The Marshall Police Department is seeking the public’s help identifying a suspect vehicle involved in a hit and run accident from 07-14-26. Officers were called to a vehicle vs. pedestrian accident at approximately 1:55 pm on 07-14-26 on State Highway 23 near Saratoga Street. The suspect vehicle, possibly a newer white SUV or sedan, stopped for a short while on State Highway 23 and then fled traveling north on Saratoga Street. The victim was transported to the Avera Marshall Regional Medical Center and then later flown to a medical facility in Sioux Falls.

Please contact the Marshall Police Department at 507-537-7000 with any information on the suspect and/or suspect vehicle. MPD is currently investigating this matter and gathering area camera footage of the incident.

In accordance with Minnesota State Statutes 244.052 and 244.253D, the Marshall Police Department is releasing information on Dillon Ray Desrosiers, a level 3 registered predatory offender subject to public notification. Desrosiers will be moving to the 600 block of West Lyon Street in Marshall on Wednesday July 1, 2026. He remains under the supervision of the Minnesota Department of Correction’s Intensive Supervised Release Program, West ISR South Team, telephone number 507-401-3011.

Desrosiers was convicted of 4th degree criminal sexual conduct in Winona County in 2012 and 3rd degree criminal sexual conduct in Anoka County in 2013. According to the notification Desrosiers has a history of sexual contact with known female teenagers. Contact included pe*******on. Desrosiers gained access to one teen by meeting her on the internet. He used kindness and attention to establish trust and attain unmonitored contact and used coercion and mood-altering substances in his effort to maintain control.

A Level 3 designation is the highest public risk level assigned in Minnesota and allows law enforcement to notify schools, daycares, churches, recreation centers, and members of the community who are likely to encounter the offender. The purpose of the notification is to increase community awareness and promote public safety.

Electric-Assisted Bicycles (E-Bikes) [full statute link: https://tinyurl.com/mt5sr3xs]
• Must have pedals and a motor 750 watts or less
• Top assisted speeds of 20 to 28 miles per hour
• Riders must be at least 15 years old
• There are no license, registration or insurance requirements
• Riders must follow the same traffic laws as bicycles

Motorized Foot Scooters (E-Scooters) [full statute link: https://tinyurl.com/4jf5xskc]
• Riders must be at least 12 years old
• No passengers are allowed
• No riding on sidewalks
• Riders under 18 must wear a helmet
• You must utilize lighting when riding at night
• Riders must follow the same traffic laws as bicycles

Pedestrian-actuated Rectangular Rapid Flashing Beacon (RRFB) signage have been installed in several different locations around town over the last few years.

The purpose of the RRFBs is to draw more attention to a pedestrian as they cross the street. Research suggests that RRFBs can increase motorist yielding rates and reduce pedestrian crashes.

Here's a short demonstration video on how to properly navigate these crossings for both pedestrians and drivers.
