Massachusetts ADU Regulatory Guidance and Comment Period Announced

The Executive Office of Housing and Livable Communities (EOHLC) has drafted regulations https://www.mass.gov/doc/adu-draft-regulations/download intended to provide clarity on the administration of the new ADU law. Now they need your input. They are inviting stakeholders and interested community members to comment on the Accessory Dwelling Unit (ADU) Draft Regulations through written comments between December 20 and January 10, and a public hearing on January 10. EOHLC intends to issue final regulations by the effective date of the ADU law, February 2, 2025.

Please read a letter from Secretary Augustus here https://www.mass.gov/doc/adu-sec-augustus-letter-draft-regulations/download which provides an overview of the ADU Draft Regulation process. EOHLC is hosting two public webinars on Tuesday, December 10 and Monday, December 16 to walk through the draft regulations. For those unable to watch live, a recording of the webinar will be posted on EOHLC’s website.

EOHLC welcomes feedback on the Draft Regulations during the public comment period that will be open from December 20 to January 10, 2025. Public comments must be submitted through an online comment form that will be available on 12/20/24.

Beginning on December 20, an online comment form and signup form for the hybrid in-person and online hearing will be available at www.mass.gov/ADU

DOER Listening Session – Stretch and Specialized Energy codes – March 27 at 2 pm

Dear Stretch Code Stakeholders,
The Massachusetts Department of Energy Resources (DOER) is seeking public input on its Stretch Energy Code and Specialized Municipal Opt-in Code.

The most recent version of the Residential Stretch Energy code has been in place for over a year (since Jan. 1, 2023) and the Commercial Stretch Energy code has been in place since July 1, 2023. The Specialized energy code has been available for local adoption since December 2022, and to date has been adopted by 33 cities and towns. Accordingly, DOER would like to hear feedback from users of these building energy codes at [email protected]

1. We invite you to attend a Zoom listening session on Wednesday March 27, 2024 beginning at 2 pm. Anyone who wishes to speak will be allotted 3 minutes for their comments. DOER will not be answering questions during this session. The listening session will remain open until all comments are heard, or until 5 pm, whichever is earlier.
