FSS Program Contra Costa County Housing Authority This program assists families to achieve economic self-sufficiency through education and planning.

To create partnerships with public and private agencies to provide quality supportive services to Housing Choice Voucher participants. The expectation from these partnerships is the ability to provide referrals for supportive services including, but not limited to, childcare, employment, education, life skills, and homeownership. The combined support of housing assistance and supportive services w

ill enable the FSS participants to meet the goals defined in their FSS contract and to move toward achieving financial independence and self-sufficiency. To provide families with stable rental assistance support while in the FSS program, allowing them to participate in employment education and job training programs without undue concern regarding their ability to retain shelter for the continued welfare and safety of their families. To provide participating families with an opportunity to save for the future through the establishment of an interest–bearing escrow account.

Are you interested in learning more about the homebuying process as a first-time homebuyer? Then you’re in luck!

Christine Curtis, a realtor with Keller Williams Realty East Bay, is hosting a First-Time Buyer Workshop via Zoom on March25th from 5PM to 6PM for anyone who wishes to be more prepared to go into the housing market with all the knowledge they’ll need to succeed.

She’ll be hosting this alongside Brian Reeg with CMG Home Loans, a preferred lender with KW East Bay.

We know that this year has been especially hard for many of our families, and uncertainty is on the rise about the fate of some federal programs. However, we want to assure our families that the FSS Program is here to support you through your ups and downs, financially and emotionally.

In 2025, the FSS Program hired two new FSS Coordinators to help with getting on top of case management appointments and enrolling participants, and the HACCC has been funded a total of 4 slots from HUD due to our enrollment numbers.

Speaking of enrollment, the team enrolled 59 participants who have aspirations of increasing their earned income and saving money!

And, in line with the team’s commitment to help families achieve their ITSP goals, we disbursed over $64,000 to current FSS participants. Though these funds come from those who forfeited their escrow upon being exited from the program, the money is put to good use to help participants pay for school, car repairs, or job training programs.

In 2025, the team graduated 17 participants and disbursed $412,000 to graduates for an average of $24,000 per family. Wow!

We also helped 2 FSS graduates close on their homes with the HCV Homeownership Program, and 2 graduates left assistance to purchase a home *on their own*!

This year, graduates said that their greatest incentive to complete the FSS Program was to prepare for homeownership, save money through the escrow account, and push themselves to achieve their career goals. The most difficult obstacles were time management, saving money, and rebuilding credit, yet they overcame.

As we move into 2026, these are OUR New Years’ Resolutions:
- Hold in-person FSS Orientations again in East, Central, and West County
- Enroll 50 participants
- Graduate 20 participants
- Sign up 4 participants for KP School of Allied Health Sciences Phlebotomy Program
- Establish an FSS Coordinator Worker of the Day available at the Martinez HCV Office to answer any program questions from current FSS participants and those interested in joining

We invite individuals currently working toward their credit goals to participate in Rental Kharma. You must be employed, renting your home, and have a credit score between 0-700. Your credit will be boosted by adding the positive rental history to your credit report.
This is provided to all Housing Authority of the County of Contra Costa residents for FREE.

The HCV Office will be closed on January 1, 2025 for the holiday.

In 2024, we enrolled 62 new participants and graduated 22 with a total disbursement of $433k, the most the HACCC's given out EVER in a year! We also finalized an MOU with Kaiser Permanente School of Allied Health Sciences to FULLY FUND the Phlebotomy Program for FSS Participants who qualify for it. More details to come in the new year.

In 2025, we want to enroll even more participants than in 2024, prepare more graduates for homeownership, establish more MOUs with partner agencies and community providers, and hold in-person FSS orientations again!

If you have ITSP verifications to submit, need resources sent your way, or want more info about FSS this year, please reach out to the FSS team via email by Thursday, December 19, 2024!

Note: The HCV Offices will still be open to the public during these weeks except for the holidays. Additionally, the FSS Housing Assistant will still be available for all things concerning rental assistance, annual recertifications, and interim changes.
