McAllen Public Utility The McAllen Public Utility provides water and wastewater services to the citizens of McAllen. An elected board, the Board of Trustees of the McAllen Public Utility, was created February 2, 1945 to oversee all aspects of water and wastewater for the City of McAllen.

Congratulations to Mr. Federico Lozano for being selected as the May 2021 Employee of the Month for the South Wastewater Treatment Plant.
Mr. Lozano joined our Wastewater Systems team on June 24, 2013 as an operator trainee at the North WWTP and on June 29, 2020 was promoted to Journeyman Mechanic for the South WWTP. Mr. Lozano holds one of the highest licenses in the Utility profession, TCEQ Wastewater “A” License. He holds a Bachelor of Technology Management from South Texas College and is pursuing his Electrician Technology Associate of Applied Science.
Mr. Lozano plays a key role in our maintenance program scheduling and Accela Asset Management work order implementation to track maintenance work orders and material specifications. He is constantly working on ideas to improve maintenance procedures and recommending tools to perform preventative maintenance in the most efficient way. His knowledge in technology is tremendous asset to have with all the new advancement in Wastewater Systems. This past summer Mr. Lozano assisted the 11 pm to 7 am shift during Hurricane Hanna and was on hand to respond to any issues should they arise due to storm conditions.
Mr. Lozano received Employee of Month on May 2017 while as a Wastewater Operator at the North WWTP, to obtain a second time as a Journeyman Mechanic at South WWTP continues to show how hard work, dedication and loyalty to McAllen Public Utility Wastewater Systems does not go unnoticed. This month the Water Plant Department would like to recognize Cesar Espinoza as Employee of the Month for April. Mr. Espinoza started with MPU in 2013 as a Water Plant Operator, and after 7 years of hard work and dedication of being in water plant operation’s, he was promoted to the Journeyman Mechanic II position in 2020. While in his position as a water plant operator, he was able to obtain the water licenses that TCEQ requires to operate a water plant system. Mr. Espinoza currently holds an “A” Surface Water License issued by TCEQ. His current duties at the North Water Plant are maintaining pumps and motors, facilities, and other various equipment that are critical to the water treatment process. Mr. Espinoza also assists without hesitation in water plant operations when needed. Mr. Espinoza is also a very well-liked and highly respected employee in MPU. Thank you, Mr. Espinoza, for everything that you do!

We'd like to say thank you to Mr. Joel D. Garcia, MPU's Wastewater Laboratory Manager for his service to MPU. After approximately 30 years, Joel decided it was time to hang up his lab coat.

Joel was hired in July 29, 1991 at the Water Laboratory and became Wastewater Manager in 2010. He was successful in his profession in obtaining the highest license you can achieve from Texas Commission of Environmental Quality- Class “A” Wastewater Operator License. His professionalism also showed in the Wastewater laboratory as he was always passing the numerous Discharge Monitoring Report Quality Assurance (DMRQA) study required by TCEQ that were done throughout his career.

Thank you for your dedication and loyalty to MPU and the Utility profession, you cannot ask more than that from an employee. Wishing you the best, Congratulations!!!

Did you know McAllen conserves water through reuse? Reuse, also known as reclaimed water, is treated wastewater that is safe and suitable for a purpose that would use other water resources. It’s not suitable for drinking but can be used for irrigation. In McAllen, reuse water is used at golf courses, the McAllen Youth Baseball Complex, and Tres Lagos. Happy Earth Day! 🌎💧

Congratulations to Maria Rivera for being selected as the Employee of the Month for Customer Relations. Maria has worked for the customer relations department for the past 3 years. She has served as the department’s administrative assistant and was recently promoted to working supervisor for collections. From day one, she was a perfect fit to the customer service operation due to her extensive customer service experience. She always greets both internal and external customers with a smile, is courteous and ensures that they leave with all MPU business being addressed. She always projects a warm cheerful and positive attitude to her fellow coworkers, and to our customers/citizens. She is a hard-working and dedicated employee who takes her work very seriously. I have seen her resolve customer billing disputes and handle difficult customers with remarkable patience and admirable tact. She is a very dependable, efficient and punctual employee. Maria has participated in our annual MPU Night Out and City of McAllen Holiday parade and is always willing to go the extra mile for our internal and external customers. She provides answers to questions asked to her, whether they are related to MPU, or simply directing them to the appropriate department. Aside from juggling all her work-related responsibilities, she is a loving wife and mother. On her personal time she loves to spend her time with her family including with her daughter and two boys.

Each year, the Texas Section AWWA Conservation and Reuse Division recognizes those who have demonstrated excellence in Water Conservation and Reuse Practices. The goal of the Division is to encourage and help utilities adopt the best practices for water conservation and reuse, and to communicate to the public why water conservation is the most effective method to manage our precious resource. McAllen Public Utility received the Small Utility Direct Water Conservation & Reuse Award.

Additionally, the Save Texas Water Council awarded McAllen Public Utility the Blue Legacy Award. Recognition is given to water suppliers that have demonstrated outstanding and innovative commitment to the state's mission of promoting responsible management of water resources as well as conservation of Texas' water resources.

Both awards were presented at the 2021 Texas Water Virtual Conference Awards Ceremony March 18, 2021.

The Transmission and Distribution department is pleased to name Martin Chavez as Employee of the Month for February 2021. Mr. Chavez started as a maintenance worker with us in 2005. As a maintenance worker, he obtained his TCEQ Class C Water Operators license. He proved his initiative by meeting this goal on his own will. Martin is now a Crew Leader and one of the most dedicated to his job with a great attendance record. During the last fiscal year, he had the accomplishment of replacing more than 25 valves throughout the city. He will never reject any project assigned to him. From cleaning the yard to replacing 12 inch valves. No task is impossible for him or his crew. He is very dependable and helps his fellow coworkers in any projects that they have. This makes him a great team player. As a crew leader, he is a very humble individual. His five kids and his wife are his life. In his free time, he loves to barbecue for his family, friends and neighbors. Congratulations Martin!

There are currently no water outages in the McAllen area. If you are experiencing no water, your pipes have frozen.

• Shut off the water immediately. Don’t attempt to thaw frozen pipes unless the water is shut off. Freezing can often cause unseen cracks in pipes or joints.

• Apply heat to the frozen pipe by warming the air around it, or by applying heat directly to a pipe. You can use a hair dryer, space heater or hot towels. Be sure not to leave space heaters unattended, and avoid the use of kerosene heaters or open flames.

• Once the pipes have thawed, turn the water back on slowly and check for cracks and leaks.

If your pipes are not frozen you may consider opening a couple of faucets in the coldest areas of the house (where pipes would most likely freeze) just enough to let out a trickle of water. By keeping the faucets open, the flowing water helps prevent pipes from freezing.

My heart breaks for those who aren't working due to the government shutdown but honestly when the oilfield bust and thousands weren't working all us oilfield families heard was "ya'll should have saved" we didn't have food banks offering us food or banks offering us low interest loans no one offered us a dang thing. At least these people know they will go back to work we had no idea when or if. Took us 2 years before the oilfield started hiring but even then and still now it's not very stable and I don't see the shutdown lasting no 2 years. #governmentshutdown #oilfieldfamily #oilfieldstrong
