Who Are We?
Mental Health Recovery Board Serving Warren & Clinton Counties (MHRB) formed in 1969, after state lawmakers passed legislation creating community mental health boards. Over the years, state lawmakers added new responsibilities to MHRB and fellow boards, creating what are now known as alcohol, drug addiction, and mental health services (ADAMHS) boards. OUR ROLE MHRB is the local mental health and addiction services board that plans, funds, monitors and evaluates services and programs for residents with serious mental and emotional disorders and/or substance addictions. Under Ohio law, MHRB is required to research community needs for mental health, alcohol and drug addiction services, then prioritize and plan strategies to meet them. To do that, Ohio law authorizes MHRB and other boards to contract with nonprofit agencies and other organizations that provide services and programs promoting treatment and recovery. Funding is also directed to some support programs for families and others affected by an individual's illness. Funding to pay contract agencies for services to residents comes from federal and state subsidies, as well as grants and entitlements. A local levy also helps MHRB to meet needs within the community.
