On Thursday, October 22, 2026, the Washington County Narcotics Task Force with the assistance of the Hagerstown Police Department’s Crime Suppression Unit, Hagerstown Police Department’s RTIC, and the Washington County Sheriff’s Office K9 Unit arrested Angel Nieves and Kevin Butler in the 300 block of Jefferson Street in Hagerstown related to an ongoing narcotics investigation. Investigators located approximately 700 gelatin capsules containing suspected fentanyl with a weight of approximately 514 grams.

30-year-old – Angel Nieves of Hagerstown, Maryland was arrested and transported to the Washington County Detention Center. He was charged with the following criminal offenses:

On Monday, October 19, 2026, the Washington County Narcotics Task Force with the assistance of the Hagerstown Police Department’s K9 unit, arrested Terrance Fletcher in the 300 block of North Cannon Avenue in Hagerstown related to an ongoing narcotics investigation. Investigators located a G***k 30 with a “switch”.

32-year-old – Terrance Fletcher of Hagerstown, Maryland was arrested and transported to the Washington County Detention Center. He was charged with the following criminal offenses:

On Tuesday, October 20, 2026, the Washington County Narcotics Task Force with the assistance of the Hagerstown Police Department’s Crime Suppression Unit, and the Hagerstown Police Department’s K9 unit, arrested Mark Anthony Owens in the 1600 block of Dual Highway in Hagerstown related to an ongoing narcotics investigation. Investigators located approximately 199 gelatin capsules containing suspected fentanyl with a weight of 137 grams.

46-year-old – Mark Anthony Owens of Gynn Oak, Maryland was arrested and transported to the Washington County Detention Center. He was charged with the following criminal offenses:

On Wednesday, September 16, 2026, the Washington County Narcotics Task Force with the assistance of the Washington County Special Response Team, Hagerstown Police Department’s Criminal Investigation Unit, Hagerstown Police Department’s Crime Suppression Unit, Hagerstown Police Department’s drone operators, Washington County Sheriff’s Office drone operators, Maryland State Police, Maryland Department of Natural Resources, and Homeland Security executed a search and seizure warrant in the 800 block of Main Avenue in Hagerstown related to an ongoing narcotics investigation. Investigators located approximately 1,200 gelatin capsules containing suspected fentanyl with a weight of 568 grams, approximately 395 grams of co***ne, and approximately $1,800 in United States Currency.

21-year-old – Saivyon Mobley of Hagerstown, Maryland was arrested and transported to the Washington County Detention Center. He was charged with the following criminal offenses:

On Friday, September 11, 2026, the Washington County Narcotics Task Force with the assistance of the Washington County Special Response Team, Hagerstown Police Department, and the Washington County Sheriff’s Office executed a search and seizure warrant in the 500 block of North Locust Street in Hagerstown related to an ongoing narcotics investigation. Investigators located $4,346, approximately 85 grams of co***ne, approximately 35 grams of fentanyl and one Ta**us handgun.

25-year-old – Naquan Chung of Hagerstown, Maryland was arrested and transported to the Washington County Detention Center. He was charged with the following criminal offenses:

On Wednesday, September 9, 2026, the Washington County Narcotics Task Force with the assistance of the Washington County Special Response Team, Hagerstown Police Department, Washington County Sheriff’s Office, and the Maryland State Police executed a search and seizure warrant in the 20000 block of Jefferson Boulevard in Hagerstown. The search and seizure warrant was related to an ongoing narcotics investigation. Investigators located $1,971, approximately 67 grams of co***ne, approximately 15.9 grams of fentanyl and one G***k handgun.

34-year-old – Antonio Locker of Baltimore, Maryland was arrested and transported to the Washington County Detention Center. He was charged with the following criminal offenses:

Investigators located approximately 180 grams of suspected Fentanyl.

26-year-old – Kendrick Blackmon of Baltimore, Maryland was arrested and transported to the Washington County Detention Center. He was charged with the following criminal offenses:

After several months of investigating drug distribution in the area of Main Ave in Hagerstown, Maryland, Washington County Narcotics Task Force Investigators arrested Ahmadje Juan McMahan (21) of Hagerstown, Maryland.

On Wednesday, August 19, 2026, while Investigators assigned to the evening shift of the Washington County Narcotics Task Force were conducting surveillance in the area of Gateway Crossing, McMahan was observed distributing drugs. These investigators coordinated with members of the Hagerstown Police Department Crime Suppression Unit to effect an arrest of the individual.

After a short foot pursuit, Investigators apprehended McMahan. Once in custody McMahan was found to be in possession of approximately 58 grams of crack-co***ne, 136 capsules (88.6 grams) of fentanyl, various pieces of drug paraphernalia, and nearly three thousand dollars.

McMahan was transported to the Washington County Detention and charged with the following criminal offenses:

CDS Possession – Not Cannabis (co***ne)
CDS Possession with the intent to Distribute: Narcotic (co***ne)
CDS Possession – Not Cannabis (fentanyl)
CDS Possession with the intent to Distribute: Narcotic (fentanyl)
CDS Possession with the intent to Distribute: Narcotic (fentanyl/heroin mix)
CDS Possess-Large Amount-Not Cannabis (fentanyl)

McMahan remains in custody at the Washington County Detention Center. He is presumed innocent, pending the adjudication of his criminal case.

On Tuesday, August 18, 2026, Investigators with the Washington County Narcotics Task Force executed a search and seizure warrant in the 400 block of Gandy Dancer Court in reference to an ongoing drug investigation.

During the search, Investigators recovered approximately 478.7 grams of powdered co***ne, a G***k 43x semi-automatic handgun, nearly fifteen thousand dollars in United States paper currency, and various pieces of drug paraphernalia.

As a result of this investigation, Christopher Khalil Gill (28) of Hagerstown, Maryland was arrested and charged with the following criminal offenses:

CDS Possession – Not Cannabis (co***ne)
CDS Possession with the intent to Distribute: Narcotic (co***ne)
CDS Possess-Large Amount-Not Cannabis (co***ne)
Firearm/Drug Trafficking Crime
CDS: Common Nuisance: Distribute Narcotic (co***ne)

Following Gills’s appearance before the District Court Commissioner, he was held without bond at the Washington County Detention Center. Gill is presumed innocent pending adjudication of his criminal case.

On Friday, July 3, 2026, the Washington County Narcotics Task Force conducted a traffic stop on Dual Highway. During the traffic stop, Agents discovered the driver to be concealing CDS on his person. The male was found to have 288 gelatin capsules containing fentanyl with an approximate weight of 161 grams.

20-year-old – Tarrin Vinson of Hagerstown, Maryland was arrested and transported to the Washington County Detention Center. He was charged with the following criminal offenses:
