulations and County ordinances, policies, and standards, including, but not limited to, legal requirements governing use of copyrighted materials, retention of records, and compliance with the Georgia Open Records Act, O.C.G.A. § 50-18-70, et seq., federal and state privacy laws, and County Human Resources and Information Services’ policies.
