CAREER OPPORTUNITY!

The Medicine Bow Conservation District (MBCD) is seeking to fill the position of District Manager. This position works directly under the Board of Supervisors (Board) and shall work in conjunction with the Board to identify and accomplish goals and objectives and operate within the guidelines set forth by the Board as well as its function and responsibilities as dictated by statutory authority.

SUMMARY OF DUTIES AND RESPONSIBILITIES
The duties and responsibilities shall include but not be limited to:

The District Manager is responsible for the day-to-day management functions of the district and the supervision, coordination, organization, and timelines of meeting all district goals.

Manage district staff and ensure all financial and administrative duties are complete. Oversees all other duties and programs staff is responsible for including trees, equipment, and education programs.

Pursue opportunities for cooperating agency with other agencies on projects which have the potential to impact MBCD.

Represent MBCD as a cooperating agency on projects as outlined in current MOU’s with various federal agencies. This requires employee to overlook personal viewpoint on all projects and represent the viewpoint of the Board.

Maintains a cooperative relationship with all natural resource agencies.

Have an understanding of the NEPA process in order to review and comment on EISs, EAs, RODs, and FONSIs for compliance with NEPA as well as various development projects based on the district’s plan and mission.

Keep informed of all Federal, State and Local laws that may affect the conservation work within the District. Provide comments on pertinent issues regarding natural resource as directed by the Board.

Responsible for identifying and securing operational funds to carry out the work of the District.

Coordinate with agriculture landowners, and federal and state land management agencies to plan, develop, and implement programs.

Develop project-based programs: river restoration, range/habitat enhancement, forest mitigation

Research and secure funding sources, leverage funds, and collaborate with federal, state, and NGO funders for conservation projects.

Grant writing, administration, oversight, and reporting of programs.

Collaborate with partners to implement funded programs. Duties may include, Procurement, proposals, permitting, contracts, cooperative agreements, and memorandums of understanding.

Responsible for Long Range Land Use/Natural Resource Management Plan and Water Sampling Analysis Plan. Work in conjunction with the board and assist district staff with developing an Annual Plan of Work and Annual Report.

Responsible for the Water Quality Monitoring program

This position provides many opportunities for on-the-job training throughout the year via workshops and webinars.

PREFERRED QUALIFICATIONS A PLUS BUT NOT NECESSARY:
Degree in Natural Resource Management, Agriculture, Range, Agronomy, Wildlife or Water OR 5 years applied work experience.

WORK EXPERIENCE/QUALIFICATIONS A PLUS BUT NOT NECESSARY:

• Previous experience working with agricultural producers and Governmental Agency personnel.
• Strong computer background, Microsoft Office Suite and QuickBooks
• ArcGIS
• NEPA
• Works well with landowners, general public and employees of federal, state, county and city agencies.
• Ability to travel, occasional overnight, weekends, and longer than normal workday for meetings and job training workshops.
• Must be able to work independently and be self-directed and motivated.
• Demonstrated interpersonal communications skills.
• Ability to form and maintain positive relationships with producers and patrons in the District.
• Strong writing skills, special proficiency in article, grant, and report writing required.
• Ability to lead and supervise other personnel and create a positive work environment.
• Ability to identify and pursue opportunities in natural resource conservation funding and be the lead in coordinating those opportunities.
• Ability to develop budgets, account for monies, accept fiscal responsibility.
• Ability to develop timelines, complete tasks on time and follow through to completion all projects and reports.
• Able to be bonded
• Must have valid Driver’s License.

COMPENSATION

This is a full-time salaried position (40 hours/week). The starting salary range for this position shall be determined depending on education and/or work experience.
