Washington Morgan Community Action Helping families achieve growth and success. The current Executive Director of Washington-Morgan Community Action is David Brightbill.

The Community Action Program Corporation is a non-profit community based organization that serves both Washington and Morgan County, Ohio. It is the product of over 40 years of caring. In the 1960s, community leaders began meeting to assess local needs and determine a way to meet them. The Community Action Program of Washington-Morgan Counties was incorporated in 1967 and Anthony Mele, founding ex

ecutive director, obtained funding for a family service center and outreach program, the first family planning program in the state of Ohio, and a full-year Head Start program. With these funds, Washington-Morgan Community Action began its long-standing commitment to the underserved individuals and families living in both counties. Our world has changed since 1967. Washington-Morgan Community Action has been responding to changing conditions by adding services to meet the expectations of the community. Today, Washington-Morgan Community Action provides an array of over 50 quality services from healthcare to delivery of meals throughout both Washington and Morgan Counties. Washington-Morgan Community Action has grown from modest beginnings to a major employer and service provider. The organization is truly dedicated to helping people help themselves.

August is always a busy month at Head Startβ€”classrooms are getting ready, staff are preparing, and children and families are coming back through our doors. In all that back-to-school excitement, we’re a little late recognizing our August work anniversaries! πŸŽ‰

πŸ“šβœ¨ Want to see what children can accomplish in Head Start? The numbers tell a pretty great story! ❀️

During the 2025–2026 school year, children in WMCAP Head Start & Early Head Start made progress in EVERY area of development we measured! By spring:

πŸ“– 89% were meeting or exceeding expectations in Literacy β€” up from 55% in the fall!

🧠 92% were meeting or exceeding expectations in Cognitive Development

πŸ’¬ 91% were meeting or exceeding expectations in Language

❀️ 91% were meeting or exceeding expectations in Social-Emotional Development

πŸ”’ 86% were meeting or exceeding expectations in Mathematics

πŸƒ 99% were meeting or exceeding expectations in Physical Development

And one of our biggest gains? Literacy increased by 34 percentage points from fall to spring! πŸŽ‰

Head Start is more than getting ready for kindergarten. Children learn to communicate, make friends, solve problems, explore books and numbers, build confidence, and develop the skills they need for school and beyond.

🏫 We still have openings for eligible preschool children in some locations! If you have a child who is 3 or 4 years old, now is a great time to learn more about WMCAP Head Start.
