Shelby County Emergency Management & Homeland Security Agency Announces Extension of FEMA Mobile Disaster Recovery Center (DRC) and U.S. Small Business Administration (SBA)
Shelby County Emergency Management & Homeland Security Agency (SCEMHSA) has continued its partnership with the Federal Emergency Management Agency (FEMA) and the U.S. Small Business Administration (SBA) to assist residents impacted by January’s Winter Storm Fern.
“The response from our citizens requesting assistance has been tremendous. Therefore, FEMA’s Disaster Recovery Center and the Small Business Administration are extending their dates of operation,” said Brenda Jones, Director of the Shelby County Emergency Management & Homeland Security Agency.
FEMA’s Mobile Disaster Recovery Center (DRC) and the Small Business Administration’s Mobile Center first arrived in Shelby County on Saturday, May 2, 2026. At the request of SCEMHSA Director Brenda Jones, representatives from FEMA and the U.S. Small Business Administration (SBA) will now remain on-site through Saturday, June 6, 2026, to continue providing in-person assistance to Shelby County residents affected by the winter storm.
The Mobile DRC and SBA Mobile Center are located at 1075 Mullins Station Rd., Memphis, TN 38134, in the East Parking Lot, adjacent to the Shelby County Tax Assessor’s Office.

Residents affected by the January winter storm are encouraged to visit the center if they need assistance.
FEMA representatives are available to help residents and businesses check the status of applications, resolve issues related to claims, upload documentation, and connect with additional recovery resources.
Representatives from the U.S. Small Business Administration (SBA) will also remain on-site to assist homeowners, renters, nonprofits, and businesses with information regarding available SBA disaster loan programs and the application process.
Types of FEMA Assistance Available
Eligible applicants may receive support for:
• Temporary Housing Assistance
• Home Repair or Replacement Assistance
• Other Needs Assistance (ONA)
• Disaster Case Management & Referrals

Types of SBA Assistance Available
Eligible Homeowners may qualify to receive support for:
• Repair or replace their primary residence to borrow up to $500,000
• Renters and homeowners may borrow up to $100,000 to repair or replace personal property such as furniture, clothing, appliances, and vehicles.
Interest rates with repayment terms of up to 30 years are as low as:
• 4% for businesses
• 3.625% for private nonprofits
• 2.875% for homeowners and renters
