SECTION I - INTRODUCTION
1.1 Purpose
The purpose of this Request for Proposals (RFP) is to invite qualified companies to offer proposals for the following work at the Snodgrass Building, located at 970 Park Avenue, Meadville, PA:
1. Supply and install baseboard in eleven apartments and laundry area
2. Supply and install new zone valves for apartments and laundry area
3. Supply and install new zone valves for existing to remain wall heaters
4. Removal and disposal of existing baseboard
5. Reconnect new zone valves to existing to remain control wiring
6. Labelling of zone valves with area served allowed for
7. Start up and check for proper operation
8. Any services not outlined done on a time and material basis
1.2 Eligible Organizations and minimum qualifications.
Eligible companies must be registered to do such work in Meadville, Pennsylvania and be in good standing with the city. Proposers must also offer at least two references, evidencing successful completion of such work or a similar type in Pennsylvania within the last three years. Please also be aware that this project will require that Prevailing Wage standards be met. This project is Serial Number 26-07834 as listed on the Pennsylvania Department of Labor and Industry Prevailing Wage website.
1.3 Goals and Outcomes.
The goal of this RFP is to ensure that the required work will be completed, and the Snodgrass Building will have a fully functional boiler-based heating system in operation by November 1, 2026.
1.4 Project Timeline
RFP opens September 4th, 2026
Application must be submitted by September 18, 2026
Project awarded by September 25, 2026
Construction completed by November 1, 2026
SECTION II - SUBMISSION INFORMATION
Submissions may be provided in hard copy and addressed to Guy McUmber, Crawford County Coalition of Housing Needs, P.O. Box 1402, Meadville, PA 16335 and postmarked no later than September 18, 2026. Proposals can also be sent electronically to [email protected] by 400 PM, September 18, 2026. This RFP may be canceled in whole or in part and any proposal may be rejected in whole or in part at the discretion of the CCCHN.
SECTION III - EVALUATING PROCEDURE
Proposals shall be evaluated by the CCCHN. Evaluations will be made with minimum criteria being cost and the qualifications and experience of the proposers. The CCCHN reserves the right to not choose the lowest cost bid in consideration of other factors, including prior experience with the proposer.
