The much needed rain helped yesterday and the Fire is 48% contained, 10,400 acres, 259 structures/homes lost. The Spokane County Sheriff arrested 2 Looters in Medical Lake posing as Fire Fighters. Fire Camp is moving from Cheney to Pine Lodge with some resources going up to the Oregon road Fire which is 0% contain.

Your DCRWA Board members were hard at work today down at the Pumphouse this morning getting ready for our Sanitary Survey Inspection by Washington Department of Health - Office of Drinking Water. This Inspection every 3 years looks at all aspects of operations and paperwork of our system. The Inspection will be on August 24th.

On another note we just received our annual State Operating Permit. Once again we are pleased to announce that our system is "Green" System is substantially in compliance.

Last night Chief Ken Johnson from SCFD #10 had his meet and greet. I posted about this meeting before about this on Nextdoor and Facebook. Sorry to say only 2 people showed up. The Chief talked about what you can do to make your homes and property more Firewise and the programs that are out there to help with the costs. He also talked about the Stop the Bleed program, but more Importantly he talked about the upcoming Vote in August for lifting the Levy Lid. He talked about the lack of volunteers and the need to staff more stations will full time crews to help lower response times. He talked about the need to update and replace equipment and Fire Trucks, some which are over 40 years old. The Levy lift would restore the current $0.83 cents per thousand to $1.50 per thousand from 2007. SCFD #10 has always been good stewards of our money and I for one will support this Levy Lift.

I received a notice from Affordable Home Irrigation that they will be in the area Saturday May 13th. They should be contacting you directly to set-up a time for appointments.
The cost again is $50.00. You may use any certified Backflow Valve Inspector of your choosing but we will need to get a copy of the Inspection report.

We will be conducting a system flush on Saturday May 6th starting at 8:30. This should last about an hour. You might notice some discoloration of the water, this should go away after running your faucets or flushing your toilets a few times. We will also be cycling our shut-off valves as well. You might notice a few minutes of water interruption, but it will return to normal.

Chief Ken Johnson, SCFD #10 can not make our General meeting this Sunday, but he wanted me to pass along the following information to all of you. Hope to see everybody at the meeting this Sunday at First Interstate Bank in Airway Heights at 2:00pm.

Last year the district completed a three-year strategic plan that produced several important initiatives to reduce risk in your neighborhood. To accomplish this, we met with our Fire Commissioners and set the objective to begin to staff two stations 100% of the time in the next few years. This is one of the ways we are looking at keeping response times under 10 minutes throughout the fire district. Our goal is to keep pace with the growth on the West Plains so we can respond quickly to incidents by keeping them manageable.

Over the last year, we have received several grants totaling over 2.1 million dollars. One is to remodel a fire station to add living quarters. This will allow us to maintain our college student program while at the same time adding career staffing to provide consistent staffing levels at stations where we have no neighborhood volunteers. The second grant was to help us toward staffing a second station by paying the wages for up to three years. These changes will reduce response times to emergencies in your area.

We are proposing a levy lid lift on the August ballot this year to help our agency keep up with the increased costs, and to address some of the capital equipment and facility needs to keep our stations operational. While the success of the levy lid lift will certainly keep us moving forward, we will need to continue to seek grants to help manage costs. We will be communicating more about this in the coming months.

Great news for those of you who are creating defensible space around your homes. The fire department received a grant to partner with DNR and the Busy Bee Landfill to provide a day of free disposal of thinning debris on May 13th from 9 am to 4 pm. The grant funding will pay the disposal fee for those community members who are reducing the wildfire risk on their properties. (To learn more about reducing risk around your home, go to wildfireready.dnr.wa.gov).

We have also received an improved risk scoring through the Washington Survey and Rating Bureau (WSRB) that may positively impact your home insurance premiums. The best way to check on this is to call your insurance company and ask if our improved scoring will save you money.

If you or someone you know, a neighbor, may be eligible to volunteer, please tell them about our need to have community members sign up to be volunteer firefighters. Your neighborhood can benefit from the help of volunteer firefighters to help our communities. We balance our program with career staff, college students, and community volunteers. Most of our career staff are previous volunteers.

Thank you for all your hard work keeping your association active; like us, we know how hard it is to find people to volunteer their time to keep that system running while at the same time meeting the standards. We appreciate what you are doing for your community. We have a great partnership, and we want you to know how appreciative we are.

This report is a snapshot of last years’ Water Quality, and the purpose is to provide you with details about where your water comes from, what it contains, and how it compares to standards set by regulatory agencies. Please take care of your family and neighbors by not burning your garbage. Burning garbage and the use of burn barrels are banned across our state. Smoke from burning in burn barrels is noxious because the fires burn at low temperatures, receiving very little oxygen and producing excessive smoke and other toxic substances.

You will be receiving some information in the mail about our upcoming general meeting (March 19th, 2:00pm @ INB Bank in Airway Heights), updated membership roster, board meeting minutes and new rate increases.

For those of you who have Backflow Valves, the Inspections are due by June 31st 2023 to avoid late fees. Affordable Home Irrigation has agreed to give us a discount for $50.00 per inspection, but you are free to use any certified BFV Inspector. Please make sure the forms are turned in to either Norm Harada or myself.

Due to the increasing costs we are raising our water rates by $0.10 per thousand gallons across the board. The last rate increase was in 2019 and DCRWA is still one of the lowest cost water providers in the area.

Be sure you attend our General Meeting on March 19th. Meet your neighbors and learn more about your water system. We will be drawing a door prize for one night stay and dinner for two at Northern Quest Casino. (Must be present to win!) I would like to thank Wendy Goings and Northern Quest for their donation.

DCRWA 4th Quarter Information Letter

The DCRWA Board of Directors hopes to find everyone had a Merry Christmas and a Happy New Year.

Our Board is made up of dedicated volunteers strive to ensure quality drinking water is provided to community residents. Our water system was tested in June 2021 with NEGATIVE (non-detectable) contaminants found.

New WA Dept of Health test criteria states any negative tests are good for 3 years. The next scheduled test is June/July 2024. The DCRWA board president is actively involved with local agencies to provide the DCRWA with current information. This information is shared on our page: Deep Creek Ranchette’s Water Association

Our water distribution system is in overall good condition. The following items were accomplished in 2022:

1. Rebuilt both primary and secondary 10HP Boost pump motors

2. Replaced 5HP Boost pump and supporting accessories

3. Replaced primary well source meter (Late Dec/early Jan)

4. Routine preventive maintenance inspection on primary/secondary well pumps, associated equipment and flushed water distribution system.

5. Preformed required state testing on Nitrates and coliform, all tests negative.

The 4th quarter of 2022 water usage statements were prepared by comparing water usage of previous 1st and 4th quarter meter recordings over the last few years. This may cause an unusually low meter recording for the 4th quarter 2022 statement and a potential elevated recording for the 1st quarter 2023 statement. The decision to use comparison readings versus “actual” meter readings reduces the risk of personal injury and damage to meter housing covers, etc., due to ice and snow.

As a reminder the Backflow Valve testing is a yearly requirement (homeowner’s responsibility) by DCRWA and the State of Washington. For the 2023 year, we request all residents requiring this test, complete the test no later than June 30, 2023. The best time to do this is when you turn your sprinkler system on at the beginning of the watering season. In recent years, Affordable Home Irrigation offered a reduced rate of $40.00 in 2022; however, we are unsure rates or any offers to provide service for 2023. Contact Affordable Home Irrigation at 499-5224 or email at [email protected] Residents may use any Washington State certified inspector; however, the DCRWA requires a copy of the inspection report. Please send reports to Jerry Goertz or Norm Harada; or place in the payment drop box (on fence next to driveway entrance at 17519 W. Boone Ave).

Our water system depends on the snow/rain to replenish the water levels in our wells. We experienced a dangerously low water level in the association’s secondary well in October 2018. Forecasts are calling for moderate snowfall through the remaining 2022-2023 winter months. The DCRWA strongly encourages residents to practice water conservation throughout the year. Washington State Dept of Ecology sets a prescribed amount of water the association is allowed to use annually. Residential conservation efforts allow the association to remain within established limits.

The DCRWA Board of Directors will be meeting mid-January 2023 to review the 2022’s income/expenses, discuss the 2023 financial obligations, WA state water testing requirements and future improvements to the water system. A general meeting (all residents are encouraged to attend) is tentatively scheduled in early spring/early summer of 2023. More detailed information will be sent out approximately one month prior to meeting date. We encourage residents to be part of the DCRWA Board of Directors. Positions include president, vice-president, secretary, treasurer and at-large members.

The increase of population in our area entices crime activity. We have been experienced some home and car prowling to include thefts in the last year. Please be vigilant if you see something that doesn’t look right, or don’t recognize, please report it to Crime Check at 456-2233.

Please ensure the DCRWA is updated with current contact information. This personal information is used to notify residents of planned meetings, power outages to the well house or emergency maintenance to the distribution system. Contact information will not be released or sold to anyone outside of our community.
