Phillip Wagner has been awarded his second Officer of the Month award this year. He was nominated by multiple staff members for his professionalism and attitude. Phillip always defers attention from himself, but he has demonstrated many times over how it’s done. He is professional, treats all inmates and staff with respect, manages his overtime and doesn’t complain. Phillip always presents issues in a respectful manner and usually has a solution in mind to suggest.

Congratulations Phillip; and thanks for your awesome example.

Kelly Emptage has been named the November Employee of the Month. A true team player, Kelly was nominated by multiple people. She has been busy this month, shopping and acquiring all of the Christmas gifts that will be drawn next week. She’s also been assisting other units with Case Management and pitching in on Public Information Team. Kelly is pictured with Warden Watson. Congratulations Kelly!

JOB SUMMARY

Reports to the health services administrator. Works under the direct supervision of the supervising RN and administrative direction of the health services administrator. Performs technical duties in the field of patient care and participates in the general healthcare of patients in compliance with MTC Medical and Ohio Department of Rehabilitation and Correction (ODRC) directives.

Essential Functions:
1. Prepares a schedule of patients that require lab work based on physician orders. Prepares medical chart for each encounter.
2. Obtains results of performed lab test, ensures results are viewed by physician and then files reviewed results in the patient’s medical records.
3. Maintains accurate documentation of each patient encounter.
4. Explains treatment procedures to patients.
5. Performs basic laboratory tests after verification of competency.
6. Performs electrocardiograms (EKGs) after proper training but does not interpret results.
7. Works efficiently to assure that providers have seamless flow of patients and that all supplies, charts and other essentials are readily available.
8. Performs CPR when necessary. Maintains current CPR certification.
9. Observes and reports changes in patient’s condition.
10. Conducts peripheral venipuncture (phlebotomy) to collect blood samples.
11. Accurately labels collected samples with name, date of birth and inmate number.
12. Prepares and stores collected specimens per industry standard guidelines.
13. Delivers collected specimens to pick up locations within the facility.
14. Maintains security and accountability of all sharps, needles and medical equipment in the laboratory environment.
15. Ensures supply security, replaces facility working stocks, and maintains the upkeep of facility supply room and medical equipment, maintains PAR levels.
16. Assists in the filing inmate medical documentation as needed.
17. Assist with quality improvement projects as assigned.
18. Assist to train staff/co-workers skills related to phlebotomy.
19. Practices basic cost containment and utilization management techniques.
20. Participates in in-service orientation and continuing education classes.
21. Reliably uses at least two patient identifiers when providing care, treatment or services.
22. Attend scheduled staff meetings, promotes communication and flow of relevant information.
23. Properly charts medical care consistent with scope of practice.
24. Complies with the requirements of applicable regulations, laws, rules, procedures, policies, standards and contractual requirements.
25. Refills all First Aid Kits monthly and as needed.





26. Promote the development of positive social skills through modeling appropriate behaviors and intervening when inappropriate behaviors are observed; provide regular feedback to staff regarding social skills procedures and intervention techniques.
27. Maintain accountability of staff, inmates and property; adhere to safety practices.


It is expected that the incumbent shall perform other duties as assigned within his/her capabilities as determined by management.


Education and Experience Requirements:
High school diploma or equivalent and six (6) months related experience, current certification or registration as a phlebotomist in the state of Ohio. Must possess current CPR certification. Valid driver’s license with an acceptable driving record required, unless waived by management. Must attain and maintain appropriate facility security clearance.

Today we recognized our October Employee of the Month, Mr. Taylor; and our Officer of the Month, Officer Smith.

Mr. Taylor has been hard at work on the budget this month, put in a lot of hours; and taken on a lot of last minute and hurry-up items for me.

Officer Smith was nominated for his commitment to ensuring new staff are properly trained. He is a role model for them in following policy and procedure and executing those items in a professional manner.

We were pleased to have our incoming Warden, Tom Watson, available for some photo ops today! Congratulations!

On October 20, 2021, NCCC partnered with several agencies to hold a re-entry fair. These events develop a link between the community and offenders preparing for release. The primary goal is to provide a seamless transition for the offender into society and reduce recidivism. UM Keller and her team worked hard to increase community partnership by contacting numerous agencies. Because of their effort, more community resources became available to our offender population.

Today we recognized our September Officer of the Month (Keller), Employee of the Month (Sgt.Bloomfield) and the Supervisor of the 3rd Quarter (Duttry).

IT Duttry has been holding down his Unit Sergeant spot while volunteering in the shift office and all over. He is now holding down the IT spot. Tim possesses a relentless work ethic.

Sergeant Bloomfield, much the same, can be spotted working everywhere. Additionally, she is now settling in to her job as the Roster Manager.

Officer Keller has been holding down Control, many days all alone. Working Control is stressful enough, without having to do it by yourself. He always manages a smile and professional attitude.

Congratulations to these professionals!

If you’ve ever worked in visiting, you understand that it isn’t that much less stressful than working anywhere else. It comes with its own unique stressors, like dealing with the public.

NCCC has been incrementally working to restore visiting privileges post-pandemic. Officer Hicks has been at the forefront of this; and she has had to deal with visitors and inmates who have not seen each other face to face in over a year. It’s been stressful, yet Officer Hicks has maintained a professional relationship with visitors as they navigate continued restrictions on visiting.

This professionalism was on display recently as Officer Hicks helped a visitor with making a reservation. The visitor was struggling to understand the online system; and while Kayla was only obligated to explain the system and leave the visitor to her own devices, she took the time to assist in the process start to finish.

It is this kind of relationship building that helps define who we strive to be every day at North Central. Thanks Officer Hicks!
