How the program will meet the need of the low-income population
The poverty level for Yuba County individuals is 22.2% compared to the national level of 15.6%. Surveys performed by Yuba-Sutter Homeless Consortium has determined that there are three primary homeless encampments in the immediate vicinity of Marysville. The homeless population in these encampments is approximately 200 individuals that possess a similar number of pets. The greatest concern for the County is safety and environmental hazards that accompany homelessness. How services will be delivered
Yuba County’s 14FORWARD is a temporary housing program for the homeless. This exceptional program provides the homeless with 20 two-person shelter units and a variety of services to assist in moving the homeless toward permanent housing. Services include: healthcare, meals, employment services, showers, personal hygiene items, legal assistance, animal services, mental health services, and so much more. Some of the partners include: The Salvation Army, Hands of Hope, Twin Cities Rescue Mission, Habitat for Humanity, Recology Yuba-Sutter, Yuba-Sutter Economic Development Corporation, Bridges to Housing, Sutter-Yuba Mental Health, Marysville Veterinary Hospital, Regional Housing Authority of Sutter/Nevada Counties, City of Marysville, and others. The 14FORWARD program is located on Yuba County property in the city of Marysville. The temporary sheltering site is situated off 14th Street in West Marysville next to the Twin Cities Rescue Mission and will officially open July 15, 2016. Method of determining recipient eligibility
The program is being offered systematically to individuals currently living outdoor in areas adjacent to the Yuba and Feather rivers, occupying property illegally. They will be vacated from their current encampments and can choose to enter the 14FOWARD program or move to another location of their choice. Timeline of tasks
The site has been prepared through significant grading and laying of a base aggregate over approximately one acre. The structures will be delivered the week of June 27 concurrently, the electrical, fencing, dog runs, shade structures, etc. The program will be operational immediately prior to July 15, 2016. Leveraged Funds
To date, Yuba County has incurred nearly $200,000 in site preparation expenses including grading and gravel, procurement of 1 office structure, 20 housing units, electrical service, perimeter fencing, pet runs, common-area shade structures, picnic tables and other sundry items. Local businesses and service organizations are currently being solicited for sponsorships of the shelter units and the program. In addition, a GoFundMe account has been established for donations from individuals or businesses wishing to make smaller contributions. Twin Cities Rescue Mission has agreed to provide meals and access to showers, Recology Yuba-Sutter has committed to provide solid waste disposal, portable toilets and hand washing stations. Habitat for Humanity is and has contributed building materials and man-hours and Yuba-Sutter Economic Development Corporation has provided marketing campaigns and fiscal management of the sponsorship/contribution program. The Salvation Army, Ampla Health and others have agreed to provide transportation. EVALUATION
Actions to determine achievement of the program objective
The program will allow participants to stay for 21 days, during which they will be evaluated through the program. If the participants are working toward self-sufficiency and permanent housing, they may be allowed to stay longer, up to a total of 84 days, with evaluations performed every 21 days. Those not meeting requirements may be removed from the program. The ultimate goal of Yuba County is to eliminate homelessness in its region in order to make the area more attractive to potential investors and entrepreneurs. The attraction of new business will provide new employment opportunities, help with job and business retention, and economic sustainability of the area. In order to attain this goal Yuba County is committed to making 14FORWARD an unmitigated success.
