MERCEDES CHIEF OF POLICE EXPOSED!
Fired from Mission PD, so he wouldn’t corrupt new recruits
The Chief of Police of Mercedes Police Department, D**oberto “D**o” Chavez, was fired from the Mission Police Department in 2011, after being caught lying in an official report regarding an incident where he used the word “verga” outside a family home.
PERJURY
It’s not clear who filed the complaint, but it is clear that D**o lied in the police report he turned in. In a rare and surprising turn of events, Mission PD confirmed the citizen was telling the truth when he complained of D**o’s behavior. D**o was given a chance to come clean, but he didn’t take it… even after being interviewed by internal affairs.
The incident occurred in front of a home on Sonora Street on October 31, 2011… according to the arbitration report, D**o used the word “verga” multiple times near and in front of the family home. The report posted online by Commissioner Jose Gomez of the Mercedes City Commission appears to be incomplete, and we don’t know the reason police were called to the home. It’s also unclear if there were other allegations made against the now-Chief of Police of Mercedes.

CORRUPTION OF NEW RECRUITS
Given the rank and veteran status with Mission PD, the department was worried then-Inv. Chavez would corrupt the younger, more inexperienced officers. He is described as having a “compulsion to suddenly spew out vulgarities, with no provocation, and then disavow his statements in his official report…”
The report goes on to accuse Chavez of showing “a complete lack of concern for tact” and departamental image… in other words, “le vale verga” what taxpayers think of his job performance.
The most shocking conclusion made by the arbitrator in that case should alarm every resident of the City of Mercedes. “...the facts in this case paint Chavez as possessing an ingrained calloused and contemptuous attitude towards the people in this community, which he is sworn to protect.”
CRIMINAL RECORD & SPECIAL TREATMENT
According to public records, D**o has been booked twice in the Hidalgo County Jail. He was arrested by McAllen PD in 1994 for driving while intoxicated, but the charge was dismissed 3 years later.
He was arrested again by McAllen PD in January 2003 for a hit-and-run that occurred the month before… while he was employed with Mission PD. No charges were ever filed by the District Attorney’s office, which was led by former DA Rene Guerra; however, the arbitration report exposed details that raised a lot of questions.
He was disciplined in February 2003 for the hit-and-run, and… it mentions he was intoxicated while off-duty. In other words, he was driving drunk when he crashed into the unattended vehicle and fled… he was never prosecuted.
ABOVE THE LAW
Police officers, and public officials in general… elected or not, should be held to a higher standard. Instead, people like D**o are allowed to believe they are exempt from the laws that everyone else must abide by.
The most disturbing part of the arbitration report is a statement made by Don B. Hays, an arbitration examiner with the American Arbitration Association, ciding D**o’s long term of employment: “... we are generally inclined to favor remedial sanctions over discharge in cases such as this…”
Police reports are used as evidence in criminal proceedings… officers such as D**o are allowed to read them while testifying in court. How can the American Arbitration Association be generally inclined to allow a police officer to keep his job after it is established that he has no qualms about writing a false report?
The fact of the matter is D**o committed a crime by writing and filing a false police report… any average person would have been arrested on the spot. If the report was used to support an arrest warrant issued by a magistrate judge, it would be aggravated perjury, which is a felony. He also fabricated evidence, a 3rd Degree Felony.
A creative police officer might even throw in a tampering charge… instead, he was let go. He even had the nerve to appeal the dismissal… that’s how entitled the Chief of Police of Mercedes, Texas feels.
THE PEOPLE DESERVE AN EXPLANATION!
How is it that a police officer with a career-long record of corruption was chosen to lead the Mercedes Police Department?
Who performed the background check?
Why did the City of Mercedes fill such an important position without considering other more qualified candidates?
To make matters worse, D**o is also the Assistant City Manager, so he gets two generous paychecks, courtesy of the taxpayers of Mercedes, Texas.
LAST QUESTION
Aside from the Chief of Police/Assistant City Manager, who else should be fired over this major screw up?
It’s time for the citizens of Mercedes, Texas to rise up and demand an end to the corruption the city is currently drowning in.
