Case #26-003891

The Mar-Mac Police Department is investigating a hit-and-run accident involving a red semi-truck hauling lumber. The incident occurred on April 7, 2026, at approximately 4:08 p.m.

The semi-truck unlawfully traveled on a weight-restricted roadway within the City of Marquette and struck a stop sign.

The vehicle has an unidentified company logo on the driver-side door and may display a Minnesota license plate.

Last week, Chief Millin successfully completed the Precision Driving Instructor School, further expanding the Mar-Mac Police Department’s training capabilities and commitment to safe, lawful vehicle operations.

Under Iowa Administrative Code 501-4.2, Chief Millin is now a certified precision driving instructor, authorized to train and evaluate law enforcement officers in advanced vehicle operations.

This certification directly supports compliance with Iowa Code § 321.231, which govern authorized emergency vehicle operations and exemptions. These laws require that officers operate emergency vehicles with due regard for public safety and, when applicable, meet training standards for pursuit and emergency response driving.

What This Means for Our Agency?

Chief Millin is now authorized to:

Certify officers under:
- Iowa Code § 321.231(4).
- Iowa Code § 321.231B(1)(c).
- Lead in-service (continuing education) training programs.
- Assist as a guest instructor at the Iowa Law Enforcement Academy.
- Enhance regional training partnerships and consistency.

Training Areas of Instruction:

The program supports both foundational and advanced driver training, including:

- Instructor development and evaluation.
- Course design and curriculum building.
- Precision driving skills and vehicle dynamics.
- Skid control and loss-of-traction recovery.
- Emergency and pursuit driving scenario development.
- Legal updates related to emergency vehicle operation.
- Pursuit termination techniques:
o PIT (Precision Immobilization Technique).
o Rolling roadblock.
o Tire deflation devices.

Safe Driving Takes More Than Luck This St. Patrick's Day

The Iowa Governor's Traffic Safety Bureau (GTSB) and the Mar-Mac Police Department wants drivers to remember: Safe Driving Takes More Than Luck.

St. Patrick’s Day is known for its themed celebrations, but all of the parades and festivities often lead to higher levels of alcohol consumption. While most Iowans celebrate safely, impaired driving is still a present danger, especially around holidays. Last March, 148 crashes and five fatalities* listed impairment as a contributing factor. It takes more than luck to stay safe on the road- it takes safe and smart decisions.

To help Iowans plan ahead and stay safe, Doll Distributing is offering a $10 Uber voucher through their Decide to Ride program. GTSB supports this program by raising awareness and sharing resources for sober rides. The voucher will be active March 14-17, 2026, in the state of Iowa, and will be capped at 1,000 redemptions.

GTSB is encouraging law enforcement partners to conduct their own enforcement projects in their communities during this holiday to deter impaired driving and ensure everyone can celebrate safely.

“Planning ahead is essential so that a day of fun doesn’t turn into a tragic event due to one decision. Designate a sober driver, call a taxi, or use a rideshare service. It’s that easy to keep yourself and others safe," says GTSB Bureau Chief Brett Tjepkes. "If you're on the road and see a driver that may be impaired, don't hesitate to call and report it to law enforcement. It might be the call that saves someone's life."

St. Patrick’s Day events and celebrations also tend to attract increased pedestrian traffic. GTSB also reminds drivers to stay alert and watch for pedestrians, especially in crowded areas. If you’re on foot, be sure to cross streets in well-lit areas, use the crosswalks, and stay alert for vehicles.

The Governor’s Traffic Safety Bureau works with city, county, state, and local organizations to develop and implement strategies to reduce deaths and injuries on Iowa’s roadways using federally funded grants.

🚨 Winter Parking Ordinance Reminder 🚨

The winter parking ordinance remains in effect.

Although snowfall has ended, several vehicles have not been moved from city streets. The Street Department will be conducting snow removal operations Saturday morning, and parked vehicles may interfere with clearing efforts.

Please ensure your vehicle is moved off the street prior to Saturday morning to allow crews to safely and effectively remove snow.

Vehicles found in violation will be subject to a parking violation.

Your cooperation helps keep our streets safe, accessible, and properly maintained for everyone.

NHTSA Reminds Drivers to Avoid Distractions

The U.S. Department of Transportation’s National Highway Traffic Safety Administration calls on drivers to take a proactive role in road safety by following and spreading this message: Eyes Forward. Don’t Drive Distracted.

“Cell phone use and any activity that takes a driver’s attention away from safe driving are distracted driving behaviors,” said Chief Robert Millin. “Distracted driving endangers everyone on the road, including other drivers, passengers, pedestrians, and bicyclists.”

According to NHTSA, 16,384 people died and about 1.7 million people were injured in distraction-affected crashes from 2019 to 2023.

In 2023 alone, there were 3,275 people killed in traffic crashes involving at least one distracted driver, accounting for 8% of all traffic fatalities that year. An estimated additional 324,819 people were injured in traffic crashes involving distracted drivers in 2023.

Safe driving requires focused attention. Adopting these phone-free driving habits is key to creating a safe driving environment for everyone on the road:

- Pull over and park in a safe location before using the phone to send or read a text message.
- Ask a passenger to be the “designated texter” and allow them to manage calls and messages during the drive.
- Avoid social media scrolling and any form of messaging while behind the wheel.
- Use “Do Not Disturb” mode to silence notifications.

Drivers can put their phone in the trunk, glove box or back seat of the vehicle to break the habit of driving distracted.

Cell phone use while driving is dangerous. Phone-free driving and keeping hands on the wheel is committing to keeping all eyes on the road and focusing on driving. Remember: Eyes Forward. Don’t Drive Distracted.

We want to recognize Officer Tyler Zach for exemplary service and professionalism demonstrated during a recent community assistance incident.

The McGregor Street Superintendent requested assistance in contacting an elderly McGregor resident on Center Avenue. This resident is known to have ongoing medical concerns and has been granted extended courtesy parking privileges. Due to the recent snowfall, street crews were unable to remove snow because the vehicle had not been moved.

Officer Zach initiated contact with the resident. Officer Zach successfully made contact and, beyond the scope of his required duties, voluntarily cleared snow from the resident’s vehicle, relocated the vehicle to the opposite side of the roadway to allow snow removal operations, and delivered the resident’s mail to the post office.

“These actions reflect the true spirit of public service,” said Chief Millin. “Officer Zach demonstrated initiative, compassion, and professionalism that represent the standards our community expects and deserves.”

The Mar-Mac Police Department also announced the implementation of Guardian Tracking, a professional accountability and documentation system adopted as part of the department’s successful accreditation through the Iowa Law Enforcement Accreditation Program (ILEAP). Guardian Tracking allows the department to:

Mar-Mac Police Department Announces Participation in Iowa I-PLEDGE Enforcement Program

The Mar-Mac Police Department has renewed its commitment to preventing youth access to to***co, alternative ni****ne, and v***r products by participating in the Iowa Department of Revenue’s I-PLEDGE To***co, Alternative Ni****ne, and V***r Product Enforcement Program for Fiscal Year 2026.

The I-PLEDGE program is a statewide initiative that supports local law enforcement in conducting compliance checks at licensed retailers to ensure adherence to Iowa law, which prohibits the sale of to***co, alternative ni****ne, and v***r products to persons under 21 years of age.

Participation in I-PLEDGE is intended to:
- Reduce youth access to ni****ne and v***r products
- Promote responsible retail sales practices
- Provide education and accountability for retailers
- Support long-term community health and safety

As part of the program, the Mar-Mac Police Department will:
- Conduct compliance checks at retailers within the jurisdiction
- Utilize trained underage purchasers in accordance with state and federal guidelines
- Take enforcement action when violations occur
- Provide follow-up education and guidance to businesses

Compliance checks will occur during the program year beginning October 2025 through June 2026. Retailers who successfully refuse illegal sales play a crucial role in protecting youth and maintaining community standards.

“Our goal is not only enforcement, but prevention,” said the Mar-Mac Police Department. “Most retailers work hard to do the right thing. The I-PLEDGE program supports them while holding violators accountable and helping keep ni****ne products out of the hands of youth.”

Reminder for Retailers and the Public
- The minimum purchase age is 21
- Retailers are required to verify identification
- Violations will result in criminal citation and may result in permit sanctions

2025 Year-End Call for Service Update

As we close out 2025, our agency responded to 1,030 calls for service. This continues a steady upward trend over the past several years and reflects the growing demand for police services in our communities.

Despite being a small department, we continue to carry the highest calls-for-service-per-officer ratio in Clayton County. Our officers meet these increasing requests with professionalism, compassion, and a strong commitment to public safety.

Thank you to our residents, partner agencies, and community organizations for your support throughout the year. We remain dedicated to serving Marquette and McGregor with integrity in 2026 and beyond.
