We are deeply saddened by the loss of community icon, Bill Thorndike. Bill was on a strategic planning group back in 1993 to restructure the county commission. They knew even then that commissioners needed to be nonpartisan on a five-member board to provide better representation. Bill was a part of everything good that happened in the valley. What a tremendous loss to our community!

New Buncom County commissioner sworn in with a salary of $28,916 in Asheville, NC. Here in Jackson County, voters overwhelmingly passed lowering commissioner salaries from six figures to $75,000. Newly elected Jackson County commissioner, Randy Sparacino, opted to take the full starting salary of $117,562.

Sparacino Reluctantly Accepts HHS as Liaison Responsibility

Liaison appointments were assigned at this morning's Board of Commissioners meeting. Newly-elected Commissioner Sparacino requested assignment to Community Justice, which is about 25% of the county budget. Rick Dyer requested Economic Development, along with Development & Planning. Colleen Roberts will keep O&C, the Bureau of Land Management, and National Association of Counties. There are smaller assignments for each as well, but Health and Human Service (HHS) is by far the biggest part of the budget at about 50%. No commissioner was enthusiastic about taking HHS so it fell to the newest member.

It was disheartening to watch. I was very excited to work with HHS since this is my wheelhouse and there is so much opportunity that has been missed here -- not to mention that animal services and the shelter also fall under HHS.

Regarding city assignments, RS wanted Medford, RD will take Central Point and Phoenix. CR will keep the smaller rural communities. There was no excitement about who had to take Ashland or Talent. Finally, RD, who admitted that he doesn't attend most meetings, will take Ashland and Zoom in when necessary if RS would agree to pick up Talent. RS is clearly interested in Medford, but Talent -- not so much -- but he did agree.

The biggest takeaway was that there is way too much responsibility for just three commissioners to cover the county well. We see this over and over again when they are divvying up assignments and trying to cover the calendar of meetings and events. Because of public meetings law and having a quorum with just two commissioners, only one commissioner is able to attend many functions where more commissioners would like to attend, or it would be useful for them to attend. After a short deliberation, the three commissioners decided that RS would attend the upcoming Medford Chamber meeting, although RD would also be interested. With five commissioners, they could both attend.

Jackson County for All of Us (JCFA) is a community organization that recognizes this human potential and invites everyone to the conversation to help address some of the major challenges facing us in Jackson County. JCFA promotes transparency, accountability, inclusion, community engagement, rolling up our sleeves, working together, and getting things done.

Jackson County needs a new animal shelter -- not just a dog control facility, but a true animal shelter that accepts cats and other small animals, widens the circle of compassion and serves as an important community resource center.

Many animal shelters are run by non-governmental organizations. We are not limited to a county-run dog control facility. We have the opportunity to design a shelter that addresses many needs throughout our communities at once.

In the news . . Denise Krause for Jackson County confronts Jackson County Commmissioners to amend county budget to lower their salaries in view of apparent passage of Measure 14-226. Commissioners go ahead and approve county budget with raises for all three commissioners.

Today, Denise Krause, Denise Krause for Jackson County, challenged the Jackson County Commissioners to folllow the will of the voters of Jackson County and lower their yearly salaries to $75,000. She also pushed the commissioners and end the huge step increases system for commissioner’s salaries’ raises. Denise is a candidate for Jackson County Board of Commissioners.

I made a statement on behalf of the voters at the commissioner meeting this morning where they were expected to finalize the 2024/2025 budget. I challenged current commissioners to heed the will of the voters and pressed them to amend the budget, to lower their salaries to $75,000 and to end the unfair step system, which has resulted in a 67% salary increase for the two senior commissioners and allows them to approve their own salary increases every year.

Here is the full statement.

In the recent primary election, we got a clear report from the public. They are not sold on nonpartisan commissioners, and they think three are enough.

The campaign signs told a story the public believed. Two more commissioners would cost A LOT more money. The voters have spoken. We all should listen.

Cut your salaries. Now. The public wants it, and the problems the county faces demand it. It has happened before. In the early 1980s the commissioners cut their own salaries. They probably felt they were well worth the money, but the county had a major budget problem. High interest rates slowed timber harvests and O&C receipts were down. There were going to be personnel cuts and they needed to set an example.

The county has to bring a major spending proposal to the county taxpayers. You need to set an example that shows you understand the shared cost. If I am elected county commissioner in November, I agree to accept the still-generous salary of $75,000 as supported by the voters, for all four years of my term. The Republican candidate in the race has also agreed to accept $75,000. You say that we need to pay the highest salaries in Oregon to get such highly qualified candidates as yourselves. I don’t believe it. More importantly, the public you serve does not believe it. And what does that say about how you feel about city councilors and the many other elected officials who serve for free? Are they not quality people to serve in your minds?

Your job is one of representation of the public. End the step-system that treats your jobs as career positions in which longevity is the test of quality. You are evaluated on how well you represent the public will. The public has spoken. For those who may not know, the step system has allowed you, Rick and Colleen, to enjoy a 67% salary increase (and rising) since you took office.

The voters are paying attention now. You successfully fought down the ballot measures to cling to the partisan divide and deny representation to the people of Jackson County, but you couldn’t get the voters to support sky-high salaries.

Your job is not to manage the county employees, the budget, or create bigger government. You oversee one employee and give your opinion on the budget. Your job is to listen to the taxpayers and represent their interests.

So, listen to the people. They told you what they expect. Voluntarily reduce your salaries to $75,000 per year by amending the budget. The formal action you take today should establish reasonable compensation policy, reflecting the will of taxpaying voters.

THANK YOU to ALL OUR SUPPORTERS! Although the majority of voters in the recent election did not vote to approve Measure 15-224 and Measure 15-225, we are very proud of our campaign. We were successful in bringing attention to the structural problems with the Jackson County Board of Commissioners and the lack of oversight and accountabilty.

Denise Krause, one of the three chief petitioners for the ballot measures and currently an elected member on the RVTD Board, is a candidate in the upcoming November election for Jackson County Board of Commissioners. As an elected public servant, Denise will bring accountability and real oversight to the board . . and will continue the effort to stop the skyrocketing wages of our commissioners.

The opposition has struggled to find reasons to vote against lowering the salaries of our county commissioners who are the highest paid commissioners in the state . . The facts are we can fund salaries for 5 commissioners if we reset the salaries to $75,000 and index future raises to average wages in Jackson County. Because PERS (the state retirement system) contributions are based on salary amounts --payments into the PERS system will also decrease. The candidates running in 2024 for commissioner have all stated on the record that they will accept a salary of $75,000. Vote YES on Measure 15-225 and Measure 15-226. We CAN have better representation, better oversight and control salary costs!
