City of Massena, Fireworks Ordinance
3-1-5 Public Safety and Health
6. Discharging firearms and fireworks
(Code of Iowa, Sec. 727.2)
a. No person, firm, or corporation shall discharge or fire any cannon, gun, bomb, pistol, air gun, or other firearms or set off or burn firecrackers, torpedoes, sky rockets, roman candles, or other fireworks of like construction or any fireworks containing any explosive or inflammable compound, or other device containing any explosive, except as permitted herein.
b. The City Council may upon application in writing, grant a permit for the display and use of fireworks by any organization or groups of individuals when such fireworks display will be handled by a competent operator.
c. The City Council may, upon application in writing, grant a permit for the operation of a firing range in which the discharge of firearms for training, recreational or competitive events would be allowed upon showing that the range would be under the direction of a competent organization, group or individual.
d. A person or a firm, partnership, or corporation may possess, use, or explode consumer fireworks in accordance with this subsection:
a. No person under age 18 shall use or explode fireworks at any time.
b. Adults over the age of 18 may use or explode consumer fireworks only on the following dates, times, and locations:
i. Dates. July 1 through and including July 7 of each year, all dates inclusive.
ii. Times. A person shall not use or explode fireworks at times other than between the hours of 10:00 a.m. CST and 10:00 p.m. CST, except that on July 3 and July 4 of each year and the Saturdays and Sundays immediately preceding and following July 4 of each year the permitted hours will be extended to between the hours of 10:00 a.m. CST and 11:00 p.m. CST.
a. No person may use or explode fireworks on real property other than that person or organization's real property or on the real property of a person who has consented to the use of fireworks on that property.
b. No person or organization may use or explode fireworks on any publicly-owned property unless approved in a permit granted by the City Council.
c. No person or organization may use or explode fireworks on any portion of main street lying south of third street unless approved in a permit granted by the City Council.
e. Coordination with City, County or State “burn ban” orders. Notwithstanding anything set forth above, no person or organization may use or explode fireworks during any period or in any location deemed hazardous by a “burn ban” order issued by City, County, or State Fire Officials.
f. In the interest of public health and safety and at such times as approved by the Mayor, the City maintenance department or their designee may use firearms to control rodent or animal problems when it is evident that conventional control methods have not resolved the problem.
g. Nothing herein shall be construed to prohibit the use of blank cartridges for a show or the theatre, or for signal purposes in athletic sports or by railroads, or trucks, for signal purposes, or by a recognized military organization, for military honors at funeral ceremonies, and provided further that nothing in this section shall apply to any substance or composition prepared and used for medicinal or fumigation purposes.
SECTION 2. Title III, Chapter 1, Section 6, subparts (7) of the Massena City Code is hereby repealed in full. Existing subparts (8) through (13) are renumbered (7) through (12) respectively.
SECTION 3. REPEALER. All ordinances or parts of ordinances in conflict with the provisions of this ordinance are hereby repealed.
SECTION 4. SEVERABILITY CLAUSE. If any section, provision or part of this ordinance shall be adjudged invalid or unconstitutional such adjudication shall not affect the validity of the ordinance as a whole or any section, provision or part thereof not adjudged invalid or unconstitutional.
SECTION 5. WHEN EFFECTIVE. This ordinance shall be in effect from and after its final passage, approval and publication as provided by law.

The City of Massena had a water pump out of service for a period of time over the weekend. Due to this outage, you may have experienced some discolored water over the last few days.
In an effort to clear this up for our residents as soon as possible, Brad and Nick will be flushing water mains Wednesday afternoon.

"Light Up The Stadium"
8:00 p.m. - 8:19 p.m.
We want to honor YOU. We want to honor our students, our teachers, our parents and our entire community. And to our high school seniors, we are most certainly here to honor YOU.
Tonight, our tiny little town will light up our City baseball field for 19 minutes, one minute for every day that our students have been out of school due to the COVID-19 pandemic.
In the midst of this difficulty, lies tremendous opportunity. We have come together to support each other in many different ways since the arrival of COVID-19 and, rest assured, we are not done yet.

It's almost that time! Baseball Days in Massena begin tomorrow morning at 8:30 a.m. with a total of 7 games on Saturday. On Sunday, you can take in a Red Sox doubleheader, starting at 1:00 p.m., followed by a 7th grade softball game at 6:00 p.m.
Concessions will be available both days! Stop by the field and cheer on your CAM Cougars and Massena Red Sox!

There are 10 different potential projects listed, please rank them from 1-10, with 1 being the most important item to you, 2, being the second most important, 3 being the 3rd most important, and so on.

Out of an abundance of caution amid the ongoing COVID-19 pandemic, the playground equipment in the Massena City Park is CLOSED immediately until further notice. In addition, the park restrooms/water fountain will remain closed. Open spaces in the park will remain open.
While this decision is very difficult, we want to protect Massena's families and our youth from further spread of the coronavirus.
The City of Massena offers automatic bank withdrawals for payment of your monthly utility bills. Simply call the office and I will get the ball rolling for you.
It's very simple, and in times like these, it's one less thing you should have to worry about.

Important Massena Public Library Information Below:
We are cancelling the Movie that was scheduled on Friday March 20th due to the events going on in the country.
With that being said, we are also closing the library to the public starting March 19th. I will have it open tomorrow, March 18th from 10:00 to 6:00 pm for anyone who needs to stock up on books and/or videos.
But during our closing, I will be offering curbside services and home delivery to those that live in Massena and within 5 miles of Massena. Just give me a call at the library to let me know what you want our phone number is 712-779-3726, if I am not there please leave a message.
