MCJAC: A Youth Advocate Organization. Mercer County Juvenile Advisory Council, Inc. (MCJAC) is a child advocate organization.

The Mercer County Juvenile Advisory Council, Inc. implements the Mercer Adolescent Project by promoting inter-agency cooperation, child advocacy and by conducting community awareness as to the availability of assistance toat-risk youth in Mercer County.

General information

On October of 1986, a two-year study called The Mercer Adolescent Project came to an end. The study looked at Mercer County youths ages 10 through 17 and the public services and programs that were provided to them and their families. The Mercer Adolescent Project, or “MAP”, was a collaborative between the Office of Education and Regional Programming at Western Psychiatric Institute in Pittsburgh and local officials and Human Service agencies. This study, which was funded by the Pennsylvania Commission on Crime and Delinquency and the Budd Fund, brought to the surface the lack of cooperation among Mercer County agencies as well as a need to prevent high risk youths from falling through the cracks in our Human Service system. After the conclusion of the Mercer Adolescent Project, President Judge Albert E. Acker, of the Mercer County Court of common Pleas, announced that a commission would be created through the Juvenile Court Judges Commission to continue the work that “MAP” had started. Today, over 30 years later, the Mercer County Juvenile Advisory Council continues to focus on the same missions through • The promotion of inter-agency cooperation • Human services education, public awareness, policy changes • Advocacy for at risk youth in Mercer County.

A Youth Advocate Organization

Mercer County Juvenile Advisory Council, Inc. (MCJAC) is the evolution of a two-year study called the Mercer Adolescent Project (MAP) ending in 1986. MAP was a county-wide study of the availability and effectiveness of services and programs for youths. The study found a lack of cooperation among agencies, as well as a need to prevent high risk youths from falling through the cracks in the Human Service system. After the study, President Judge Acker announced that a commission would be created through the Juvenile Court Judges Commission to continue the work that MAP had started. The result was the creation of Mercer County Juvenile Advisory Council Inc., a 501-c3 non-profit organization (1988). The main focus of the new commission would include:

· The promotion of inter-agency cooperation

· Human services education, public awareness and policy changes

· Advocacy for at risk children in Mercer County

MCJAC’s new Youth Social Services Volunteer Program recruits, trains, and matches volunteers to local agencies, schools, community programs to fill gaps in services or roles in a young person’s life that have been identified through needs assessments. Assessments conducted by MCJAC continue to show a need for gap coverage in areas such as job search and coaching, transportation, mentoring, case and crisis management, tutoring, and transition-age services. If gaps in service are filled and roles are inserted into these at-risk youth’s lives, they will have more opportunities to learn to be self-sufficient.

MCJAC aids in the development of skills needed for volunteers to work with at-risk youth. The volunteer’s goal is to mentor, advocate for, and help teach self-sufficiency to the children, adolescents, and transition-age adults they work with. The volunteers provide support for the youth to reach life goals, as well as the partner agency’s goal plan. The volunteers may only be needed to provide a positive mentoring relationship the youth may otherwise lack, or the volunteer may be needed to provide other skills such as tutoring, social interaction, job search coaching, independent living skills coaching, mental/emotional health mentoring (teaching to make appointments, get to appointments, etc.) as these youth transition into other stages of development or adulthood. Filling a gap in service or care, or providing a role or relationship in a youth’s life is absolutely fundamental to aiding in the development of necessary skills and opportunities for the youth’s future outcomes.
